Main objective of the position:

  • Manage and supervise all activities of the province;
  • Ensure compliance with DRC policies and donor rules for all activities in Ituri;
  • Supervise the deployment of teams in the field, taking into account security and acceptance of DRC in intervention areas;
  • Represent DRC in coordination meetings and position the organization according to our response capacity;
  • Ensure the proper functioning of accountability mechanisms to ensure transparency with beneficiaries, communities, local and provincial authorities, donors, and partners (NGOs and UN);
  • As a member of the eSMT (extended senior management team), the Area Manager contributes to the development of the mission’s policies and strategies, as well as their implementation, through daily management in Ituri;
  • The Area Manager provides support and advice to the SMT (senior management team) in order to ensure the quality of the programs and reduce the organization’s risks, whether at the programmatic, support, or security level.

Geographic scope of the position:

The Area Manager supervises DRC activities and teams and represents the organization throughout the Ituri province. The main base is located in Bunia, but the Area Manager is also responsible for the sub-bases (Drodro, Fataki, Komanda, Mahagi, Ramogi). The localities in which DRC works are particularly affected by armed conflicts.

Responsibilities:

Management

  • Directly manage the support team in the region (logistics, finance, security, HR), as well as the coordination of project teams in the DRC, in close collaboration with the project management team.
  • Directly manage project teams in the absence of a project manager.
  • Coordinate teams and ensure good communication between different departments.
  • Manage, forecast and plan all human resources issues for the intervention area
  • Oversees all activities in the area, including financial management, implementation of activities, supervision of logistics and purchasing.
  • Ensure compliance of activities with the operations guide and program guide, and report any problems or risks to national coordination.
  • Lead, train and supervise teams to ensure that activities meet DRC quality standards.

Representation, coordination and reporting

  • Represent DRC in the intervention area and therefore attends all meetings relating to the implementation and positioning of the CRD in the area;
  • Actively participate in coordination to ensure the relevance of DRC interventions in the area;
  • Maintain good relations between DRC, local government and authorities;
  • Ensure good relations with donors, partners and all stakeholders present in the area.

Programming Development

  • Lead the implementation of the country strategy in its area of ​​intervention;
  • Provide an analysis of the humanitarian context in the area of ​​intervention in order to support the development of projects and adapt the implementation of current projects to maintain the relevance and quality of the DRC’s programming;
  • Identify gaps and humanitarian needs to guide programming;
  • Ensure the quality of programs in accordance with DRC standards;
  • Support the writing of projects and reports relating to programming in their field.

Security

  • Manage and ensure that RDC interventions are carried out in accordance with RDC security standards;
  • Share the analysis with the security advisor and the National Director in order to make strategic security decisions specific to the intervention area;
  • Ensure that DRC employees in the area follow security procedures and guidelines;
  • Report any security issues to management.

Qualifications and Experience

  • Relevant university degree (key sector, finance, project management, or other)
  • Minimum 7 years of experience in team management, project management, and in the humanitarian sector;
  • Experience in management in volatile contexts and armed conflicts;
  • Experience with donors including ECHO, BHA, SIDA, FCDO, Humanitarian Funds and UN agencies – including good knowledge of their contractual rules;
  • Recognized experience in project management;
  • Proven leadership skills;
  • Practical experience in Supply Chain, Financial Management, Human Resources and Administration;
  • Good understanding of the concepts of security and community acceptance;
  • Fluent command of French and English;
  • Great capacity for synthesis and written skills (in French and English).
