Scope of Work  (5 to 7 items only)

The PNLT Capacity Development Specialist will assume the following responsibilities:

  1. Contribute to the definition of strategic orientations, the development of standards and directives as well as related documentation  : 
  • Take stock of available national documents for the fight against tuberculosis and TB/HIV coinfection, to be updated and developed; 
  • Take stock of the various plans to combat tuberculosis and TB/HIV coinfection available, to be updated and developed; 
  • Support the development and implementation of a budgeted annual plan of program interventions, drawn from the overall operational plan of the PSN, that of the Ministry in charge of Health, including activities specific to the PNLT and adjusted annually;
  • Participate in the daily monitoring of the implementation of the activities planned in the grant, including the implementation of the TB cascade quality approach;
  • Support the development of normative documents, guidelines, guides and training modules necessary for the implementation of the Program;
  • Support the development of a training and capacity building plan for PNLT staff; 
  • Contribute to capacity building of the PNLT team in the area of ​​planning and programmatic management.  

 

  1. Contribute to the implementation and monitoring of program activities including continuous analysis of the results obtained according to the program performance framework:
  • Collaborate with the Laboratory Technical Assistant to strengthen the capacity of the laboratory network for the diagnosis of TB and MDR-TB;
  • Support the coordination and implementation of TB activities; 
  • Monitor the implementation of community TB interventions.
  • Participate in the supervision of support sites at intermediate and peripheral levels:
  • Support the preparation of various workshops, strategic meetings, working groups/committees and missions; Support the monitoring and implementation of recommendations from various workshops, strategic meetings, working groups and missions. 
  • Support the PNLT in the continuous monitoring of the results obtained at the level of each district on the basis of the targets of the performance framework as well as provide recorded performances for performance improvement; 
  • Contribute to the development of an annual activity report for the PNLT; 
  1. Ensure coordination between the PNLT and technical and financial partners:
  • Support the preparation and holding of coordination/consultation meetings with Technical and Financial partners; 
  • Contribute to initiatives to mobilize financial resources, technical expertise and skills to support sub-programs in the health sectors;
  • Support the program for the inclusion of the private health subsector in the health component of the response to tuberculosis. 

4. Institutional Arrangement

The Capacity Development Specialist will report to the Program Specialist (Deputy Program) and will work in close collaboration with the Global Fund Project Coordinator and other sectors of the PMU (Program and Finance).

6. Minimum Qualifications of the Successful IPSA

Min. Education requirements
  • Advanced university degree (master’s degree or equivalent) in public health, public/business administration, law or international development or a relevant field; Or 
  • A first-level university degree (bachelor’s degree) in the above-mentioned fields, with an additional two years of relevant experience, may be accepted in lieu of the advanced university degree.

 

  • Additional training in project management will be considered an asset 
Min. years of relevant work experience 
  • Minimum of 5 years (with a Master’s degree) or 7 years (with a Bachelor’s degree) of cumulative and recognized professional experience in the management of public health projects and programs, particularly in planning and monitoring and evaluation;
Required skills 
  • Experience in public health strategies in coordination with a national program to combat tuberculosis/HIV and/or MDR-TB; 
  • Excellent computer skills (MS Office; Windows; Internet).
Desired skills in addition to the competencies covered in the Competencies section
  • Experience of at least 3 years in the field of support and capacity development is an asset;
  • Knowledge of the coordination of pharmacy activities and the Purchasing and Stock Management system is an asset; 
  • Knowledge of capacity building theory and capacity building and assessment methodologies
  • Previous experience in Sub-Saharan Africa is an asset.

 

Required Language(s) 
  • Fluency in French required
  • Knowledge of English desired
