JOB DESCRIPTION
Position: Cash & Livelihoods Coordinator
Grade: 7
Reports to: Area Manager
Supervision of: Cash and Livelihoods TLs and Information Management Officer
Duty station: Benghazi, Libya
Travel: 50% travel Within Libya and as instructed by the line manager
Duration and type of contract: Fixed Term

- Role and responsibilities
The Cash and Livelihood Coordinator will be supporting the field activities related to Cash and Livelihoods CC Portfolio in Libya. The Cash and Livelihood Coordinator will be responsible of management partner relations, recruitment and management of the field staff, ensuring all standard and procedures are being respected, creation and implementation of effective systems to ensure teams are meeting deadlines and delivering quality services. The Cash and Livelihood Coordinator, under the supervision of the Area Manager, will ensure all relevant participant information, selection, follow up, and other reporting systems are running effectively and efficiently. The Cash and Livelihood Coordinator is responsible for project planning and implementation, staff training, limited budget supervision and liaising with stakeholders.
RESPONSIBILITIES
Generic responsibilities (max 10)
- Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
- Contribute to CC strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market based programmes
- Manage and implement delegated portfolio of CC projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
- Provide regular progress reports to PM (AM and CCS if no PM)
- Promote and share ideas for improvement and necessary changes in the activities
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
- Line management of CC project field staff
- Ensure capacity building of project staff and transfer key skills
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
- Under the supervision of the Area Manager, identify implementation opportunities for cash and livelihoods interventions and market-based programs and implement quality timely programs.
- Contribute to creating an enabling environment for the implementation of cash and livelihoods intervention, working with support teams in the institutionalization of livelihoods.
- Identify partnership opportunities in the areas of operation, with including but not limited to, public institutions, local CBOs and private sector.
- Lead all relevant communication and activities with partnering employers and private sector entities.
- Implement and improve the quality control systems that ensure established systems and processes are being followed.
- Coordinate with M&E staff to design and carry out assessments, stakeholder analysis, monitoring of the project activities.
- Attending all relevant stakeholder meetings and conduct continuous stakeholder mapping.
- Supervision of budget lines for activities and monitor expenditure.
- Support in the production of interim, monthly, quarterly, and final reports.
- Create tools needed for the implementation processes such as Terms of reference, workplans, communication materials, letters…
- Coordinate with all NRC departments (Finance, logistics, CCs, MEL) to ensure all of the cash and livelihoods requests are processed as needed in a timely manner and arrange for meetings and follow ups as needed.
- Participate in committee meetings, AO progress meetings and CO review meetings, PCM meetings and prepare all the requested documents.

- Experience in working with M&E tools
- Experience in working in collaboration with the public authorities, and private sector
- High profile with Microsoft Office tools
- Excellent writing and reporting skills (English and Arabic)
