Position Purpose

The Project Manager will be responsible for day-to-day management and decision-making for the effective and efficient achievement of planned objectives. The Project Manager primary responsibility is to ensure that the Programme produces the results specified in the work plan, to the required standard of quality and within the specified constraints of time and cost.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities
  1. Policy Advice/Programme Support Delivery
    • Provides substantive leadership, supervision and guidance to AFSIT;
    • Programme/Unit in development and implementation of policy, programming, research/advocacy to Country Offices (COs), regional platforms, Africa Union Commission AUC-PAPs and the Regional Service Center for Africa (RSCA);
    • Explores and identifies new methods and approaches to tackle development challenges in relation to disruptive political transitions and UCGs and collaborates with relevant stakeholders (incl. UNDP COs) to turn these into options for addressing policy/programming and operational issues;
    • Ensures integrated and multidisciplinary support by working closely with other thematic clusters in the RSCA and Platforms and relevant UN Agencies;
    • Leads the coordination, planning, documentation, monitoring and implementation processes relating to management of partnerships with regional organizations, other UN Partners and development partners.
    • In cooperation with AUC-PAPs & UNDP RSCA, develops and fosters south-south and triangular development cooperation.
  2. Overall Management and Resource Mobilization
    • Supervises the Programme/Unit staff, provides coaching to staff and effective leadership, including remote office management;
    • Ensures timely and adequate reporting against plans, including timely and articulate progress reports;
    • Identifies and manages risks to the ongoing operations of AFSIT;
    • Ensures the integrity of financial and administrative operations in the Project area through financial oversight;
    • Ensures rigorous and consistent application of AU & UNDP rules and regulations and establishing the implementation of clear accountability mechanisms;
    • Participates in internal control mechanisms for adherence to AU & UNDP rules and regulations in contracts, assets, procurement, recruitment, etc., as required;
    • Manages day to day administrative matters for AFSIT with support from administrative staff and the performance of consultants and specialist advisers;
    • Facilitates the environment for and drive the effort to mobilize financial resources to support AFSIT and ensure effective utilization of policy advisors and expertise;
    • Ensures sufficient resource mobilization for AFSIT and is responsible for reaching the annual resource mobilization targets. Specific emphasis will be required to nurture the relationship with key donors.
  3. People Management
    • Provides effective direction to and empower members of the AFSIT team;
    • Ensures that the AFSIT team have sufficient, appropriate and provided in a timely manner working tools      for the areas of intervention;
    • Manages AFSIT in compliance with AU a& UNDP human resources policy and strategies ensuring optimal staffing;
    • Supports learning and development of AFSIT team staff under his/her supervision;
    • Supports identification of skills required for programming and works with the relevant rosters (e.g. Crisis Roster) and RBA to ensure that AFSIT has the operational capacity to achieve set objectives (i.e. through development of additional profiles for consultant rosters, capacity building/training opportunities, etc.).
  4. Partnerships, Representation and Advocacy
    • In collaboration with relevant AUC Departments, AU Organs and Institutions, UNDP units, mobilizes, fosters and strengthens strategic partnerships with the UN (including Peacebuilding Support Office and UN Agencies), development partners and other relevant bodies and provides substantive inputs to those partnerships;
    • Advocates for AUC & UNDP’s work and represents AFSIT with Project partners, the donor community, and international organizations, where relevant, specifically, represents AFSIT in regional discussions including interagency coordination and other regional fora to engage partners in advancing the Unit’s strategic agenda;
    • Promotes the visibility of AFSIT through knowledge sharing and well-developed innovative communication materials;
    • Liaises regularly and forges close linkages with other RECs, AU and UN programmes, agencies and entities, as well as other international, regional, and national stakeholders concerned with or providing assistance on issues relevant to the Programme objectives and aims;
    • Ensures high-quality and timely reporting to partners and donors involved in the Project;
    • Contributes to the harnessing of effective partnerships and competitive selection of partners for implementation of the Project;
    • Promotes joint programming and AU and  UN reform, and collaborates effectively in established frameworks for AU, and UN and other international coordination.
  5. Knowledge Management
    • Oversees, influences and promotes the advance of policy dialogue through cross-regional exchange of knowledge and collaboration, and synthesizing of knowledge;
    • Promotes identification and synthesis of best practices and lessons learned from the project area for organizational sharing and learning as well as external information;
    • Ensures the guidance and coordination of cross-regional exchange of knowledge to help influence/ advance policy dialogue and present such material at regional and other forums; including support to South-South exchanges;
    • Promotes creation and use of innovative interactive and regular line of information and knowledge sharing between CO teams working on relevant programming, regional teams of advisors and specialists and the team of advisors and specialists in relevant UNDP units.
    • Actively participates in AUC and UNDP knowledge networks and takes advantage of best practices and lessons learned that are available in the region and globally, and encourages Project staff to do so by creating a culture of knowledge sharing and learning;

Required Skills and Experience

Education:
  • Advanced university degree (master’s or equivalent) in Law, public administration, economics, business administration, social sciences or related disciplines OR
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • A minimum of 10 years (with Master’s degree) or 12 years (with Bachelor’s degree) of relevant years of professional and relevant work experience leading teams, providing policy advice and pioneering development approaches in relevant areas at the international level including governance & peacebuilding, area-based development, private sector engagement and other relevant areas is required;
  • Experience in Humanitarian, Development and Peace settings is required.
  • Proven experience in project management with a background in implementation of multi donor agreements is required.
  • Excellent knowledge with extensive experience working in the Sahel, Lake Chad, Horn of Africa and Great Lakes Africa is desirable.
  • Previous experience working on regional programming is desirable;
  • Experience working with Government, Regional Organizations including the AU/ RECs & development partners is desirable;
  • Experience working within a Regional Economic Commission/Regional Mechanism, Africa Union REC/ RM, AU, UN agency or intergovernmental organization and field experience is preferred;
  • Previous experience working on joint programmes or joint programming is desirable;
  • Proven experience working in different development settings, including conflict, post-conflict fragile environments and natural disasters settings is desirable.

Language:

  • Fluency in English is required.
  • Working knowledge of another UN language(French) will be an asset.
