JOB DESCRIPTION

Role and Responsibilities

The purpose of the position of Education Team Leader is to lead the execution of NRC Education project activities in the Central area with their technical skills and in a cost-efficient manner. 

The project aims to provide continuity to the educational trajectories of education for youth and adult beneficiaries of the project, offering academic opportunities to ex-combatants and members of the host community.

RESPONSIBILITIES

General Responsibilities: 

The purpose of a team leader is to manage a CC project team at the field office level

  1. Project personnel management.
  2. Implement action plan for Education projects (activities, budget and project documentation)
  3. Daily monitoring of project implementation progress.
  4. Ensure compliance with NRC policies, tools, manuals and guidelines. (administrative, financial, logistical, personnel and security guidelines).
  5. Ensure projects target the most needy beneficiaries and explore and evaluate new and better ways to help
  6. Promote and share ideas for technical improvement.
  7. Prepare periodic progress reports and other documents.
  8. Ensure capacity development of project staff and transfer key skills
  9. Liaise and collaborate with local authorities and relevant stakeholders.
  10. Promote the rights of internally displaced persons/repatriates in accordance with the advocacy strategy.
  11. IF APPLICABLE: Monitor and document the implementation of project activities carried out by implementation partners and/or contractors (action plan activities, contracts, financial expenses and project documentation). 
  12.  IF APPLICABLE: Perform quality control and provide technical support to partners and/or contractors of Education projects

Specific responsibilities: 

  1. Ensure compliance with strategy, tools, manuals, guidelines and core competency standards by Assistant/Officer project staff under your supervision. 
  2. Responsibility for the specific technical quality of the core competency for the technical activities of the project(s) in i) implementation, ii) monitoring of financial expenses; iii) quality control and monitoring; iv) documentation/files/report.
  3. Ensure that the supervised team of assigned Technical Assistant(s) has the skills, tools and guidance necessary to implement program activities in accordance with the highest standards of quality and accountability (AAP). according to NRC guidelines.
  4. Ensure that project activities target the most needy beneficiaries, evaluate, promote and document ideas on technical improvements and other program development options.
  5. Follow up on the implementation of activities based on the scope of results, based on the performance measurement framework and ensuring the implementation of the instruments (databases) and monitoring and evaluation routines defined by NRC.
  6. Provide technical analysis and specific feedback to NRC leaders in national and humanitarian education coordination forums. 
  7. Technical responsibility for monitoring the financial expenses of the programmatic/technical activities of the projects in coordination with the Coordination/Management and the finance area. 
  8. Prepare narrative reports (monthly, quarterly, etc.) on the status of project implementation and the development of activities under their responsibility and coordination, or as required by Management.   
  9. Support in the formulation of projects for donors and in the development of strategic and operational plans for NRC’s work in the area, providing key information on the work areas that it supervises when requirements are presented by the program management or the management of area.
  10. Actively represent NRC in institutional and coordination spaces to monitor the implementation of the education project/program with educational authorities/education secretaries/educational institutions/certified territorial entities and humanitarian coordination. 
  11. Plan, implement and accompany necessary workshops/trainings for public officials, beneficiary populations or partner agencies. 
  12. Generate, update and analyze information on the local educational context, and particularly the needs of the vulnerable minor population (victims of armed conflict, in situations of human mobility, children and young people out of school) in accordance with the criteria and periodicity established by the Education Coordinator and the Area Management.
  13. Promote the rights of internally displaced persons/repatriates in line with the advocacy strategy.
  14. Lead missions to identify populations of interest, prioritizing border, rural and/or locations in greatest need.  
  15.  Other tasks assigned by the supervisor in compliance with the objectives of the position.
