Mission and objectives
UNISFA was established in July 2011 under authority of the UN Department of Peacekeeping Operations (DPKO). UNISFA is mandated to Strengthen the capacity of the Abyei Police Service (APS) by providing support, including the training of personnel, and coordinate with the APS on matters of law and order, Monitor and verify the redeployment of armed forces from the Abyei area in accordance with the 20 June 2011 Agreement, Provide de-mining assistance and technical advice, Facilitate the delivery of humanitarian aid and free movement of humanitarian personnel in coordination with relevant Abyei Area bodies, When requested and in cooperation with the APS, provide security for oil infrastructure in the Abyei Administrative Area (AAA) and later to organize the referendum
The Council also authorized UNISFA under Chapter VII to:
• Protect UN Personnel, facilities, installations, and equipment.
• Ensure the security and freedom of UN and humanitarian personnel and members of the Joint Military Observers Committee and Joint Military Observer Teams established by the 20 June Agreement.
• Protect civilians under imminent threat of physical violence; and protect the Area from incursions by unauthorized elements and ensure security.

Context
United Nations Volunteers Programme, by agreement with the UN Department of Operational Support (DOS) and Peacekeeping Operations (DPKO), deploys UN Volunteers to support DOS/DPKO peace operations in a range of countries. Within this framework, UNV maintains a Field Office to support UNISFA (United Nations Interim Security Force for Abyei).
This position is in the United Nations Interim Security Force for Abyei (UNISFA). The UNV Supply Assistant-reports to the Chief Fuel unit or his Designated Official to support operations in the unit to provide cost effective and efficient Petroleum Oils and Lubricants (POL) support to the Mission through effective management of the turnkey contract.

Task description
Under the overall supervision of the Chief Fuel Unit, and within the delegated authority, the incumbent will be responsible to assist in providing petroleum, oils and lubricants (POL) support and related services to the mission, including the following activities.

•Ensure delivery of Petroleum, Oil and Lubricant (POL) and associated services to the clients through turnkey service contract meeting the contractual requirements.
•Ensure that the Fuel and related goods and services delivered by contractor meets UN Fuel Standard.
•Conduct regular Quality checks and proactively report nonconformity; ensure follow up action thereafter.
•Implement QASP of Fuel Unit in the sectors.
•Implement procedures to ensure that bulk fuel requests are properly prepared, reviewed and approved to ensure reliable flow of fuel supply for the sector in line with the stock requirements.
•Implement Fuel related Standard Operating Procedures (SOPs), including those related to Fuel Fraud Prevention, Quality Control (QC)/Quality Assurance (QA), Fuel Consumption Monitoring and, reporting.
•Supervise the process of fuel consumption monitoring, fuel stocks reconciliation – to ensure accountability.
•Provide input on mission POL requirements, and cost-estimates for budget and acquisition planning.
•Implement plans for the disposal or redeployment of assets during mission downsizing or liquidation.
•Provide technical input as required in the development and implementation of fuel supply and service contracts, including in preparing Statements of Work, technical evaluation and presentations to Local Committee on Contracts.
•Use and maintain databases such as EFMS-2 for tracking, reconciliation, and accounting purposes.
•Implement the internal control systems including maintenance of accurate and complete accounting, reporting and all electronic/hardcopy records to ensure proper audit trail.
•Assist in monitoring and analyzing contract performance to ensure compliance with contract terms, schedules and cost objectives.
•Assist the Contract Management Section/Unit in the resolution of contractual disputes in the course of contract implementation.
•Manage and train Fuel Unit staff as assigned.

Furthermore, UNVs are encouraged to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications. They should actively participate in UNV activities, such as events that mark International Volunteer Day (IVD).

• Familiarize themselves with and build on traditional and/or local forms of volunteerism in the host country.

• Engage in reflection on the type and quality of voluntary action they are undertaking. This includes participating in ongoing reflection activities.

• Contribute articles or write-ups on field experiences and submit them for UNV publications, websites, newsletters, press releases, etc.

• Assist with the UNV Buddy Programme, offering support and guidance to newly arrived UNVs.

• Promote or provide advice to local groups on the use of online volunteering. They should also encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

The incumbent is expected to achieve the following results and contribute to the success of the organization’s volunteerism initiatives:

•95 to 100% Acceptable Performance Level (APL) of fuel operations and delivery;
•100% quality assurance Programme implementation.
•Full implementation of environmental policy Programme;
•Delivery of requested fuels to clients within prescribed time period.
•Complaints from the clients are considered and resolved as per UN principles.
•The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);
•Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
•A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Age
27 – 80

Nationality
Candidate must be a national of a country other than the country of assignment.

Requirements
Required experience
3 years of experience in the operation of field fuel installations and fuel handling procedures, including aviation fuel, Fuel contract administration, Maintenance/repair of fuel equipment, experience in petroleum supply chain operations required.
The incumbent must be a dynamic, multi-functional person, who supports UNISFA with professionalism, dedication and client orientation and has affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System.

Proficient in various MS office applications (Excel, Word, PowerPoint) and the ability to generate ad hoc electronic documents, spreadsheets and databases.

Driving license
Possession of Valid driving licence and ability to drive a manual 4×4 vehicle is desirable. Required

Languages
English, Level: Fluent, Required

Required education level
Technical/vocational diploma in Fuel/Chemistry.
Experience in commercial fuel services, logistics, transportation ,and fuel supply management or related fields is a desirable

• Professionalism: Practical experience in working with internationally recognized fuel handling and quality standards with good understanding of day-to-day management of fuel operations including storage, transportation and distribution of fuel; logical and analytical approach to solving problems; practical knowledge and commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations.

• Communication: Good written and oral skills, including ability to prepare and present concise oral and written fuel data and transactional reports, briefings, updates, and other documentation.

• Planning and organizational skills: Ability to establish priorities and to plan, coordinate and monitor work plans; Demonstrate skills and ability to coordinate the work of others, work with tight deadlines and handle multiple concurrent fuel re-supply and maintenance activities. Ability to comprehend the Mission’s Fuel Plan in direct support of fuel operations in remote locations.

• Technological Awareness: Basic practical and theoretical knowledge of standard field fuel testing and handling pump and filtration equipment. Good computer skills and use of relevant software and other applications; Basic knowledge in electronic Fuel Management Systems (EFMS2) is desirable.
Demonstrates initiative and willingness to learn new skills i.e. Data Analytics

• Teamwork: Good interpersonal skills; demonstrated ability to develop and maintain effective work relationships with military and civilian counterparts in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
