Functional Responsibilities
Under the direct supervision of the PMNP ICT Specialist, the M&E Specialist is responsible for the efficient and effective implementation and support of the monitoring, evaluation, ICT activities as identified in the PMNP agreement between the DOH and UNOPS and described under point 2) above. Specifically, the M&E Specialist shall:
- Design, implement, and manage the monitoring and evaluation framework for the nutrition project activities.
- Develop and refine project indicators, data collection tools, and methodologies in collaboration with project stakeholders.
- Oversee the collection, analysis, and interpretation of data related to nutrition project activities.
- Ensure the accuracy, reliability, and completeness of collected data, employing both quantitative and qualitative research methods.
- Plan and conduct evaluations to assess the impact and effectiveness of nutrition interventions.
- Collaborate with external evaluators and stakeholders to design and execute rigorous evaluations.
- Prepare regular reports on project progress, highlighting key findings, challenges, and recommendations.
- Actively contribute to the design, planning and realization of the harmonized management information system that eventually will be the central data source for project-related nutrition information and evaluation results.
- Provide training and technical support to project staff and partners on monitoring and evaluation best practices.
- Build the capacity of the project team to collect, manage, and utilize data for informed decision-making.
- Ensure the quality and consistency of data through regular reviews and audits.
- Implement measures to address data quality issues and improve overall data management processes.
- Facilitate learning events to share best practices and lessons learned from monitoring and evaluation activities.
- Contribute to the development of knowledge products and publications related to project outcomes.
- Collaborate with internal and external stakeholders, and foster a participatory approach to monitoring and evaluation, involving key stakeholders in the process.
Education/Experience/Language requirements
Education:
- Master’s degree in Nutrition, Public Health, or related disciplines is required.
- A Bachelor’s degree in above disciplines and in combination with additional two (2) years of relevant experience may be accepted in lieu of master’s degree.
Certifications (The below certification/s are highly desirable)
- Certification in Monitoring and Evaluation or a related field is highly desirable.
Experience:
- A minimum of five (5) years of experience in monitoring and evaluation, with a focus on nutrition and/or public health projects.
- Proven experience in designing and implementing monitoring and evaluation frameworks, including the use of both quantitative and qualitative methods is an important asset.
- Demonstrated technical knowledge and experience in maternal and child nutrition is highly desirable.
- Good knowledge of defining M&E requirements and experience in helping to translate requirements into practical ICT solutions is desirable.
- Experience working on livelihoods and food security issues in the Philippines will be an asset.
- Experience in the usage of computers, office software packages and productivity tools is required.
- Proficiency in computers, Google Office Suite or Google Workspace is an added advantage.
Language:
- Fluent in English (read, write, and speak) is essential.
- Fluency in Tagalog (speak) is an advantage.
