OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries and to coordinate international action to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

WHO is scaling up its emergency response activities, together with partners, to assist hundreds of thousands of people in desperate need of health services. The immediate goal is to urgently reduce the rates of death and disease by rapidly scaling up life-saving health services. WHO is working closely with local officials and specialist agencies to address the health risks posed by malnutrition, disease outbreaks, and long-term lack of access to basic health services.

WHO has deployed a surge team within Ethiopia for emergency operations, coordination, disease surveillance and data management. WHO also dispatches emergency drugs and supplies to implementing partners and Regional Health Bureaus to support as required.

PURPOSE OF THE POSITION

In the context of Emergency Preparedness and Response Program, the incumbent will provide a well-rounded Supply Chain support service. Supporting the EP&R unit in the establishment of a robust Supply Chain system that focuses on end to end strategy with attention to the last Mile delivery.

DESCRIPTION OF DUTIES

Reporting to the Operations Support and Logistics Team Lead with overall guidance of the EP&R team lead, the incumbent shall perform the following functions:

  1. Defining, coordinating, monitoring and implementing all Warehouse and Stock Management activities in the Country Office and Regional WCO Hubs according to WHO protocols, standards and procedures in order to ensure an optimal running of the same.
  2. In collaboration with the Cluster leads define the Warehouse Stock levels and implement monitoring mechanism of the annual needs in order to identify and optimize the response to the needs of WHO objectives for the people of Ethiopia.
  3. Support end-to-end follow-up of the requisitions placed for emergency response; develop and maintain an efficient and reliable tracking system.
  4. Review in conjunction with the Health Operations & Technical Expertise Team all requests for emergency kits from the Health Cluster partners and Regional Health Bureaus.
  5. Provide advice to the partners in regard to the standard WHO kits and their use. Provide appropriate training when possible.
  6. Issue supplies to partners / RHB’s in coordination with the Health cluster and Cluster leads.
  7. In coordination with the procurement unit, define transport needs and options considering the Last Mile distribution.
  8. Managing and Supervision of the warehouse staff under his/her responsibility, including the monitoring of the daily hire needs.
  9. Ensuring technical support for his/her area of activity and providing coaching to staff under his/her responsibility.
  10. Provide support to the Resource Mobilization / HOTE team in terms of data for report writing as requested.
  11. Provide detailed and timely reports as requested, including weekly, monthly, quarterly and yearly reports (Temperature monitoring, GIMS stock levels, other non Medical Stock reports)
  12. Ensure all Medical kits, equipment and premises are well maintained in compliance with the WHO requirements for Good storage and Distribution Practices.
  13. Provide an overview of possible warehousing locations/options and improvements in conjunction with the other agencies to avoid duplication of resources. With field visits to support this.
  14. Any other duty assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential:

First University Degree in Pharmacy, Logistics procurement, Logistics or a field related to medical warehousing, from a recognized university.

Desirable:

Master’s Degree in Pharmacy or Logistics from an accredited/ recognized institute.

Experience

Essential:

At least five (5) years of experience in Medical warehousing and distribution operations. Experience in emergency response during humanitarian / crisis interventions.

Desirable:

Prior humanitarian working experience at field level, with WHO, other UN agency, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization

Functional Knowledge and Skills

  • Ability to identify issues, formulate opinions, make conclusions and recommendations.
  • Good analytical (quantitative and qualitative) and writing skills

  • Good understanding of Emergency preparedness and response concepts and how these can be adapted to different contexts

Use of Language Skills

Essential: Excellent knowledge of English and the local language.

Work requires the use of word processing or other software packages, and standard office equipment.  Formal or self-training in the use of standard office software.  Training in Oracle-based or other ERP systems an asset.
