ORGANIZATIONAL CONTEXT
The SLL Project (Saving Lives and Livelihoods) is financed by the MasterCard Foundation under the coordination of the Africa-CDC of the African Union and its operation in the DRC extends to the two provinces of Kinshasa and Lualaba in his first year. SLL provides logistical support to the Expanded Vaccination Program (EPI) in the transport and handling of vaccines and consumables. The budget allocated to the SLL Project for the management of logistics in the country is 2.4 million USD for the first year, it being understood that the life of the Project is 3 years starting from December 2022.
As part of the implementation of its Micro-plan, the SLL Project is seeking an administrative and financial assistant to ensure the day-to-day operations of the Project and serve as liaison with the WFP administrative and financial services to send all payments and other assistant tasks. This position is based in Kinshasa and is under the direct supervision of the SLL Project Manager in collaboration with the WFP BSP Manager.
POSITION OBJECTIVE :
Provide quality service in the management of the logistical and financial tasks of the Project in order to contribute to improving the performance of the Project in accordance with current WFP procedures.
MAIN DUTIES AND RESPONSIBILITIES:
- In collaboration with the Project Operations Managers, ensure the coordination of all PEV transport requests and the shipment of products from the PEV Central Kinshasa depot located in Kinkole to its provincial delivery point.
- Verify resource requirements in the area of logistical support provided to the Expanded Immunization Program (EPI) and help determine new needs, in order to enable the execution of operations and services in an efficient and economically rational manner.
- Process all requests submitted by partners via the Service Market Place (SMP) tracking tool to ensure requests are processed within the specified time frame and follow up on them.
- Support and assist other BSP Focal Points and warehouses in the use of the SMP software in relation to requests and tasks submitted by the Project Manager or his delegate.
- Provide staff with assistance on applicable procedures and technical support in
financial and budgetary areas to ensure compliance with financial management policies and rules and the WFP Financial Regulations relating to payment terms in force.
- Contribute to the establishment, implementation and monitoring of budgets and track expenditures and budget forecasts, to ensure that future funding needs are covered.
- Liaise with other country office teams to verify that all financial and administrative services are provided efficiently and in accordance with Project performance needs.
- Adapt and update administrative procedures and support the implementation of operating methods, in order to contribute to the continuous improvement of the Project’s administrative and financial services.
Carry out any other tasks that the Project entrusts to him.
