Mission

Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence, particularly those related to the protection of civilians.

In the context of armed conflict, Geneva Call focuses its efforts on the protection of children, education, healthcare, humanitarian access and cultural heritage; preventing forced displacement and food insecurity; prohibiting sexual violence and working towards the elimination of gender discrimination; as well as curbing the use of anti-personnel mines and other means and methods which are not in compliance with International Humanitarian Law (IHL).

In the Philippines, Geneva Call employs a mix of direct and indirect strategies to advocate for the added value of humanitarian engagement with armed actors, with the aim of preventing protection risks in humanitarian crises. Equipping local stakeholders for humanitarian engagement is equally a centrepiece of Geneva Call’s strategy, which aims for sustainability and local ownership 

Role

The Project Assistant under the supervision of Project Officer will assist in the implementation of activities of GC in the Philippines for projects that aims to contribute to the enhanced protection of conflict-affected communities, particularly indigenous people (IPs). The geographical focus of the project will be conflict-affected parts in Agusan del Norte, Agusan del Sur and Surigao del Sur in CARAGA; as well as Bukidnon and Misamis Oriental in Northern Mindanao.

Core responsibilities

Planning, Coordination & Reporting

  • Help manage project finances, assets, procurements, logistics and administrative matters, ensuring effective use of resources and compliance with GC’s rules and procedures as well as with donor requirements;
  • Help ensure that project implementation respects the principles of ?Do No Harm?;
  • Assist in the management of the process throughout the procurement cycle.
  • Support Project Officer on activity expense reporting and participant reimbursement – with any necessary travel to be agreed in advance and paid by Geneva Call.
  • Support the project Officer to monitor the security situation vis-à-vis the project, project partner and Geneva Call, preparing risk assessments and suggesting mitigation measures to the Project officer, reporting and following up on security incidents and necessary.

Communicagtions and External Relations

  • Assist the Project Officer in engaging partners and key stakeholders;
  • Provide material (photos, videos, and stories from the field) about the project and timely reports to showcase project outcomes and achievements;
  • Support the implementation of the communications strategy including activities, campaigns, events and other initiatives.

Other Duties

  • Perform any other tasks as assigned by the line manager

Main qualifications

Education and experience

  • A relevant Bachelors degree or equivalent experience is required.
  • At least 3-5 years of relevant experience in a humanitarian organization working in conflict areas in the protection field and engagement with armed actors (ANSAs, other armed actors)
  • Proven track record of field work experience with INGOs in conflict and crisis affected countries and emergency contexts.
  • Project planning, implementation, monitoring, and reporting;
  • Software skills (MS Office, Excel, KOBO, social media, email);
  • Knowledge of the conflict context in of the CARAGA Region, Northern Mindanao, Negros and Samar
  • Financial Management

Technical skills

  • Solid project management skills related to organizational development projects and international, cross-functional teams with a proven history of delivering results.
  • Excellent dispute resolution, facilitation and team building skills.
  • Substantial knowledge of international development systems, institutions and donors, and of procedures, accountability frameworks and best practices.
  • Ability to work under pressure and in conflictaffected settings, and to handle numerous tasks simultaneously.

Languages

  • English and Tagalog required
  • Cebuano, Hiligaynon, Surigaonon and/or Waray would be an asset
