Mission and objectives
The IOM in Peru is dedicated to the principle that migration in an orderly manner and in humane conditions benefits migrants and society. Peru has been a Member State of the IOM since 1966 and, formally, the Peruvian Government through Decree Law No. 17559 dated April 1, 1969 accepted the IOM Constitution. Since then, IOM has focused its work on assisting, providing technical support and advice to governments, citizens and institutions on migration management and the defense of the human rights of migrants. The movement restrictions and quarantine measures implemented in response to COVID-19 have had a significant impact on migrants and refugees from Venezuela. The majority have lost their ability to generate income and are not included in national response plans and/or social protection mechanisms. Therefore, cash-based interventions (CBI) have been identified as a key mechanism to support the cash population, particularly those who have lost their income and are struggling to meet their basic needs.
