Mission and objectives
The United Nations entity for Gender Equality and the Empowerment of Women, UN Women, based on the vision of equality enshrined in the United Nations Charter, works to eliminate discrimination against women and girls; for the empowerment of women, and to achieve equality between women and men as partners and beneficiaries of development, for human rights, in humanitarian actions, in peace and security. By placing women’s rights at the center of its work, UN Women leads and coordinates the efforts of the United Nations System to ensure that commitments to gender equality and mainstreaming are translated into action around the world. At the same time, it exercises substantive and coherent leadership to support the priorities and efforts of Member States, building an effective partnership with government, civil society, as well as other relevant actors. UN-Women comprehensively addresses the root causes of inequality from a perspective of transforming the systems of reproduction of gender inequalities and discrimination and with a peace-building approach around: • Voice, leadership and autonomy of women • Strengthening multilateral and regional regulatory frameworks, and laws, policies and institutions that promote gender equality at the national and subnational levels; • Effective participation and protection of women in all areas of the construction of Peace, Security, and humanitarian action • Equitable access of women to services, goods and resources; • Financing gender equality and women’s empowerment; • Positive social norms, including the participation of men and boys; • Production, analysis and use of gender statistics; and • United Nations system coordination for gender equality and women’s empowerment. The 2022-2025 Strategic Plan seeks to achieve gender equality, the empowerment of all women and girls and the full realization of their human rights. The Strategic Plan is based on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, United Nations Security Council Resolution 1325 on women, peace and security and subsequent Resolutions of this agenda, the Program of Action of the International Conference on Population and Development and other outcomes of relevant intergovernmental processes, such as resolutions of the General Assembly and agreed conclusions of the Status Commission and Social of Women.
Context
UN Women has strengthened its programmatic, coordination and regulatory role in the Bolivarian Republic of Venezuela based on the commitment established with the signing of the United Nations Cooperation Framework for Sustainable Development with the government of the Bolivarian Republic of Venezuela 2023-2026 , as well as the celebration of alliances with different entities that make up the United Nations System, government agencies, academia, civil society, companies and women’s and feminist movements. The UN Women Regional Office for the Americas and the Caribbean, for its work in Venezuela, requires professional services for the position of Program Assistant, which contributes to the achievement of the results of the strategic note, within the framework of the UNIDAS FASE project. II: Promoting the inclusive and confident leadership of Venezuelan women in peacebuilding, social cohesion and recovery efforts. Under the guidance of the Head of the UN Women Office in Venezuela and the direct supervision of the Peace and Governance Area Coordination, the Program Assistant supports UN Women operations by carrying out a variety of standard administrative and programmatic processes that They guarantee high quality and precision of work. The Program Assistant promotes a client-oriented, quality-oriented and results-oriented approach, providing effective specialized support and technical analysis to program and project-related activities consistent with UN Women regulations and procedures. The Program Assistant works closely with the UNIDAS Phase II Project Coordination to ensure consistent service delivery in UN Women’s programmatic efforts in the country so that women, LGBTIQ+ people, youth, indigenous women and Afro-Venezuelan women and their organizations play a more prominent role in the country’s social cohesion and sustainable recovery efforts.
Task description
1. Support for program strategies and the implementation of the area’s Work Plan: • Contribute to the implementation of the area’s Work Plan and its programs. • Monitors management reports related to the program and ensures their delivery to recipients. • Provides support in the consolidation of periodic closure reports and reports related to projects and substantive reviews, for which purpose it maintains the corresponding database updated. • Timely and efficient support for carrying out: seminars, workshops, trips, production and review of area documents, maintenance of records, data, correspondence, among others. • Performs the technical secretariat of the work meetings of the Coordination Team of the area and associated units. • Track notes and documents as required • Provide administrative support to the management of resources and spaces • Maintain a filing system that ensures safekeeping of confidential material • Processes programmatic information required by the Coordination Team in the Quantum system and verifies its status periodically. • Provision of support to executing agencies or partners in routine implementations related to project and program management. • Accompanies the information production processes of the projects’ Executing Units and guides them in the management of their internal monitoring systems. • Any additional allocation requested by UN Women Office management. 2. Provide administrative and asset management support: • Monitor and maintain supplies of office stationery and other materials, including maintaining the stock list of supplies. • Maintain records on asset management and prepare necessary reports; • Play the role of buyer in the Quantum system and prepare purchase orders; • Prepare budget request documents, receive budgets, offers or proposals and their preliminary evaluation. • Provide assistance in monitoring procurement processes 3. Provide administrative support for the application of Human Resources services. • Create and upload vacancy announcements, compile matrices, organize interview panels and other tasks, as assigned; • Maintain personnel lists and reports, as necessary; • Perform the functions of Vacation Monitor. • Organize the monitoring of new personnel requirements for the area, as well as any amendments that may arise, in accordance with UN Women rules and regulations and corporate policies and strategies. 4. Facilitate the creation and dissemination of knowledge: • Support in the generation of knowledge products and their dissemination strategy; • Support the development of advocacy strategies and collaborate in monitoring their implementation; • Provide input for the identification and dissemination of best practices and lessons learned to guide project improvement. • Facilitate the training of area personnel in administration matters.

Requirements
Required experience
3 years of experience in initiatives, programs and/or projects with a gender focus and implementation of work within the framework of the Sustainable Development Goals. • Experience working with human rights organizations and/or women’s organizations is welcome. • At least 3 years of progressive administrative or program experience is required at the national or international level. Experience in the United Nations or other international development organization is welcome. • Excellent oral and written skills; excellent writing, formulation and reporting skills; • Precision and professionalism in the production and editing of documents; • Excellent interpersonal skills; cultural and social sensitivity; ability to work integratively and collaboratively with a range of partners, including members of grassroots communities, faith-based and youth organisations, and authorities at various levels; familiarity with development communications tools and approaches; • Ability to work and adapt professionally and effectively in a difficult environment; ability to work effectively in a multicultural team of international and national staff; • Strong general computer skills, including proficiency in various MS Office applications (Excel, Word, etc.) and email/Internet; familiarity with database management and office equipment; • Self-motivated, ability to work with minimal supervision; Ability to work to tight deadlines.
