JOB DESCRIPTION

1. Role and responsibilities 

The Information, Counselling, and Legal Assistance (ICLA) Technical Officer will be responsible for the day-to-day implementation of ICLA activities in Chernihivska oblast, community outreach, and provision of legal services on legal identity, internally displaced person registration; housing, land and property rights, employment issues, and access to services. The ICLA Technical Officer will also conduct capacity-building activities at internal and external levels, and conduct legal monitoring, research, analysis, and reporting.

1. Ensure compliance with NRC policies, guidelines, standards, and donor requirements

2. Ensure adherence to ICLA strategy, tools, handbooks, guidelines, and standards

3. Implement legal activities according to established plan of action

4. Promote and share ideas for technical improvement and further program development

5. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist

6. Contribute to the identification of legal protection needs to inform programming and advocacy

Specific responsibilities

  1. Conduct outreach activities to identify key locations for legal aid delivery
  2. Organize and conduct individual / group information sessions
  3. Provide individual and tailored legal counseling
  4. Provide legal assistance and representation for selected cases, according to ICLA criteria
  5. Ensure effective and appropriate legal case management and quality of legal aid provision
  6. Provide services in person or through remote modalities
  7. Conduct housing, land, and property due diligence activities in close coordination with the NRC Shelter program
  8. Ensure safe identification and referral of persons in need of a specific service
  9. Develop informational, educational, and training materials on legal protection issues
  10. Prepare, organize, and facilitate capacity-building activities
  11. Participate in needs assessments and feasibility studies, conduct analysis of legal protection trends, and propose adaptation of the response
  12. Conduct legal research and analysis
  13. Provide inputs to legal and advocacy documents (i.e briefing notes, case studies)
  14. Contribute to the development of tools and procedures
  15. Contribute to strengthening of local capacities of partners and key stakeholders
  16. Coordinate activities with other NRC programs
  17. Coordinate activities with local authorities, NGOs, UN Agencies, and other actors regarding legal aid provision
  18. Conduct data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms, and other tools) according to NRC internal procedures
  19. Assist with administrative/logistics/finance tasks whenever required
  20. Prepare weekly and monthly plans and reports, upon agreement with the line manager
  21. Perform any other tasks as requested by ICLA Project Coordinator /Project Manager

Generic professional competencies for this position:

 Bachelor’s degree in Law

 Minimum 2 years of relevant work experience

 Experience working in similar roles in a humanitarian/recovery context

 Previous experience working in complex and volatile contexts

 Documented results related to the position’s responsibilities

 Fluency in Ukrainian language

 English at least on the Intermediate level

Context-related skills, knowledge, and experience (shall be adapted to the specific position):

 Good knowledge of the context of Ukraine

 Experience in providing information, counseling, and legal assistance/representation services

 Experience of community sensitization

 Experience working in the field with displaced and/or vulnerable groups and communities

 Knowledge of the software programs (MS Word, Excel, PowerPoint)
