OVERVIEW OF THE FUNCTIONS OF THE POST

The government of the Democratic Republic of Congo is aiming to transform its education system with financial support from the Global Partnership for Education. This transformational reform on which the partners agreed as part of the Partnership Pact concluded in 2022 has the theme “Revitalizing the teaching force for a resilient and efficient education sector”. The four-year project involves improving the quality of teaching-learning conditions with the theme “Teachers and quality teaching”. 
Before beginning the implementation of this reform, the government and its partners agreed, through another GPE financing, to eliminate certain capacity weaknesses observed during the implementation of the Education Sector Strategy and of training 2016-2025. As suggested by the RESEN -DRC III diagnostic report and the Mid-Term Sector Review of October 2022, strengthening the system’s capacities (SCG) is crucial. 
To this end, UNESCO has been designated as partner agent of the SCG window which is responsible for strengthening the capacities of actors in the education and training sector as well as sectoral coordination and dialogue.
The two-year project (2023-2025) has three components: 
• Component 1 aims to strengthen the capacities of human resources in planning, programming and budgetary management, integrating the gender dimension;
• Component 2 aims to strengthen capacities for data production and education management by establishing an EMIS coordination system 
• Component 3 aims to strengthen sectoral coordination and dialogue 
Under the authority of the Head of the UNESCO Office in the DRC and the direct supervision of the Head of the Education Sector, the post holder will be responsible for management, planning, implementation, monitoring and evaluation of the CapED_SCG project in its sector planning component financed by the Global Partnership for Education (GPE). 
He/she will be responsible for the following tasks: 
1. Ensure the implementation of the sector planning component of the project in accordance with the specific project objectives, activities and expected results;
2. Ensure monitoring and evaluation of the implementation of activities and the preparation of project activity reports in its sectoral planning component; 
3. Ensure the link with the Permanent Secretariat for Support and Coordination of the Education Sector (SPACE), the DEP and stakeholders at the provincial level;
4. Ensure communication and give visibility to the project;
5. Carry out any other task/activity requested by the Supervisor.

REQUIRED QUALIFICATIONS

Education

• Advanced university degree (master’s degree or equivalent degree) in the field of education, social sciences, economics or in another related field consistent with the mandate of UNESCO

Professional experience 

• At least 4 years of relevant professional experience, with progressive responsibility, in the field of education;
• Proven professional experience on issues relating to sector planning and sector coordination and dialogue;
• Experience in implementing projects and programs with government partners;
DESIRABLE QUALIFICATIONS

Know-how and skills
• Ability to manage budgets, participate in the monitoring and evaluation of projects and report on their implementation;
• Good understanding of the country and development work in the education sector;
• Good ability to provide policy advice, on sector planning and sector coordination and dialogue, and to establish working relationships with other partners in the education sector at national level
• Proven ability to work in an environment multicultural and to establish harmonious and effective working relationships, both inside and outside the Organization;
• Good knowledge of programming policies and procedures in the field of international development cooperation, particularly within the United Nations (desired);
• Excellent ability to present effectively to a varied audience (desired);
• Advanced computer skills (desired); 
• Ability to work under pressure, flexibility and ability to adapt to work schedules and priorities according to the volume of work, emergencies and deadlines in the sector (desired).
Languages
​​• Excellent knowledge of written and spoken French, and good knowledge of English.
