Tasks

Under the overall supervision of the WHO representative, guidance of the Chief Operations Officer, and Head of field security, the incumbent will be responsible for the following tasks:

⦁    Follow up on country security situation on a daily basis through local media, social media, and other sources and provide daily briefings to the Field Security Officer (FSO) on situations that could affect WHO operations.
⦁    In cooperation with the HR team, clusters’ admin’s focal points, and States’ Coordinators, maintain updated and accurate staff lists and inform FSO and UNDSS regarding any update/change of staff information.
⦁    Ensure that the warden system in place is updated, accurate, and workable. Conduct weekly warden checks or as advised by the FSO; Establish SMS or other rapid alert systems to provide staff with relevant and real-time information and updates about the prevailing security situation under direct guidance of the FSO.
⦁    Conduct periodical testing for WHO security communication system equipment ensuring functionality according to UNSMS policies and country SRM measures.
⦁    Provide security briefings to newly hired WHO personnel including pre-missions briefings; Brief staff on radio communication procedures, convoy procedures, identification of explosive devices, equipment required for security measures, evacuation/relocation procedures, and other security issues and precautions to be taken.
⦁    Conduct field trips to support Sub-Offices or staff in the field at short notice whenever requested by the Field Security Officer.
⦁    Conduct Ad-hoc security risk assessments at field locations and physical security surveys in accordance with UNSMS policies, procedures, and the SRM manual.
⦁    Conduct training sessions for WHO drivers on security communications system and the specific actions to be taken when encountering a security-related situation while driving.
⦁    Conduct training sessions for WHO personnel on security communications system as well as country warden system.
⦁    Liaise and coordinate with local government security organizations and other appropriate national authorities on all matters relating to the security of WHO Staff members, their eligible dependents, and property.
⦁    Liaise and coordinate with UNDSS and UN agencies’ security officers regarding information sharing and joint missions.
⦁    Ensure WHO’s participation in UN Security Cells, and ASMT meetings in all 10 South Sudan States. Follow up closely with the WHO State Coordinators and share meetings’ minutes and recommendations with the FSO.
⦁    Assist in implementing SRM security measures ensuring that all WHO offices, residences, and vehicles are at an acceptable level of security compliance.
⦁    Assist in ensuring that fire safety arrangements, plans for fire/building evacuation, and relocation/evacuation of staff to a safe haven are updated and efficiently implemented. Conduct periodical drills according to UNSMS Fire Policy.
⦁    Provide technical oversight for contracted security providers; Act as the direct focal point for security guards and supervisors.
⦁    Coordinate, as required, with UNDSS, on behalf of the Field Security Officer to ensure all WHO personnel undertake mandatory security training.
⦁    Be on call 24 hours a day, seven days a week to support Heads of Sub-Offices, FSO and staff as required.
⦁    Coordinate 24-hour response to all security-related incidents involving WHO staff and eligible dependents.
⦁    Perform other related duties as required.

Qualification & Experience

Required Qualifications

Experience :
⦁    At least 08 years’ experience in the military, police, security company or corrections are required.
⦁    Experience with the UN system is desirable.
⦁    Knowledge of UN security management system is desirable.
⦁    Experience in warden system coordination is desirable.
⦁    Experience in training is desirable.
Education: 
⦁    Completion of Secondary, technical, or commercial school is required.
Desirable:
⦁    Undergraduate or graduate degree in Police sciences, business administration, political/social sciences, international relations, or related field.
⦁    Security training with national security institution.
Language:
⦁    Fluency in both oral and written communication in English is required.
⦁    Fluency in local is required.
⦁    Fluency in both oral and written communication in Arabic is desirable.
