Background

Ethiopia has entered into various international and regional commitments aimed at guaranteeing gender equality and women’s empowerment. These include the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol) and the Beijing Declaration and Platform for Action. As part of these commitments, Ethiopia is expected to periodically report on the achievements and challenges encountered in the process of implementation.

The Beijing Declaration and Platform for Action originating from the Fourth Conference on the Status of Women in 1995 is one of the most comprehensive international commitments on the rights and benefits of women laying out strategic directions for states to implement on 12 critical areas of concern on gender equality and women’s rights. States are expected to undertake comprehensive national level reviews and submit reports on Beijing’s implementation every five years. Accordingly, Ethiopia has submitted reports in 1999, 2004, 2009, 2014 and 2019. The Beijing+25 report submitted in 2019 after a comprehensive and participatory process was a success in showcasing Ethiopia’s accomplishments in the implementation of the Beijing Declaration and the implementation of the Sustainable Development Goals (SDGs) as well as in identifying the gaps and limitations.

On the 30th Anniversary of the Declaration, countries are expected to undertake comprehensive reviews and report on the achievements, challenges, and setbacks in the implementation of the declaration and platform for action in the period from 2020-2024. The review expected to be participatory and involve all relevant stakeholders within and outside government. The Ministry of Women and Social Affairs is leading the review process and will establish a Steering Committee at Ministerial level and technical committee coordinating the preparation of the report.

The ministry and the Committees will be assisted by a national consultant who can provide technical support through the review and report preparation process. This TOR is therefore prepared to guide the recruitment of the consultant.

 

Duties and Responsibilities

The consultant will have the following main tasks:

  • Identify and collect primary and secondary data from relevant stakeholders, institutions and sources to compile the necessary information as per the guideline,
  • Facilitate feedback sessions with the Beijing+30 preparation technical committee;
  • Compile and produce first draft of the Beijing+30 report based on the inputs collected from relevant institutions and other information sources;
  • Present the draft report and facilitate consultations with relevant stakeholders from the government, civil society organizations, women and youth associations, the private sector, academia, and the media;
  • Present the draft report and facilitate a validation workshop;
  • Incorporate comments on the first draft, finalize the draft report and submit a quality report to the Ministry of Women, and Social Affairs as per the standard reporting guideline and by the specified deadline;

  • Demonstrating excellent interpersonal communication skills.

 

Required Skills and Experience

Educational Background

  • A minimum of post graduate degree (MA or PhD) in gender and development studies, human rights, law, international relations, political science, or related field.

Professional Background

  • At least 10 years’ experience working on gender equality and women’s empowerment,
  • Experience working on similar or comparable assignments, particularly in preparing international and/or regional country reports,
  • Strong knowledge of international and regional legal and policy issues and particularly on gender equality and women’s empowerment is essential,
  • Experience in socio-economic analysis and research on gender issues in the Ethiopian and African context,
  • Experience in qualitative and qualitative data collection and analysis,
  • Demonstrated skill in drafting reports.

Language

  • Fluency in spoken and written English and Amharic.
