Introduction

The position is located within the Actuarial Services Unit (SOC/ASU) of the Universal Social Protection Department (SOCPRO). The Department is responsible for promoting enhanced coverage and effectiveness of social protection for all through comprehensive, efficient, and sustainable national social protection systems, including floors, in line with provisions of Recommendation concerning national floors of social protection, 2012 (No. 202) and other ILO social security standards, and reflected in the SDGs. It provides, at the request of member States, technical advice for the formulation of national policies, the design of social protection systems, including floors, as well as for their implementation and monitoring.

The Digital Convergence Initiative (DCI) is a workstream of the Global Partnership for Universal Social Protection to Achieve the Sustainable Development Goals (USP2030). DCI members include governments, development partners, civil society organisations and private companies who collaborate on creating integrated and interoperable social protection information systems. Launched in 2021, the Initiative aims to build a global consensus on technical standards and guidelines for digital systems to enable the smooth exchange of data between programmes and institutions which are integral to the delivery of social protection. The DCI is a multi-stakeholder initiative led by the Gesellschaft für Internationale Zusammenarbeit (GIZ), the ILO and the World Bank.

 

Within the framework of Development cooperation projects and the Global Flagship Programme on Building Social Protection Floors for All, as well as the UN Global Accelerator on Jobs and Social Protection for Just Transitions, the current position is linked to a three-year multi-partner contribution agreement financed by the European Union to support the DCI entitled “Supporting the Digital Transformation of Social Protection Systems to Achieve the Goal of Universal Social Protection 2030”. It is jointly implemented by the GIZ, the ILO, the World Bank, the Spanish International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), Expertise France (EF) and the Government of Luxembourg (implementation partners).

 

Reporting lines
The incumbent will report directly to the Head of the Actuarial Services Unit and ultimately report to the Director of SOCPRO. The incumbent will receive technical supervision from the Project Manager of the DCI EU project.

The incumbent will also work in close collaboration with the Social Policy Unit (SOC/POLICY) of SOCPRO, the USP2030 secretariat, with the social protection Global Technical Team including specialists in Decent Work Teams (DWTs) and social protection experts, as well as with the International Training Centre in Turin (ITC).

Description of Duties

Within the policy and procedural requirements established by the ILO, and in the scope of the DCI EU project, the incumbent will be responsible for initiating, designing/commissioning, and managing innovative training and knowledge-sharing events, dialogues, and capacity-strengthening activities at national, regional, and global levels, including tailor-made learning activities and the provision of innovative coaching services. The incumbent will coordinate the development and dissemination of original knowledge and awareness-raising products, tools and platforms on social protection, digital transformation, and digital interoperability.

 

1. Development and dissemination of knowledge products

  • Initiate, design, and produce case studies and other knowledge products on interoperable social protection systems.
  • Assess digital social protection infrastructure and digital data management requirements across the social protection delivery chain.
  • Develop and disseminate roadmaps and guides for the implementation of digital principles and standards.
  •  Produce guidelines/best practices to ensure that digital social protection systems are inclusive and gender equitable.
  • Initiate, design, commission and coordinate research on relevant topics such as questions of interoperability and its potential to contribute to formalisation and economic inclusion, gender equality, health and shock-responsiveness.

2. Capacity building

  • Develop, adapt and use capacity needs assessment tools on digital transformation and interoperability.
  • Organize and implement multi-stakeholder dialogues for improving digital social protection delivery and interoperable systems.
  • Develop and implement training modules on digital transformation and global digital standards in social protection.
  • Collaborate with country teams for the organization of capacity building activities and support the implementation of related learning events.
  • Engage regional organisations in Africa to promote frameworks for interoperability and portability of benefits.
  • Provide training on the design of inclusive digital social protection transformation processes.
  • Support the implementation of awareness-raising activities to promote inclusion in digital social protection programmes and to prevent exclusion from digital skills and equipment, resulting in lesser access to services and benefits.
  • In collaboration with the Public Financing, Actuarial and Statistical Services Unit of the Department, support the design and implementation of data input mechanisms for the World Social Protection Database.

3. Advocacy, networking and resource mobilisation

  • Ensure good flow of information and overall coordination and collaboration on all project deliverables with the implementing partners: GIZ, the World Bank, the Spanish International and Ibero-American Foundation for Administration and Public Poli-cies (FIIAPP), Expertise France (EF) and the Government of Luxembourg (implementation partners)
  • Support communication and visibility of the project.
  • Support the project manager in the overall project implementation, monitoring, reporting and budget management.
  • Support resource mobilization efforts to secure funding for new projects and activities.

4. Promote the inclusion of gender equality and non-discrimination matters in all aspects of the work.

Required Qualifications

Education

Advanced university degree in public administration, information systems, or a relevant field.

Experience

At least seven years of professional experience in the field of digitalization, of which at least three years at the international level. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience in the field of social security and/or knowledge management and capacity building is an advantage. A publication record in the fields covered by this position.

Languages

Excellent command of English and good knowledge of a second working language (French or Spanish).
