OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of UNESCO’s Assistant Director-General for Communication and Information, in full collaboration with DPT’s Division Director and the direct supervision of the Chief, Section for Digital Policies and Digital Transformation (CI/DPT/DIT), the consultant will assist in generating, managing and supporting strategic partnerships with existing and new UNESCO partners.

 

UNESCO’s CI/DPT/DIT Section supports Member States in navigating human right-based digital transformations through national assessments of digital enabling environments, accompanied by policy advice for inclusive and multistakeholder driven digital governance, while enhancing the capacities of governments to implement digital transformation initiatives across the executive, legislative and the judicial branches of government. CI/DPT/DIT facilitates digital cooperation through multistakeholder for a to develop capacities, exchange knowledge on good digital policy practices and enhance strategic foresights.

The consultant will assist in:

Long Description

  • Stakeholder Mapping and Engagement: Identify and assist in engaging with potential partners, donors, and stakeholders relevant to CI/DPT/DIT’s digital transformation agenda. This includes government entities, private sector companies, international organizations, NGOs, academic institutions, and individual experts.
  • Partnership Development: Actively seek and establish partnerships with entities that can provide technical, financial, human or strategic support to CI/DPT/DIT initiatives. This includes negotiating partnership terms and fostering collaborative relationships, in close cooperation with dedicated UNESCO services.
  • Proposal Writing and Funding Applications: Draft compelling proposals and applications for grants, funding, and project support. This involves understanding donor priorities, aligning them with CI/DPT/DIT projects, and clearly articulating the value and impact of the proposed work.
  • Advocacy: Raise the visibility of CI/DPT/DIT activities in consultation with CI/EO’s Communication Officer. This includes ensuring a coherent web presence and creating materials (like brochures, newsletters, and social media content), that highlight the section’s work and its impact.
  • Monitoring and Reporting: Track the progress of resource mobilization efforts, evaluate their effectiveness, and provide regular reports to UNESCO management. Use insights gained to refine strategies and approaches.
  • Trend Analysis: Stay informed about the latest resource mobilization trends, evolving UNESCO partnership strategies, technological advancements, and policy developments in the field of digital transformation. Use this information to identify new opportunities for resource mobilization.
  • Collaboration with other UNESCO entities: Work collaboratively with other sections and entities within UNESCO to identify synergies and opportunities for joint resource mobilization efforts and ensure alignment with overall approaches.

REQUIRED QUALIFICATIONS

Education

  • Advance university degree (Master’s or equivalent) in Business Administration, Public Administration, International Relations, or a relevant UNESCO CI field with a focus on fundraising and resource mobilization.

Work Experience

  • Minimum of 2 years of relevant professional work experience in fundraising, resource mobilization, and partnership development, preferably within an international or non-profit organization context.
  • Proven track record of successful proposal writing, grant applications, and securing funding from a variety of sources including government entities, private sector companies, and international organizations.

Skills/Competencies

  • Exceptional skills in developing and implementing resource mobilization strategies and work plans.
  • Strong relationship-building skills, with the ability to engage effectively with a wide range of stakeholders including donors, NGOs, academic institutions, and individual experts.
  • Excellent analytical and project management skills, capable of monitoring and evaluating the effectiveness of fundraising activities and strategies.
  • Competency in crafting compelling communication materials that support fundraising efforts and enhance the visibility of projects.

Languages

  • Excellent knowledge of English

DESIRABLE QUALIFICATIONS

Education

  • Additional training or certification in fundraising, resource mobilization, or related fields.

Work Experience

  • Experience in digital policy development or digital transformation projects, with an understanding of their resource mobilization implications.
  • Background in working collaboratively across various departments within an organization to identify and capitalize on joint fundraising opportunities.

Skills/Competencies

  • Innovative thinking in identifying new fundraising opportunities and adapting to evolving donor landscapes.
  • Familiarity with the latest trends in fundraising and resource mobilization, especially in the context of digital transformation and international development.

Languages

  • Knowledge of French and other official languages of UNESCO (Arabic, Chinese, Russian, Spanish).
