Duties and Responsibilities
II. Functions
Under overall guidance of UN Women Deputy Country Director and the direct supervision of Programme Analyst,
the National Consultant will be responsible for conducting a Baseline Gender Gap Analysis (BGGA), assessing the impact of the already existing initiatives of THE COMPANY, developing a Gender Equality Action Plan based on the findings of the BGGA conducted and conducting an Endline Gender Gap Analysis (EGGA).
This assessment will be conducted in line with the corporate tools developed by UN Women under WEPs and other frameworks. Results of the assessment will be used:
a) as a baseline to monitor the results and the impact of the overall intervention
b) to develop a Strategy and Gender Equality Action Plan Strategy which will identify the priority intervention areas to increase THE COMPANY’s institutional capacity and identify the list of activities (e.g.
capacity development programs, policy revisions, advocacy actions), their timelines, and resources
necessary to complete the Action Plan.
c) To assess the impact and results of the gender-responsive interventions based on the Baseline Gender Gap Analysis conducted to monitor the results and the impact of the overall intervention and reporting.
d) To develop the set of recommendations for further improvements to be an inclusive and gender-responsive company.
In this respect, the expected results of the work of the National Consultant are as follows:
- Developing and conducting Baseline Gender Gap Analysis (BGGA) for THE COMPANY
- Conducting meetings with the UN Women team to clarify objectives and expectations, received inputs and ensure timely delivery of the assessment report.
- Designing the study methodology and identifying the quantitative and qualitative data resources and work with THE COMPANY to access these resources.
- Identifying the indicators for the BGGA in line with the corporate tools developed by UN Women under WEPs and other frameworks.
- Reviewing the strategic documents and respective corporate policies.
- Analysing the quantitative and qualitative data collected through desk review and the interviews.
- Having a debriefing session with THE COMPANY and UN Women on the main findings of the analysis and the next steps.
- Assessing the impact of the already existing initiatives of THE COMPANY to empower women in business life.
- Conducting individual discussions and focus group discussions as part of the methodology (interviewees will be identified by THE COMPANY based on the profile requested by the Consultant).
- Having a debriefing session with THE COMPANY and UN Women on the main findings of the assessment.
- Developing a Gender Equality Strategy and Action Plan based on the findings of the baseline assessment.
- The Strategy and Action Plan will identify the priorities of THE COMPANY for the upcoming five years and the list of activities (e.g. capacity development programs, policy revisions, advocacy actions), their timelines, and resources necessary to complete the Action Plan.
- The Gender Equality Action Plan will include lessons learnt from the previous experiences and will also identify actions to scale up the current initiative of THE COMPANY.
- This activity will be provided by the consultants of UN Women in direct cooperation with the THE COMPANY
- Developing and conducting the Endline Gender Gap Analysis and re-collect the data collected under BGGA.
- Developing and conducting Endline Gender Gap Analysis (EGGA) and re-collecting the data collected under BGGA
- Analysing the quantitative and qualitative data collected through desk review and the interviews based on the indicators developed for the BGGA.
- Preparing the final assessment report of the impact of the gender-responsive interventions in THE COMPANY.
- Having a debriefing session with THE COMPANY and UN Women on the main findings of the analyses and the next steps.
- Developing a set of recommendations for further improvements to become an inclusive and gender-responsive company.
III. Deliverables and Payment Schedule
Duration of the assignment is from 1 March 2024 to 1 September 2025. The Consultant is expected to spend up to 95 working days on a non-consecutive basis throughout the assignment.
Expected Deliverables and Payment Schedule:
The following table summarizes main activities and expected deliverables against targeted delivery deadlines and indicative working days to be invested by the Consultant. The deliverables are clearly dedicated in line with the expected functions as can be seen in the following table.
*The number of working days are solely provided to give the National Consultant an idea on the work to be undertaken.
All deliverables shall be received and cleared by UN Women in Türkiye. All deliverables shall be in Turkish, in electronic version. Only the executive summaries for the final Baseline and Endline Gender Gap Analyses will be both in Turkish and English.
Note: The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women in Türkiye shall be the only criteria for the Consultant’s work being completed and eligible for payment/s.
Payment Schedule:
The amount paid to the Consultant shall be gross and inclusive of all associated costs such as Travel, social security, pension and income tax etc. Payments will be made upon approval of deliverables by UN Women Türkiye, along with the Certification of Payment Form (COP) on the basis of the lump-sum price of that respective deliverable and pertaining payment documents signed by the National Consultant in addition to the timesheet indicating the days allocated for the specific deliverables and approved by the responsible Programme Analyst. While the National Consultant may invest less or more than estimated number of working days for each deliverable different than the estimated working days stipulated in the table in Section III, the amount of payment to be affected to the National consultant within the scope of this Assignment will be based on the lump-sum prices of the deliverables.
If any of the deliverables stipulated in above table are not produced and delivered by the National Consultants in due time and to the satisfaction of UN Women Türkiye, no payment will be made even if the National Consultants have invested time to produce and deliver such deliverables.
During assignment’s related missions, the National Consultant may use the facilities of the office (i.e. internet access, printing, copying, local phone calls, etc.). However, s/he is expected to use his/her own personal computer.
Mandatory Training Courses:
The Consultant shall complete all the mandatory and other required UN training courses and modules on time. The certificates shall be submitted to the supervisor.
