Mission and objectives
The Office of the High Commissioner for Human Rights (UN Human Rights) is mandated by the UN General Assembly to promote and protect the enjoyment and full realization, by all people, of all human rights. The Charter of the United Nations, the Universal Declaration of Human Rights, and international human rights laws and treaties established those rights.
UN Human Rights was created by the General Assembly in 1993 through its resolution 48/141 which also details its mandate.
UN Human Rights is mandated:
• Promote and protect all human rights for all
• Recommend that bodies of the UN system improve the promotion and protection of all human rights
• Promote and protect the right to development
• Provide technical assistance to States for human rights activities
• Coordinate UN human rights education and public information programmes
• Work actively to remove obstacles to the realization of human rights and to prevent the continuation of human rights violations
• Engage in dialogue with Governments in order to secure respect for all human rights
• Enhance international cooperation for the promotion and protection of all human rights
• Coordinate human rights promotion and protection activities throughout the United Nations system
• Rationalize, adapt, strengthen and streamline the UN human rights machinery

Context
Within the framework of its work for the human rights of refugees and migrants from Venezuela, OHCHR will integrate the UNV into a Technical Mission in Peru. The presence of the UNV in Lima will guarantee the visibility of the work of the OHCHR and will allow better documentation and analysis, including from a gender perspective, to prevent and address human rights violations suffered by migrants during their travels. and at the borders.

Task description
Within the framework of the delegated authority and under the operational/administrative and institutional/technical and performance supervision of the OHCHR Technical Mission in Peru, and in coordination with the OHCHR Project for the Human Rights of Refugees and Migrants from Venezuela , the UN Volunteer will carry out the following tasks: – Collect information and report on the human rights situation of refugees and migrants, particularly those from Venezuela, including through contacts with others actors from the United Nations, international NGOs, state authorities, public institutions and civil society; – Participate in meetings of interagency coordination mechanisms (R4V) at the national level and assist in formulating proposals and recommendations to promote a human rights-based approach to migration; – Conduct interviews with victims and key local actors in the country of assignment, in order to identify abuses and human rights violations affecting refugees and migrants; – Write reports and follow up on cases of human rights violations under the supervision of the OHCHR Technical Mission in Peru; – Conduct legal analysis on human rights issues, particularly on migrant rights, including from a gender perspective; – Provide technical assistance and monitoring of activities with counterparts and partners; – Assist in other tasks relevant to the position, as required or assigned by the designated officials of the OHCHR Technical Mission in Peru. In addition to the above, UN Volunteers are encouraged to integrate into the UNV mandate within the framework of their assignment and promote voluntary action through integration into communities in the development of their work. As such, UN Volunteers should dedicate part of their work time to one of the following recommended activities: • Strengthen their knowledge and understanding of the concept of volunteering by reading relevant UNV and external publications, as well as play an active role in UNV activities (for example, events commemorating International Volunteer Day); • Know and develop traditional and/or local forms of volunteering in the host country; • Provide annual and post-assignment self-assessment reports on UNV actions, results and opportunities; • Contribute articles/reviews of your experiences in the field and send them to headquarters for inclusion in the website, publications, pamphlets/newsletters, press releases, etc., of UNV; • Assist with the Mentoring Program for new UN Youth Volunteers; • Promote or advise local groups in the use of the UNV Online Volunteering service or promote the use of the service to relevant local individuals and organizations where technically possible. EXPECTED RESULTS As an active member of the OHCHR Technical Mission team in the country, you will provide efficient, timely, attentive, customer-friendly and quality support to OHCHR and its beneficiaries in the fulfillment of their functions, including: – Reports and monitoring and analysis documents prepared on the human rights situation of Venezuelan refugees and migrants. – Information collected, analyzed and communicated according to the need of the Technical Mission and contribution to the Refugee and Migrant Working Group of the R4V Platform. – Strengthened networks and alliances with key actors. – The age, gender and diversity perspective is applied in a systematic, integrated and documented manner in all activities throughout the assignment. – A final report on the achievements achieved through development volunteering during the assignment, such as reporting on the activities in which you have participated and the capacities developed

Eligibility criteria
Age
27 – 80

Nationality
Candidate must be a national of a country other than the country of assignment.

Requirements
Required experience
3 years of experience in the field of human rights at a national or international level. • Previous experience of at least 1 year in human rights monitoring and reporting. • Excellent knowledge of international human rights instruments and tools for the promotion and protection of human rights is required. • Previous experience working on the human rights situation of migrants will be an advantage. • Experience working with United Nations agencies, humanitarian actors and justice actors on the ground will be an advantage. Self-motivated, ability to work with minimal supervision; Ability to work to tight deadlines.

Required education level
Bachelor degree or equivalent in law, political science, international relations or social sciences with academic studies in human rights, A postgraduate degree is desirable (master’s degree).
