Mission and objectives

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts

The Governance team in BPPS is responsible for supporting UNDP’s work on Governance across the organization including on anti-corruption, legal identity, inclusive political processes, parliamentary development, elections, SDG 16 implementation and monitoring, local development, youth empowerment.

Context
Digital Public Infrastructure (DPI) has enabled countries to accelerate development progress, allowing billions of people to engage in essential society-wide functions. While there has been significant progress in the development of technologies and systems, there has been only limited progress on standards of governance to ensure these are inclusive, rights based and safe. In order to bridge this gap, UNDP is developing a series of toolkit to help governments to identify governance gap of DPI and to guide on how to improve them.

Following the development of Model Governance Framework for Digital Legal Identity to ensure rights-based DPI implementation of one of the foundational layers – digital legal identity, UNDP will develop the Model Governance Framework for Data Exchange for the second foundational layer of DPI – Data Exchanges. This work builds on UNDP’s normative leadership in DPI and support for rights-based implementation of DPI, including in the 50-in-5 campaign.

The Model Data Exchange Governance Framework will consider frequently exchanged data required to facilitate public and private services delivery such as in social protection, health, justice as well as in areas such as climate/environment. To ensure applicability, the framework may focus more deeply on one sector such as social protection, and be presented as a modular framework for public good. Given that there is no comprehensive existing literature on data exchange, it will be an accumulation of best data exchange practices through various sectors and countries/regions.

Task description
We are looking for 1 online volunteer who support us to co-develop the model governance framework for data exchange.

In particular, the online volunteer is asked to:
– join the needs assessment interviews with UNDP Country Offices when needed
– analyse sectoral data exchange cases through an evolving set of governance indicators primarily through bilateral consultations
– jointly develop a high-level elements of the model governance framework for data exchange
– create an alliance of research, funding, and implementation organizations focused on the governance of DPI

Requirements
Required experience
1) Research skills at least Master’s level (Doctoral degree is preferable)
2) Experience (5 years minimum) in research around legal and policy dimensions of data exchange and data governance.
3) Demonstrated understanding of global developments in the field of democratic governance, data management, data governance and data exchange, and digital public infrastructure, and recent policy developments and programming at country level;
4) Understanding of the UN system and of UNDP’s mandate, and in relation to the field of democratic governance and DPI , new technologies and discussion around digital public goods;
