OBJECTIVES OF THE PROGRAMME

HPS supports Member States to improve health systems to provide the best and safest possible health facility services to all people, regardless of race, beliefs, gender, economic and social condition and to ensure universal health coverage serves all people, starting from women and children.

DESCRIPTION OF DUTIES

Under the direct supervision of the Health Policy and Service Design Coordinator with the general guidance of the Director of Health Systems and Services, the incumbent will have the following responsibilities:1. Support the implementation of the regional work on primary health care and provide technical support to Member States in designing and implementing reforms in alignment with the regional framework on the future of primary health care (PHC) in the Western Pacific.2. Provide technical support to Member States and partners in health sector analysis, coordination and development of policies, strategies plans and reforms with an emphasis on PHC and people-centred services.3. Coordinate and facilitate evidence generation on primary health care, equitable people-centred service delivery, essential public health functions and the interaction with public health programmes in the Region, through collaboration with networks and partners, such as universities and research institutes.4. Support Member States in developing and updating their hospitals policies, including governance arrangements, network planning and optimisation, ensuring that they contribute to UHC goals5. Contribute to design health facilities systems that ensures the continuum of care and that are people-centered6. Establish effective collaboration on primary health care implementation as a platform for integration with priority public health programmes through joint planning and engagement with relevant technical divisions in the Regional Office, and relevant partners.7. Coordinate with HQ and country offices to support PHC, hospital performance strengthening and UHC initiatives including through the UHC Partnership and similar initiatives.8. Collaborate within DHS and with other technical divisions to promote a corporate comprehensive support to Member States on PHC, including essential public health functions;9. Participate in the preparation of the work plan, budget, implementation reports and donor reports in related technical areas; and10. Perform other related duties as assigned

REQUIRED QUALIFICATIONS

Education

Essential: Master’s level university degree from a recognized university in health policy, systems or management; health sciences; hospital administration, public health; or social sciences field such as public administration, social and political sciences.
Desirable:

Experience

Essential: Minimum of seven years’ of relevant experience in the field of equitable, people-centred health services planning, health policy or health facilities management.
Desirable: A minimum of three years’ international exposure in lower-middle income countries, particularly onre-organizing services, including both hospitals and overall facilities management.

• Knowledge of the specific or technical area of public health;• Ability to contribute to the development of norms and standards, as well as training materials;• Capacity to plan and conduct operational activities with political and technical elements;• Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct;• Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States.• Good knowledge on health policy, service delivery organization, hospitals and PHC approach to health system development.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2951 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
