Job Responsibilities:

Under the direct supervision of the Senior Monitoring-Evaluation Manager, the tasks of the M&E Manager will be as follows:

  • Establish mechanisms for the collection, compilation and analysis of data from health centers;
  • Provide technical support to health facilities in the collection and analysis of data, evaluation and use of data between health providers with a view to improving the quality of services offered;
  • Develop, implement and analyze targeted assessments as needed with the M&E team;
  • Establish a network of data managers at care sites for people living with HIV in order to improve the quality of the data generated and their analysis;
  • Supervise the weekly, monthly and quarterly collection of support data from supported sites;
  • Develop and share the quarterly Dashboard of the Technical Station sites;
  • Develop and transmit a monthly individual work plan to the Senior M&E Manager;
  • Ensure that the AMDs of the Technical Position have clearly defined annual work objectives and evaluate their performance;
  • Prepare weekly, monthly and quarterly  reports according to the required deadlines;
  • Strengthen the capacities of data managers in health centers, health districts and regions;
  • Manage the maintenance of equipment in supported districts and health facilities; 
  • Oversee the development and implementation of data quality control systems and data quality assurance;
  • Establish and maintain good working relationships with health providers and partners and NGOs;
  • Check the patient monitoring listings transmitted by the AMDs and share it with technical staff to guide interventions;
  • Ensure the availability and use of standard operating procedures for data management;
  • Monitor the implementation of data quality assurance strategies quarterly;
  • Organize a monthly data validation meeting with technical staff;
  • Organize visits to verify the completion of data collection tools and reported indicators;
  • Organize, in collaboration with those responsible for monitoring and evaluation of social centers and health districts, the harmonization of monthly data;
  • Ensure the functionality and updating of information on the monitoring of infected and affected patients in the various electronic databases (SIGDEP 3.0, PCM Tool, UPID, PESP etc.)
  • Work with a variety of different partners, including implementing partners (PMOs), district health officers and committees, as well as health centers, to ensure the most efficient and effective data collection systems. more realistic;
  • Carry out any other tasks assigned by the supervisor .

Qualifications

  • At least a master’s degree in public health, M&E, demography, biostatistics, epidemiology or a related field;
  • Minimum of 03 cumulative years of experience in M&E of health activities and in particular those related to HIV/AIDS and tuberculosis in Côte d’Ivoire; 
  • Solid knowledge of the Ivorian health system;
  • Experience in database use , data analysis and statistical reporting;
  • Ability to compile data, analyze and interpret it and write quality reports, including the various CDC/PEPFAR contractual reports;
  • Familiarity with CDC/PEPFAR indicators and reporting frameworks
  • Knowledge of Word, Excel and Access database;
  • Knowledge of data quality assurance methods will be an added advantage;
  • High levels of flexibility, ability and willingness to do more than one task at a time;
  • Have experience managing diverse teams of staff with strong supervision and coaching skills, interpersonal communication and problem or conflict resolution;
  • Proven experience in qualitative and quantitative M&E data collection and analysis methods including monitoring of results indicators and quality assurance sampling;
  • Proven experience in capacity building to analyze and interpret relevant data to improve clinical interventions;
  • Demonstrated ability to organize, analyze and interpret large amounts of data and present them clearly to decision makers as well as effectively communicate results and impact to a variety of audiences;
  • Strong oral and written communication skills in French including evidence in writing quality reports and presentations;
  • Having knowledge of data collection software (CommCare, Kobocollect, etc.) would be an asset;
  • Having solid knowledge in data analysis and graphic presentation software (PowerBI, Advanced Excel, SPSS, PowerPoint etc.) would be an asset;
  • Knowledge of English would be an asset.
