Duties and Responsibilities

IV. SCOPE

Under the guidance of the Representative and supervision of the Communication Analyst, and in coordination with the communication team, the consultancy must be responsible for the following tasks / activities:

Task 1: Support for content planning and production
a) Contribute to the preparation of a monthly content calendar, planned based on scheduled activities and commemorative dates
b) Production of specific content, according to the Communication Analyst’s guidelines for each of the UN Women channels (Facebook, Instagram, Twitter, LinkedIn, Youtube and, eventually, the institutional website). Each channel must follow its own agenda, as well as individual content.
c) Prepare inputs for press releases and agenda notices
d) Application of gender-inclusive language in all content produced, as well as audio description, support for the inclusion of translation into LIBRAS and other inclusive resources for different audiences
e) Optimization of content produced for search tools (SEO)
Task 2: Support for the construction of graphic and multimedia materials
a) Production of cards, videos and infographics and other visual content for digital media
b) Production of briefings and monitoring of the creation, production, editing and finalization processes of digital content
c) Support for UN Women communication in programming and publishing content
d) Preparation of periodic monitoring reports and measurement of results
e) Production of performance reports

Task 3:   Monitoring the completion of products and analyzing metrics related to the reach of the campaign on UN Women’s social networks.
a) Production of inputs for specific reports on the areas of activity and/or consolidated for the entire office.

V. PRODUCTS TO BE DELIVERED:

* All reports must be presented in Portuguese and include the complete set of supporting documents, such as training agendas and methodologies, handouts, participant lists, etc. Supporting documents can be submitted in Portuguese.
UN Women will review each product and return with comments or approval within 10 business days. In the case of comments, UN Women will approve each product after incorporating comments and the product is considered final.

 

SAW. CONTRACT EXECUTION ARRANGEMENTS
Payments for services will be made upon delivery of each product set out in the table above, upon certification of satisfactory performance by UN Women in accordance with the established schedule.
Payments will be processed within 10 business days after final approval of the product and delivery of the signed Payment Certification form.
When processing the last payment, it must be accompanied by the consultant’s Performance Assessment.
The Special Service Agreement (SSA) modality establishes that the remuneration for this type of contract must include all expenses necessary for the execution of the service and social protection of the contracted person. The organization will not be responsible for additional costs or benefits. Therefore, it is the consultant’s responsibility to take out adequate and valid medical insurance during the term of the contract, and it is recommended that said policy include coverage for illnesses related to COVID-19. Medical coverage must be international when the contract requires travel/missions or stay in a foreign country during its term.
If selected for this consultancy, proof of medical coverage must be presented within the first two months of the contract.
No travel is planned for the development of the consultancy.

The consultant will be responsible for paying the ticket and daily allowance (accommodation, food, transportation, communication, and other related costs). Such costs will be subsequently reimbursed, subject to the presentation and approval of supporting documents (quotation, invoices and receipts). The daily rate must be included in the consultancy fees, in the financial proposal, and expenses with accommodation, food, transport, communication, and other related costs will not be reimbursed separately.
Air travel will be via the most direct and economical route: The standard route will be the most direct route between the traveler’s place of duty and the place of travel. However, the most economical route will be applied when:
(a) the cost of the most direct route is higher by 25% or more compared to the most economical route; and
(b) the travel time for the most economical route does not exceed the most direct route by four (4) hours or more.
For all air travel, the traveler will receive the most economical (lowest) fare in the applicable class of service, including restrictive and non-refundable air fares.
Travel arrangements and reimbursement requests will comply with the UN Women’s Travel Policy, which will be shared by the supervisor at the beginning of the contract.
Consultants on official trips, regardless of destination, must obtain authorization through UNDSS/TRIP before travel in accordance with UN security policy.
Before departing on trips/missions, consultants must present a signed Statement of Good Health to confirm their insurance coverage and vaccinations, in accordance with paragraph 5.24.1 of the Special Service Agreement Policy (SSA).

VII. INPUTS
The consultant is expected to work remotely during the term of their contract using their own computer and must be available for virtual meetings with UN Women when necessary. The consultant may access the UN Women Office to use a printer or scanner, subject to agreement with the supervisor and safety measures relating to COVID-19.
UN Women will provide the consultant with inputs and technical support documents related to the tasks/activities to be developed, as well as logistical and coordination support for organizing meetings with key stakeholders and partners.

VIII. PERFORMANCE MONITORING AND EVALUATION
The consultant’s work and performance will be evaluated and monitored by the supervisor on a regular basis to ensure that contractual obligations are fully met. The consultant will maintain permanent coordination with her/his supervisor to effectively execute and develop the products requested by this consultancy. He/she will also provide the information requested under the terms of reference.

Performance Indicators
The consultant’s performance will be evaluated in relation to criteria such as: information/products delivered within the time specified in the contract, responsibility, initiative, communication, precision and quality of the products delivered. The evaluation will be carried out by the supervisor and will serve as input for payments to the consultant upon delivery of the expected products.

Required Skills and Experience

X. REQUIREMENTS
In order for the candidate to be considered, they must meet the following qualifications and requirements:
Mandatory:
Education

• Technical training in communication, marketing, or digital media and/or professional registration as a journalist or professional of communication.
Professional experience
• Two years or more of proven professional experience with social media.
• Experience with digital technologies, applications and editing software packages (e.g. Capcut, Avid Media Composer, Lightworks, Premiere, or others)

Languages ​​and other skills

• Excellent knowledge of Portuguese
• Proficiency in MS Office
• Knowledge of English, Spanish or another UN language is an advantage.

XI. EVALUATION OF APPLICATIONS
For the selection process, the evaluation committee will carry out a technical review of the CVs (70%) and financial proposals (30%) based on the established requirements and criteria.
The contract will be offered if the proposal presented by the candidate is assessed as:
• Adequate/Conforms to the rules/acceptable.
• Have received the highest score according to a predetermined set of technical and financial criteria defined specifically for the contract in question.
The total number of points awarded to the technical qualification component is 70. The candidate’s technical qualification is assessed based on document analysis and following the following criteria:
