Under this product the following activities are offered:
Activity 01: Support national and provincial governments in the development and implementation of priority actions in disaster risk reduction/management plans
Activity 02: Support provincial authorities in the establishment / capacity building of provincial platforms for prevention and risk management of natural, anthropogenic and climatic disasters
Activity 03: Organize a Mission to identify a structuring program on the theme of Reducing the risks of crises, disasters and strengthening community resilience to crises
Activity 04: Support for the coordination of crisis response and formulation of recovery plan
Output 02: Programming and portfolio management are ensured effectively
Activity 2.1. : Recruit expert staff in crisis and disaster prevention
Activity 2.2. : Ensure validation of the disaster risk reduction program and organize the resource mobilization campaign
It is in this context that UNDP is recruiting a National Analyst in Disaster Risk Prevention and Management and Community Resilience, responsible for coordinating the implementation of the catalytic activities of the Initiation Plan and contributing to the identification and development of the structuring program on disaster risk reduction and strengthening the resilience of communities to crises linked to climate change and conflicts.
Duties and Responsibilities
Ensure the implementation of activities and achievement of the results of the initiation plan – Crisis resilience and disaster risk reduction:
- Ensure the implementation of the activities of the Initiation Plan and related projects;
- Support the implementation of UNDP activities in the Conflict-Disaster Risk-climate change nexus;
- Produce project planning documents relating to disaster risk prevention and management: multi-year work plan, annual work plan, quarterly operational plans, delivery acceleration plan, purchasing plan, mission plan, etc.;
- Participate in the identification and selection of potential partners for implementing project activities, and in the establishment of partnership agreements.
- Prepare contracting files for service provision as part of the execution of the Initiation Plan;
- Collaborate/facilitate the execution of the missions of consultants recruited to occasionally support the implementation of the activities of the initiation plan;
- Monitor the technical quality of achievements and reports resulting from the implementation of activities;
- Ensure liaison with other agencies working on the GRC theme at the national level and in the provinces of intervention.
- Identify new opportunities and propose possible synergies with other programs/projects/partners in the provinces of intervention;
- Ensure regular and timely reporting on the various projects and participate in compliance with contractual obligations towards technical and financial partners;
- Ensure documented monitoring summarizing new opportunities, challenges and risks in relation to the project and in connection with the project intervention areas;
- Operationalize the project monitoring and evaluation plan;
- Participate in any representative meeting related to the theme and/or project;
- Contribute to the preparation and organization and conduct of field missions.
- Collect and share information that can serve as a basis for programming or planning the UNDP’s contribution to responding to crises declared in the provinces of intervention;

Conceptions, reflections and capacity building on the themes of risk and disaster management and community resilience
- Develop concept notes and any other documentation necessary for the identification of innovative projects, orientation, decision-making, establishment of partnerships and mobilization of resources in the context of disaster prevention and management;
- Provide technical support and advice to partner institutions in the development of strategic tools and planning of interventions in a conflict-sensitive approach;
- Establish and update the mapping of stakeholders and interventions in the area of intervention of natural, climatic and anthropogenic disasters;
- Participate in various meetings for discussion and discussion on disaster risk prevention and management and community resilience and facilitate the harmonization of interventions with partners and all other stakeholders in this area at the level of the provinces of intervention;
- Contribute to capacity building and revitalization of provincial mechanisms for early warning, prevention and management of disaster risks;
- Support national governments in the revision of the National Strategy including the draft Decree creating the national platform for prevention, reduction and management of disaster risks and provincial governments in the development / updating, implementation and the periodic evaluation of their strategic tools for disaster risk prevention and management (Strategy, provincial plan, contingency plan, etc.)
- Document lessons learned and good practices recorded at the provincial level in prevention, disaster risk management and community resilience

Institutional Arrangement
The National Analyst in Risk Prevention and Management, Disasters and Community Resilience, is placed under the general supervision of the Team Leader of the UNDP Stabilization and Resilience Pillar, and under the matrix supervision of the UNDP Head of Office Bukavu where he will be based.

Required Skills and Experience
Min. Academic Education |
Master’s degree (Bac +5) in risk and disaster management, human or social sciences, environment, sustainable development or other equivalent field; Or
Bachelor’s degree with 2 additional years of experience will be considered. |
Min. years of relevant Work experience |
At least 2 years of experience, with an advanced university degree (Master’s degree) in the design, planning, implementation of projects and/or prevention programs, risk reduction of natural, climatic and/or related disasters conflicts or 4 years of experience in the same field for holders of a Bachelor level diploma. |
Desired additional skills and competencies |
- In-depth knowledge of GRC and community resilience, including the roles and functions of the various organizations involved;
- In-depth knowledge of the institutions responsible for preventing and managing crises and disaster risks in the provinces of intervention. Work experience within these institutions would be an asset;
- Knowledge of the mapping of areas most exposed to the risks of natural, climatic disasters and conflicts in the DRC
- Mastery of results-based management;
- Good knowledge of methods and procedures in project formulation and monitoring-evaluation;
