About the job:
The Information Management Specialist will contribute to the implementation of DRC Syria’s MEAL framework, with a particular focus on leading the technical management of countrywide Information Management (IM) system and platforms, including developing or updating of forms, online tools, and databases for capturing, evaluating, and improving programme implementation. This will include gathering reporting and data needs from Sector Team Leaders/Officers and conducting quality assurance of data inputs. S/he will develop and maintain a monthly cumulative database, as well as provide summary analysis and compile the findings into well-structured visual dashboards and reports. S/he will support in the management and harmonization of the countrywide IM system to ensure accurate data is maintained, while documenting the lessons learnt captured from the IM system.
Responsibilities:
- Develop, test, manage, and improve the IM system that maintains and organizes data on DRC activities and provides support in reporting, project tracking, and data analysis.
- Maintain a monthly cumulative database for tracking beneficiaries reached under different interventions to ensure up-to-date status of information at the country level, in close collaboration with field sectoral teams.
- Conduct regular validation of data collected by DRC field teams, ensuring data is cross-checked, clean, and free of errors.
- Review sectoral databases and IM systems to lead the harmonization of tools used across different sectors and areas, as well as linkages to the master database.
- Prepare and submit monthly reports (ERL-4Ws, IMSMA, Protection 4Ws, MPCA) using different reporting platforms, such as activityInfo.
- Design and deploy data collection tools, for example, multi-sector needs assessment, baseline/endline and post-distribution monitoring technical tools.
- Ensure efficient data collection and analysis, linking the databases with the Indicator Performance Tracking Tool (IPTT).
- Develop and maintain reporting systems including visualizations using Power BI, or other suitable applications.
- Produce information products such as statistical and graphical reports, maps, and dashboards by turning extracted data using Adobe tools, PowerBi, and ArcGIS into graphic products to facilitate the dissemination of information to internal and external stakeholders.
- Document lessons learnt captured from the IM system and share with the PDQ Manager, Head of Programmes, Technical Coordinators, and Area Managers as relevant.
- Create guidelines for end-users of IM products, and provide training to Country Office and Field staff on products and IM systems developed.
- Support in developing and rolling out standard operating procedures (SOPs) for IM.
- Develop database security measures to safeguard information against accidental or unauthorized damage, modification, or disclosure, especially in terms of sensitive beneficiary information.
- Ensure that information systems and processes are compliant with applicable standards and guidelines related to information management and data protection, including donor standards and requirements.
- Perform other duties as assigned by PDQM.
Experience:
- Minimum of 4 years’ experience in information management, database design or database administration, and/or information management for humanitarian projects implemented by national/international NGOs/UN.
- Experience with developing and building reporting systems including visualizations with PowerBI/Tableau or other suitable applications
- Experience with data collection tools such as ODK, Kobo Toolbox, SurveyCTO.
- Solid knowledge of Geographic Information Systems (GIS) is required.
- Demonstrated basic SQL skills to insert, update, delete records, and write optimized queries for efficient data extraction within the organization’s databases.
- Advanced knowledge with Microsoft Office Suite developer features such as VBA and Macros for automation is an asset.
- Ability to perform data analysis using SPSS and CC language is an added asset
- Demonstrated ability to concisely identify discrepancies, ensure quality of the data and data analysis.
- Ability to work in structured manner and independently with limited oversight.
- Ability to remotely support individuals.
- Excellent data analysis and report-writing skills.
- Experience providing training and support to project staff.
- Excellent negotiation and communication skills, including a supportive working style
- Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
Education
- Bachelor’s degree in information management, business management, Statistics, Computer Science, Computer Engineering, or other related fields.
