Under the overall guidance of Operations Manager, the Talent Management Specialist’s responsibilities will include the following main functions:
- Designs and coordinates training programmes based on organizational and staff needs that are in line with learning events, by applying a blended learning approach: video-conferences, webinar presentations, social media , online courses & face to face workshops.
- Development of training materials and delivery of training events, including comprehensive onboarding material development. Follows through with user feedback, progress and integrates the feedback to the future programmes;
- Advice to Operations team on development of the learning events, including advising on creative learning approaches, methodologies, illustrations, technologies;
- Coordination of surveys, assessment and feedback analysis to monitor the impact of learning and to evaluate overall programme effectiveness;
- Coordination of updates / revision of learning activities / courses with various partners which in part calls for enhancing and customizing existing learning products.
- Synthesis of lessons learnt and best practices in learning and HR in general;
- Design of workforce management workflows to support online information access;
- Development of effective communications channels for sharing learning products within MPTFO and across Funds Secretariats;
- Design and implementation of training on workforce management through an online platform.
3) Supports talent and performance management analytics through development of a comprehensive HR manual focusing on achievement of the following results:
- Support with developing tracking of and reporting on performance management and career development in consultation with the Senior Management;
- Implementation of effective systems for the performance evaluation, including training to supervisor for an effective use of the tool leading to career development. Advice on work plan, monitoring and performance team evaluation.

- Master’s degree in human resources management, learning technologies, education, or other related social sciences OR
- Bachelor’s degree in the same fields with additional 2 years of experience will be accepted in lieu of the master’s degree.
- A minimum of 5 years with master’s degree or 7 years with bachelor’s degree of progressively responsible experience in talent management/human resources in public or private sector or international organization.
- Experience in developing online platforms for workforce/performance management metrics reporting in UNDP or UN agencies;
- Ability to perform a broad range of specialized activities related to HR with focus on knowledge management and training.
- Extensive experience with software tools to document ideas (Lucidchart, etc) and data analysis (Excel, etc);
- Extensive hands-on experience and knowledge of learning technologies, instructional design and Project Management.
- Strong writing skills and the ability to synthesize information.
- Experience using qualitative and quantitative analysis in developing strategy/training materials;
- Relevant experience in organizing and delivering learning programmes.
