Duties and responsibilities
The Management and Penal System Technician Associate will be responsible, under the supervision of the General Coordination of the Making Justice Program, for specialized technical advice for the implementation of the National Plan and, subsequently, State/District Plans determined by the decision of merit of ADPF 347 (STF), in the national territory, aimed at controlling prison overcrowding, the poor quality of existing vacancies and the entry and exit of prisoners.
Your duties will consist of:
1. Carry out technical and administrative management with a view to operationalizing the decision on the merits of ADPF 347 by the STF, within the scope of Axis 5, which relate to project formulation actions, interinstitutional articulations, collection and systematization of data and information, proposition indicators, monitoring and evaluation of results and impacts;
2. Act in the preparation, management, monitoring and evaluation of the national plan and 27 state plans to be submitted for approval by the STF, according to the purposes, deadlines and guidelines set out in the ADPF 347 decision;
3. Carry out, together with the program team, inter-institutional cooperation and articulation activities between the various authorities, institutions and the community to build and operationalize governance and coordination strategies, in order to promote collective engagement in activities related to the National Plan and State Plans;
4. Support studies and advocacy strategies aimed at promoting balance and proportionality between the number of criminal enforcement courts and the number of criminal courts, as well as the number of prisoners. Support the planning, monitoring and evaluation activities of all actions under development, in conjunction with the supervisor to ensure the good implementation of administrative and operational activities;
5. Prepare, translate and review texts, reports, letters and other documents necessary for management, systematization of knowledge produced and development of ongoing actions that dialogue with compliance with the ADPF 347 decision;
6. Collaborate in the holding of strategic meetings, working groups, events and training, providing technical-administrative and management support to the coordination of Axis 5, especially in its actions to articulate the National and State/District Plan with initiatives and plans under development through the axes of the Making Justice Program in the federation units with ongoing actions. Register and monitor the actions undertaken, based on the definition of established goals and priority deliveries, and the management strategies and monitoring tools defined by the UNDP and the CNJ;
7. Carry out analysis and research of national and international theses and jurisprudence on the topic, as well as public policies with innovative projects that can be added and adapted to the Brazilian reality, aiming for assimilation with the national plan and state plans. Perform other tasks as required by assigned supervision.
Institutional Arrangement
The Associate Technician in Management and Penal System will be part of the Axis 5 team and will be subject to direct supervision by the General Coordination of the Making Justice Program

Required skills and experience
Minimum Educational Requirements:
• High school diploma required.
• University degree completed in Law, Public Management, Administration, Economics, Social Sciences, Political Sciences, Sociology, Anthropology, Psychology, Social Work, Philosophy or
related areas will be given due consideration, but is not a requirement.
Minimum years of relevant professional experience:
• Minimum of 7 years (in case of completed high school) or 4 years (in case of completed university degree) of professional experience in executing/managing policies and/or projects in the areas of Justice, Rights Human, Prison/Penal System, Public Management, Public policies or related areas.
Required skills:
• Relevant experience using MS Office, such as Excel and Word.
Desired skills, in addition to the skills covered in the Skills section:
• Lato or Stricto Sensu Postgraduate Diploma is desirable;
• Experience working with partners from the public sector is desirable, especially from the Judiciary;
• Experience in coordinating/managing projects or public policies is desirable;
• Experience with policies and/or projects aimed at overcoming prison overcrowding is desirable;
• Experience with promoting citizenship for people deprived of liberty in the penitentiary system, monitoring and inspection of public policies in prisons is desirable;
Required languages:
• Fluency in Portuguese.
• “Working knowledge” in English is desirable.
