SUMMARY OF JOB DUTIES
Under the authority of the Director of the UNESCO Multisectoral Regional Office for West Africa, the direct supervision of the Principal Project Manager, and the guidance of the Head of the Education Sector, the post holder will be responsible. e to assist the Principal Project Manager in the management, planning of the implementation, monitoring and evaluation of the project “Strengthening education in the Sahel Region” financed by the European Union and intervening on improving teacher management and governance as well as strengthened and more inclusive initial training of teachers and their continuing professional development, while aiming to improve gender balance in the teaching profession in each country. Furthermore, the post holder will also have to support the finalization of the teaching policy in Guinea during the first three months of taking office. He/She will have to carry out the following activities:
1. Assist in the coordination of project implementation in accordance with the specific project objectives, activities and expected results:
- Participate in the design of the detailed work plan in consultation with stakeholders.
- Draft the terms of reference necessary for the awarding of contracts.
- Assist in the management of national project managers in coordination with the Education Sector monitoring and liaison team.
- Participate in the presentation and coordination of project-related activities at the national, regional and international level.
2. Assist in monitoring and evaluating the implementation of activities and participate in the preparation of project activity reports:
- Contribute to the monitoring and evaluation of activities.
- Contribute to the establishment of the technical and steering committees of the project and assist in the organization of the working sessions of these committees.
- Assist in providing information on major project achievements, implementation milestones to UNESCO public information services to ensure visibility and support accountability in its implementation.
3. Assist in creating links with governments, decision-makers, national and international stakeholders:
- Participate in the identification of relevant institutions and organizations for their participation and engagement in project activities.
- Assist in maintaining close contacts with national teams, decision-makers and stakeholders (Ministries, regional and local authorities, etc.).
- Provide technical support on teacher issues to relevant country ministries and local authorities.
- Participate in the sharing of international experiences and the dissemination of knowledge and good practices.
4. Participate in the communication and visibility of the project:
- Participate in the implementation of the project’s communication and visibility plan.
- Assist in the preparation of technical notes and updates on project progress for wider dissemination.
- Assist in the organization of communication events (seminars, webinars and workshops)
5. Support the finalization of the teaching policy in Guinea
- Meet with national authorities and technical and financial partners in order to clearly target finalization needs.
- Collect data and update the situational analysis of the teacher question.
- Estimate the cost of teaching policy using a financial simulation model.
- Support the updating of the teaching policy document.
- Supervise and support the development of an operational action plan.
SKILLS (Fundamental / Managerial)
REQUIRED QUALIFICATIONS
Education
• An advanced university degree (master’s degree or equivalent degree) in the field of education, social sciences, economics or another related field.
Professional experience
• 10 years of relevant professional experience in the field of education
• Proven professional experience on teaching policies (training, management, etc.).
• Experience in implementing project activities and large education programs.
Know-how and skills
• Ability to assist in project management.
• Ability to provide political advice on the teaching issue.
• Advanced computer skills.
Languages
• Excellent knowledge of French and good knowledge of English.
DESIRED QUALIFICATIONS
Professional experience
• Professional experience in French-speaking African countries.
Know-how and skills
• Good knowledge of programming policies and procedures in the field of international development cooperation, particularly within the United Nations.
• Excellent writing skills and the ability to effectively synthesize large amounts of information and translate it into effective key messages.
Languages
• Knowledge of another official UNESCO language (Arabic, Chinese, Spanish, Russian).
