Project delivery and performance

  • Develop, complete and update implementation plan(s)
  • Implement the approved plan (including the establishment of frames) within the tolerances established by the Project Council.
  • Incorporate sustainability dimensions, including social and gender, environmental and economic aspects into the useful life of the project.
  • Manage the production of necessary results, assuming responsibility for general progress and use of resources and initiating corrective actions when necessary.
  • Ensure that the quality of the work packages and results are in accordance with the quality requirements defined in the Implementation Plan.
  • Get in touch with any external suppliers or account managers
  • Manage oil and delivery of work packages
  • Monitor project progress ensuring that work packages are correctly executed
  • Control alterations in projects and work packages
  • Oil bens, services or work delivered by suppliers.
  • Lead contract management functions, including supplier performance appraisal.
  • Identify and anticipate potential risks and problems in a timely manner and advise mitigation measures to senior administration/Project Council so that the maximum benefit for the partner(s) and other interested parties is achieved.
  • Identify and report to supervisor potential business opportunities for UNOPS

Procedures

  • Comply with all organizational policies and specifically the Project Management Manual
  • Prepare/adapt all relevant plans for approval by the Project Council.
  • Manage the reporting obligations defined in the Legal Agreement(s) and the Implementation Plan
  • Prepare definitions of requirements for procurement processes. Approve requisitions and requests for payments not related to purchase orders; Validate the submissions received, they are nominated to the appraisal team.
  • Guarantee that the maintenance of project files and the lessons learned are registered
  • Guarantee the development and implementation of directives and control mechanisms for financial management of the project, in accordance with UNOPS rules and regulations.
  • Manage payments, cash flow and obligations to guarantee that deliveries are completed and payments are received within the contracted period.
  • Understand and manage UNOPS management tasks, local assignments and related corporate assignments as they apply to the project
  • Understand the unique structures of the UN and adequately organize the people
  • Manage tasks in relation to financial resources (based on precise financial reports)
  • If the Project Manager does not delegate as responsible, he/she maintains these responsibilities and will monitor and instruct/request others to fulfill the relevant commitments and disbursements.
  • For the purpose of enclosure of the project, provide a formal delivery of the project to the enclosure manager
  • Support project audit activities, including planning, preparation and coordination during audits and accompanying audit observations/recommendations

Monitoring and reporting

  • Prepare and issue regular project reports and/or financial reports in accordance with the UNOPS Partnership and UNOPS requirements for reports.
  • Regularly review the status of the project, evaluating performance criteria (scope, cost, schedule and quality).
  • Maintain diaries and reports of progress as required by the procedures of the organization.
  • Provides routine monitoring and analysis of delivery data in the dashboard system.
  • Ensure that all members of the project team accompany and regularly update the frameworks and goals throughout the life of the projects


Involvement of interested parties

  • Develop stakeholder profiles and facilitate the formulation of stakeholder engagement strategies
  • Establish strong working relationships with the Project Council (Executives, Senior Users and Senior Suppliers), clients and key stakeholders
  • Possibility to formulate communication plans for the project. Coordinate the internal communications of the project. Monitor the effectiveness of project communications
  • Coordinate the involvement and communication of interested parties, guaranteeing the effective management of the time and interdependence of communications. Guarantee that interested parties are aware of the project’s activities, progress, excesses and are in a position to assess the results of the transfer.


Quality Guarantee

  • Work with internal stakeholders to ensure projects meet audit requirements
  • Work with a procurement/purchasing team to ensure an effective interface with the quality systems of your suppliers.
  • Coordinate document quality reviews and project deliverables
  • Provide quality control for management results (project documents, reports, etc.)


Management of knowledge and innovation

  • Encourage the implementation of routine and effective training activities, in order to develop sustainable and long-term capabilities of people.
  • Actively interact with other project managers and the broader PM community to share case studies, lessons learned, and best practices.
  • Contribute to the supervision of learned learning procedures, ensuring that learned learning skills are delivered in a timely and appropriate manner. Participate in relevant Communities of Practice
  • Research and registration of skills learned throughout the life of the project.
  • Provide feedback to Practice Groups on policies, supporting guidance with the objective of continued improvement of UNOPS policies


Personnel Management, apply

  • Lead and motivate project management team
  • Ensure that the behavioral expectations of both team members are established
  • Ensure that performance appraisals are conducted in a fair, accurate and timely manner
  • Select, recruit and train the team as necessary and meet the objectives of gender parity and diversity.
  • Guarantee the safety of all people in the project and comply with the UNDSS standards
  • Create, promote and serve as a model for a culture of respect and tolerance zero in relation to discrimination, abuse of authority, assault, sexual assault and exploration and sexual abuse. Guarantee responsibility for actions and perform functions in accordance with protection mechanisms and action plans, as expected by UNOPS policies, standards and commitments.

The Project Manager directly impacts the achievement of project results, adding to the methods and strategies of project management, reducing risks, cutting costs and improving success rates. This, consequently, reinforces the visibility and image of UNOPS as an effective service provider in project management and services and strengthens its competitive position as an elected partner in sustainable development and project services.

  • Execute the approved plan (including setting stages) within the tolerance margins established by the Project Board.
  • Incorporate sustainability dimensions, including social and gender inclusion, and environmental and economic aspects into the life of the project.
  • Manage the production of required results, taking responsibility for overall progress and resource usage and initiating corrective actions when necessary.
  • Ensure that the quality of work packages and results conforms to the quality requirements defined in the Execution Plan.
  • Establish links with any external provider or account manager.
  • Manage the acceptance and delivery of work packages.
  • Monitor project progress ensuring work packages are executed correctly.

  • Accept the goods, services or work delivered by suppliers.

  • Ensure maintenance of project files and recording of lessons learned.
  • Ensure the development and implementation of project financial management guidelines and control mechanisms, in accordance with UNOPS rules and regulations.
  • Manage budgets, cash flow and obligations to ensure delivery of deliverables and timely receipt of payments to contractors and staff.
  • Understand and manage UNOPS overhead, assignable charges and related corporate charges that apply to the project.
  • Understand the unique structures of the United Nations and budget staff appropriately.
  • Manage expenses against budget (based on accurate financial reporting)
  • Where responsibilities are not delegated to the Project Director, the Project Director will retain such responsibilities and will supervise and instruct/request others to comply with relevant commitments and disbursements.
  • For the purposes of project closure, a formal transfer of the project to the manager in charge of closure will be made.
  • Support project audit activities, including planning, preparation and coordination during audits and following up on audit observations/recommendations.

Quality guarantee

  • Actively engage with other project managers and the broader project management community to share case studies, lessons learned and best practices.
  • Contribute to the oversight of lessons learned procedures, ensuring that lessons learned are shared in a timely and appropriate manner. Participate in relevant Communities of Practice.
  • Research and record lessons learned throughout the life of the project.
  • Provide input to Practice Groups on supporting policies and guidelines with the aim of continually improving UNOPS policies.

Education/Experience/Language requirements
  • Education: 
  • A higher university diploma (equivalent to a master’s degree) is required, preferably in areas relevant to infrastructure such as Engineering, preferably Civil, or Architecture.
  • A university diploma (equivalent to a bachelor’s degree) will be essential, preferably in areas relevant to the project, plus additional years of experience.
  • Certification: PRINCE2® Practitioner, PMI, etc. is a vantagem.

Work experience:

  • A minimum of 5 to 7 years of professional experience (based on academic credits) in infrastructure project management.
  • Experience in the implementation and management of similar highly desirable infrastructure projects
  • Experience in the implementation of complex Brazilian national implementation projects, including knowledge of relevant legislation and requirements for highly desirable UN agencies
  • It is an advantage from previous experience at UNOPS.


Skills required for the job:

  • Strong analytical capabilities with the ability to manage tasks associated with project development.
  • Strong collaboration capabilities with project teams to expedite deliveries
  • Experience in cliff management for infrastructure implementation projects.
  • Strong problem-solving skills.
  • Experience in team management.

Languages

  • Native Portuguese is required 
  • Intermediate knowledge of English and/or Spanish is required.

  • Experience implementing complex Brazilian national execution projects, including knowledge of relevant legislation and requirements for UN agencies, highly desirable.
  • Previous UNOPS experience is an advantage.


Skills required for the job: 

  • Strong analytical skills with the ability to manage tasks associated with project development. 
  • Strong collaboration capabilities with project teams to accelerate deliveries.
  • Experience in risk management for infrastructure implementation projects.

Language
