OBJECTIVES OF THE PROGRAMME

The office of the Assistant Director General coordinates, guides, and oversees the programmatic and administrative cohesion of the departments of the Divisions, ensuring optimum delivery of services and output in line with Governing Body resolutions, including the General Programme of Work and the Programme Budget, and within the available resources. The office also aims to achieve synergies between individual departments, programmes and their implementations, in compliance with the regulatory framework of the Organization.

DESCRIPTION OF DUTIES

  • Provides Guidance and advice to the Executive Officer in managing the overall budget planning, financial management administration, and facilitating the human resource related planning and operations of the offices.
  • Manages and monitors the budget and finance of the office and develops innovative approaches to financial management, developing new best practices for financial resources.
  • Oversees, quality assurance and compliance of transactions and allocates financial resources and award mapping for the office, providing periodic financial reports, data, and statistics in accordance with WHO’s rules and regulations and donor requirements.
  • Analyses financial and RM data and provides advice to decision-makers of the division.
  • Assists the Executive Officer and the departments of the division in coordination the operational work planning processes.
  • Responsible for reviewing contracts donor proposals and agreements and liaise with responsible technical officers and partners accordingly.
  • Organizes the administrative functions of the offices and oversees the effective work of administrative support staff to ensure effective programmatic and administrative support.
  • Conduct analysis and dissemination of information related to the work of the division (i.e. donor and other stakeholder analysis, market analysis etc.) responding to gaps and needs and document WHO’s role/position within this environment.
  • Project manage and coordinate new initiatives of the division as required.
  • Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree (Masters level or above) in Business Administration, Management, or a related field relevant to the position.

Experience

Essential: A minimum of seven years of professional experience in conducting financial management, budget, and work planning related programme activities as well as working in the area of administration. Demonstrated experience in the area of data analysis and project management at the international level.
Desirable: Experience working in an international organization.

Skills

  • Strong expertise in budget and financial planning and accounting.

  • Strong skills in utilizing Enterprise Resource Planning.
  • Oracle systems or similar packages.
  • Strong skills in writing and drafting financial reports and donor agreements.
  • String skills in data analysis and interpretation and presenting those adequately.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5464 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
