Duties and Responsibilities
Project elaboration and management:
- Develop detailed annual project work plans, budget breakdowns and schedules of implementation;
- Develop TORs of short term consultants (national and international) on project needs with the guidance of UNDP&GCF and assist in the recruitment process;
- Manage local project team and resources; assigning tasks and roles as necessary;
- Oversee the implementation of all project activities with UNDP, the NDA and relevant stakeholders.
Project implementation and technical support:
- Monitor project progress against set deliverables and timeframes;
- Supervise and follow up on all project delivery and execution at the different sites;
- Prepare GCF annual progress reports, respond to review sheets received;
- Ensure smooth and successful implementation of the various project activities;
- Compile, revise and evaluate all technical reports and studies of the project;
- Ensure communication about the project is regular and accurate with decision makers;
- Maintain and improve the existing climate change institutional arrangements with governmental institutions and private sector;
- Liaise with institutions and local communities in order to ensure effective engagement of relevant stakeholders, private, public, civil society.
Advisory support:
- Provide upstream policy and technical advice to the NDA on climate change issues;
- Integrate the project results and findings within other ministerial strategies and policies;
- Identify and link to related ongoing activities within other institutions and encourage collaboration and synergies;
- Foster strategic partnerships with key stakeholders to move the climate change adaptation forward;
- Prepare any follow on project proposals as per the needs identified by NDA/UNDP/GCF;
- Mobilize resources for the climate change portfolio, with a focus on CCA, through funding agencies and the government.

Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) in the field of environmental policy, climate science, natural resources management, economics or related field is required.
- A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the Master’s degree.
Experience:
- Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of experience in climate policy with good knowledge of economy, climate change, climate resilience issues.
Required Skills:
- Experience in advising public sector institutions.
- Relevant years of experience in coordination of a large, multi-stakeholder project.
- Relevant years of proven experience of the national institutions and international donor organizations working on climate and economic policy in the country.
Desired Skills:
- Working experience with ministries, national institutions, regional and local authorities in Kazakhstan is desired.
- Excellent interpersonal and cross cultural communication skills, experience and ability to work in a team and to work under pressure and with tight deadlines, ethics and honesty is desired.
- Experience in ITC, in particular mastery of all applications of the MS Office package and internet search is desired.
Languages:
- Fluency in English and Russian (both, spoken and written).
- Kazakh language is an asset.
