  1. Scope of work

Within the delegated authority and under the supervision of the Project Manager, the Technical Associate in Meteorology will have the following functions.

Summary of key features:

1. Support the implementation and results-based monitoring of the field activities of the Mojana, Climate and Life program; 

2. Provide programmatic support to regional government counterparts and key stakeholders;

3. Administrative support for the implementation of project activities;

4. Support the effective mainstreaming of gender equity and community participation;

5. Support the facilitation of knowledge sharing and communication. 

1. Support the implementation and results-based monitoring of the field activities of the Mojana, Climate and Life program.

• Support the implementation of program activities in the field in accordance with UNDP guidelines and support the preparation of periodic technical reports on the implementation of program activities and conduct regular monitoring of activities, including through field visits. field.

• Help target actors understand program objectives and effectively support them in managing, implementing and monitoring performance-based climate resilience activities and proposing improvements through work plans;

• Support preparation and participate in and contribute to the annual reporting of program performance;

• Regular monitoring of the progress of objectives in the implementation of the program, in accordance with the design document and applicable regulations and procedures.

2. Provide programmatic support to subnational government counterparts and key stakeholders.

• Under the guidance of IDEAM, support actors to generate and interpret data and information related to weather and climate, as well as carry out local assessments of climate risks and incorporate climate change into local public planning and budgeting systems;

• Under the guidance of the GCF Project Manager, support capacity building (“learning by doing”) and the preparation of local government plans and development that foster inclusive and climate-resilient local economies and communities.

3 Administrative support for the execution of project activities

• Participate in planning and organizing trainings/events that facilitate broad representation and full participation of local stakeholders following UNDP rules and regulations and ensuring gender equality;

• Assist in the organization of field visits, missions, conferences and other logistical arrangements;

• Support coordination to collect and compile expense reports and other related documents, as necessary;

• Organize meetings and draft routine correspondence, minutes, including preparation of background materials for meetings and briefings;

4. Support the effective mainstreaming of gender equity and community participation

• Support ensuring gender equality and community participation throughout the program cycle, particularly during the local adaptation planning process;

• Ensure that all data, when collecting and compiling program-related inputs, is disaggregated by gender.

5. Support the facilitation of knowledge sharing and communication

• Support and facilitate consultation and exchange of information, synergies, learning and knowledge at the local level, in particular in relation to partners and stakeholders involved with the expected outcomes of the programme, especially in awareness and capacities to respond to adaptation to the climate change increase at the local and regional level since adaptation to climate change is integrated into the plans and budgets of territorial entities, and interventions and investments for adaptation to climate change are implemented in accordance with the program;

• Support program awareness and communication efforts (i.e. program stories, news articles, photos, videos, social media presence, country website, and web presence, as appropriate) with support and guidance from the program’s lead communications expert;

• Perform any other related duties as required by supervisor/management or under the guidance of the Program Steering Committee and other key stakeholders.

Successful NPSA Minimum Qualifications

Basic Educational Requirements: 

It is required to have completed secondary education 

from

A bachelor’s degree in meteorology, physics, chemistry, mathematics, agronomy, systems engineering, environmental engineering, geography engineering, civil engineering, agricultural engineering, and/or hydrometeorological engineering will be duly considered.

Minimum number of years of relevant work experience

Minimum six years with secondary education or 3 years with a bachelor’s degree of experience in generating and/or interpreting data and information related to weather and climate or environmental data. 

Required skills

  • Practical experience with training and capacity development activities;
  • Knowledge of meteorology.
  • Knowledge of statistical methods.
  • Knowledge of concepts of climate change and variability.

Knowledge in product generation of numerical time models

  • ;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national staff;

Motivated, ability to work with minimal supervision; Ability to work to tight deadlines.

Desired skills additional to the competencies covered in the competencies section

  • Experience in teamwork.
  • Experience in preparing and editing documents
  • Experience with diverse teams, religious and youth organizations.

Required languages

Fluency in spoken and written Spanish.
