Description of tasks

Under the responsibility of the Team Leader of the Environment Climate Change Unit of UNDP, the technical associate will provide the following services 
• Monitor/track the results of projects and programs, including identifying risks that could compromise the achievement of these results;
• Provide an evidence-based basis for results-oriented reporting and decision-making on program implementation;
• Carry out quality assurance of planning documents linked to monitoring the achievement of impacts in projects;
• Perform quality assurance of planning documents, including logical framework documents, project documents and work plans;
• Support the updating and maintenance of the Dual Key database with the impact objectives and progress of each investment in the region;
• In close collaboration with national partner teams, implement the annual monitoring, collection and reporting plan on development impact indicators in relation to results and impact monitoring frameworks;
• Contribute to the improvement of online tools for monitoring and management of investments
• Provide regular reports on impact, notes, success stories, contributions to corporate reporting and results-based management ;
• Prepare reports at defined frequencies on the intervention and impact of the unit on the various projects and programs at the national level; 
• Formulate recommendations on policies and actions to be carried out to strengthen the impact of projects on different themes;
• Strengthen, develop, create and manage tools, methodologies and initiatives for effective monitoring, evaluation and measurement of activities and their effective delivery
• Ensure effective use and appropriation of tools, methodologies and initiatives by the UNDP team;
• Contribute to any other internal or external reports/exercises, as required or directed by the supervisor;
• Ensure that the Gender dimension is adequately taken into account in the various programs and investments.

4. Expected results:

At the end of his mission, the technical associate is expected to achieve the following results jointly with the UNDP team:

• Monitoring the results of the unit’s projects (particularly those of the project of development of resilient clusters) at the national level is carried out, as well as the necessary assessments;
• The reporting documents are completed and the communication supports documented using the identified impacts;
• The impact of investments made is measured, in particular the Gender impact of projects and programs;
• New tools, methodologies and initiatives are developed in terms of Monitoring and Evaluation to measure the impacts of interventions;
• Internal Monitoring & Evaluation exercises are carried out/informed

6. Institutional arrangement

The technical associate will work under the direct supervision of the Environment and Climate Change Team Leader. He/She will collaborate with all colleagues from the Unit, the program, the office operations department and government partners, other agencies of the United Nations System and stakeholders involved in the implementation of activities. at the national and territorial level.

7. Minimum qualifications of the successful candidate

Min. Academic Education   

– Secondary education is required 
Or
– A university degree (bachelor’s degree or equivalent) in environment or project management or any other related disciplines will be taken into consideration but not required.
Min. years of relevant Work experience 

– A minimum of 7 years (with a secondary school diploma) or 4 years (with a license) of experience in the field of environment, climate change, monitoring and implementation of project development ; 
– Good experience in project management and the application of management and monitoring-evaluation mechanisms, steering joint interagency projects and/or involving several organizations;
– Have experience working with the government including the Ministry of Agriculture, Rural Equipment and Food Security (MAERSA); the Ministry of the Environment, Sustainable Development and Energy Transition (MEDDTE)
– Knowledge of the UNDP management system, rules and procedures is highly desirable.
Required skills and competencies 

  • Knowledge of the development context in Senegal;
  • Previous experience in the field of environment/natural resource management and climate change;
  • Good experience and knowledge of the issues of sustainable development challenges and climate change in Senegal and Africa;
  • Have experience and the ability to develop and maintain strategic partnerships with government, donors, civil society and the private sector;
  • Excellent interpersonal skills, proven ability to work in a multicultural environment;
  • Use of office software (MS Word, Excel, PowerPoint) as well as collaborative tools (Teams, Zoom, Share drive, etc.)
  • Desired additional skills and competencies Experience with United Nations System agencies is an advantage; 
  • Demonstrate commitment to the United Nations System and have experience in the field;
  • Have experience and be oriented towards achieving results and be partner oriented;

  • Required Language(s) (at working level) Excellent command of the French language and the local language is required;
  • Knowledge of English will be considered an asset

8. Travel

As part of the implementation of activities, the Monitoring-Evaluation and Capitalization Officer will participate in monitoring missions in the areas of intervention of the unit’s projects and programs and if necessary to the organization of missions in Senegal and abroad.
