1) Assist in the implementation of projects’ Activity 2.1. “Software development and implementation of digital public services and digital tools”:
• Assist in the planning, development, and coordination of project activities related to software development and implementation of digital public services and tools.
• Collaborate with e Ministry of Digital Transformation (MDT) and project stakeholders, including government agencies and technical teams, to define requirements, project scope objectives, and deliverables.
• Communicate project updates, progress, and challenges to stakeholders in a timely and transparent manner.
• Work closely with technical teams and software developers to oversee the development and implementation of digital public services and tools.
• Coordinate software development activities, ensuring alignment with project requirements and timelines.
• Conduct quality assurance and testing of developed software solutions to ensure functionality, usability, and accessibility.
2) Requirement Analysis and Documentation:
• Conduct thorough analysis of software requirements for new digital public services and digital tools, considering the needs of targeted groups with multiple vulnerabilities, including IDPs, veterans, and socially vulnerable individuals.
• Collaborate with government bodies responsible for public service provision to identify new services and tools required to address specific needs.
• Document and communicate project requirements, ensuring clarity and alignment among project stakeholders.
• Prepare periodic reports capturing progress made and summarise highly technical information into digestible formats for report purposes.
• Assist with designing terms of reference and procurement documentation for the purchase of services and works required for creation and digital public services and digital tools.
3) Interoperability and Integration development:
• Collaborate with technical administrators of government information systems to ensure interoperability and seamless integration of digital public services and digital tools that are being created with projects’ support.
• Identify opportunities to enhance interoperability between existing systems for digital public services provision and digital tools.
• Provide technical guidance and support to address interoperability challenges and ensure smooth data exchange.
4) Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise:
• Use the principles of gender-responsive design in line with the UNDP corporate standards.
5) Promote a safe and enabling environment free of discrimination and abusive behaviour corporate standards:
• Support the promotion of team culture of gender equality and zero tolerance to any sexual misconduct in the team through leadership and personal example.
• Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The IT Project Management Analyst will work under direct supervision of Digital Public Services Officer and the overall guidance of Senior ICT Specialist.

- Advanced university degree (Master’s Degree or equivalent) in IT, Management of Information Systems, Computer Science, Public Administration, Science, Social Science, Data or Business Analytics or related field is required.
- A first-level university degree (Bachelor’s Degree) in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s Degree.
- Relevant experience in IT-related initiatives working on issues of business analysis, product or systems development, creation of specifications for IT systems or managing of software development, at national or international level, or related areas would be an asset.
- Alternatively, if in possession of Bachelor’s Degree, minimum 2 years of such relevant experience is required.
Required skills:
- Proficiency in the usage of computers and office software packages (Office 365, OneDrive, MS Word, Excel) and knowledge of specialized project/task management software (Jira, Asana, Trello or similar).
Desired skills in addition to the competencies covered in the Competencies section:
- Proven experience in creation of specifications, user stories or business process descriptions for IT systems development.
- Knowledge of BPMN notation is an asset.
- Working experience with digital public services or government digital tools development is highly desirable.
Required Language(s)
- Fluency in English, the UN language of the duty station, is required.
- Fluency in Ukrainian is required for local staff.
- Knowledge of another UN language is desirable.
