Position Purpose

Under the guidance and direct supervision of the Assistant Resident Representative/Head of Operations, the Finance Analyst provides leadership in execution of financial services in the CO ensuring effective and transparent utilization of financial resources and integrity of financial services. The Finance Analyst promotes a client-oriented approach consistent with UNDP rules and regulations.

The Finance Analyst supervises and leads the support staff of the Finance Unit (three Finance Associates and UNV). The Finance Analyst works in close collaboration with the operations, programme and project teams in the CO, GSSC and UNDP HQs staff for resolving complex finance-related issues and information delivery.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration

Duties and Responsibilities
  • Provides analytical inputs for administration and implementation of operational and financial management strategies, adapts processes and procedures
  1. Managing and leadership of the Finance Unit;
  2. Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
  3. CO Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with office management.
  4. Continuous analysis and monitoring of the financial situation, presentation of forecasts for development and management projects, monitoring of financial exception reports for unusual activities, transactions.
  5. Analysis and elaboration of proposals and implementation of cost saving and reduction strategies in consultations with office management.
  6. Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at Headquarters/GSSC of the results of the investigation when satisfactory answers are not obtained.
  • Ensures administration of budgets and functioning of the optimal cost-recovery system focusing on achievement 
  1. Provide input to the elaboration of proposals for planning of financial resources of the CO.
  2. Prepare and monitor budgets. Provide regular analysis and reporting on the budget approvals and the delivery situation of management projects.
  3. Establish development projects’ budget preparation/modification monitoring system; and monitor and report on control of budgetary status versus authorized spending limits (ASL) and budget delivery levels.
  4. Ensure administration of control mechanism for management projects by monitoring budgets, preparing and modifying budgetary status versus ASL, and follow up with HQ on ASL for projects.
  5. Organize cost-recovery and DPC mechanisms for services provided by UNDP ensuring the preparation of pro-forma invoices for UN agencies in ERP and monitor through the ERP tracking system. Ensure cost-sharing financing contributions are properly transferred to UNDP on a timely basis.
  • Ensures proper control of CO accounts 
  1. Proper control of the supporting documents for payments.
  2. Analysis and elaboration of proposals for the internal expenditures control system which ensures that invoices processed are matched and completed, transactions are correctly recorded and posted in Corporate management system; payrolls are duly prepared; MPOs, travel claims, and other entitlements are duly processed, and receipting of goods and services and establishment of accruals are properly done in compliance with IPSAS and UNDP policies and procedures.
  3. Ensure accuracy of payroll documentation and timely submission to bank on monthly bases.
  4. Coordination and control of accounts closure.
  5. Timely corrective actions on unposted invoices, including the invoices with budget check errors, match exceptions, unapproved invoices.
  6. Timely response to HQ and GSSC requests to resolve financial data issues.
  7. Timely corrective actions on Oracle submission of request, follow up on unpaid request and other enquiries from GSSC.
  8. Timely VAT reimbursements, payment of GLOC by the Government.
  9. Act as Treasury Focal Point for Signatory panel, keeping all signatory panels accurate and updated.
  • Ensures proper CO cash management functioning
  1. Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application.
  2. Daily review of zero-balance account bank statements in corporate management system to monitor imprest level; identification and recording of contributions.
  3. Alternate to ARR/Head of Operations as primary contact with local bank management on routine operational matters.
  4. Act as a member of bank signatory panel.
  5. Transaction and stop payment initiation on internet banking systems.
  6. Monitor timely and accurate preparation of inputs for bank reconciliations.
  7. Monitor and control bank transfers and deals for approval and settlements.
  8. Timely preparation of monthly cash flow forecast for use by ARR Head of Operations. Liaison with UN Agencies to obtain estimate of their cash requirements.
  • Ensures facilitation of knowledge building and knowledge sharing in the CO 
  1. Organization of trainings for the operations/ projects staff on Finance.
  2. Synthesis of lessons learnt and best practices in Finance.
  3. Sound contributions to knowledge networks and communities of practice.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education
  • A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (Master’s) University Degree in Finance and/or Accounting is required. Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.
  • Bachelor’s Degree in Finance and/or Accounting with additional two years of experience will be given due consideration.
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
  • Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).
  • Candidates with MBA or masters in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
 Experience, Knowledge, and Skills
  • Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience in providing financial management services, and/or managing staff and operational systems.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP financials and database packages.
  • Experience of IPSAS and/or IFRS is required for external candidates.
