OBJECTIVES OF THE PROGRAMME

L’une des fonctions essentielles de l’OMS est de diriger et coordonner l’action sanitaire en favorisant la collaboration avec les parties prenantes, en mobilisant les partenariats et en galvanisant les efforts deployes par differents acteurs de la sante pour faire face aux defis sanitaires nationaux. L’OMS travaille en partenariat avec le systeme des Nations Unies, les organisations internationales bilaterales et multilaterales, la societe civile, les fondations, les universites, les institutions de recherche et les communautes en vue d’ameliorer la sante et assurer le bien-etre de populations. Au Senegal, le Gouvernement coopere avec une multitude d’acteurs bi- et multilateraux, des Fonds, des Initiatives, des organisations non gouvernementales et des structures intervenant dans le domaine de la sante. La plupart d’entre elles sont rassembles au sein d’un groupe thematique qui vise la facilitation et la rationalisation de leurs relations avec le Ministere charge de la sante en particulier, ainsi que les autres secteurs de developpement ayant un impact sur la sante.Cette fonction/position comprend la direction strategique, programmatique et technique requise dans le domaine de la sante sexuelle et reproductive et l’amelioration de la qualite des soins maternels, neonatals et infantiles et des adolescents au sein du bureau de pays du Senegal.

DESCRIPTION OF DUTIES

Sous la supervision generale du Representant de l’OMS et la supervision directe de l’administrateur des programmes de sante de la femme, de l’enfant et de l’adolescent au sin de l’equipe d’appui multi-pays, le ou la titulaire du poste s’acquittera des principales taches suivantes :1. Assister le pays dans la planification, la mise en œuvre et le suivi evaluation en matiere de sante sexuelle et reproductive (SSR) en collaboration avec les autres organismes impliques dans ce domaine et dans le cadre de la programmation commune du Systeme des Nations Unies et la Strategie de Cooperation avec le Pays (SCP)2. Soutenir l’acceleration de l’adoption, de l’adaptation et de la mise en œuvre des lignes directrices de l’OMS sur la sante sexuelle et reproductive y compris les modules de formation de base et continue 3. Faciliter une approche integree dans la prestation des services et des soins de qualite a chaque etape du cycle de la vie delivres a tous les niveaux du systeme de sante dans le cadre des Soins de Sante Primaires (SSP) et de la Couverture Sanitaire Universelle (CSU), en utilisant l’approche de l’auto-soins et de la delegation des taches 4. Appuyer le pays a ameliorer l’acces des adolescents a la sante sexuelle et a leurs droits reproductifs5. Soutenir le pays a promouvoir a ameliorer la qualite des soins de sante sexuelle et reproductive 6. Soutenir le suivi des progres accomplis dans la realisation de ces resultats y compris dans le cde la mise en œuvre de la carte de score sante sexuelle, reproductive, maternelle, infantile et de l’adolescent (SRMNIA)7. Contribuer au dialogue politique et a l’etablissement des partenariats efficaces avec les bilateraux, les multilateraux, les donateurs, les programmes connexes et la societe civile pour la SSR 8. Contribuer a l’elaboration de protocoles de recherche operationnelle dans le domaine de la sante sexuelle et reproductive 9. Appuyer la mise en œuvre solutions innovantes y compris la sante digitale en vue d’ameliorer l’utilisation des services de sante reproductive et maternelle10. Appuyer la documentation / publication des experiences pays11. Effectuer toute autre tache assignee par le Representant

REQUIRED QUALIFICATIONS

Education

Essential: – Doctorat en medecine;Diplome universitaire superieur en gynecologie et obstetrique et / ou en sante publique
Desirable: – Formation sur le renforcement du systeme de sante pour une Couverture Sante Universelle ou une formation en Sante Publique- Formation dans le domaine des Urgences Humanitaires serait un atout

Experience

Essential: – Au moins cinq (5) annees d’experience professionnelle pratique et pertinente dans le developpement, la mise en œuvre et l’evaluation de programmes de sante reproductive et maternelle. – Experience prouvee dans le developpement et la mise en œuvre de programmes de formation en sante reproductive et maternelle bases sur les directives de l’OMS,- Une bonne connaissance du systeme de sante du Senegal
Desirable: Experience dans des postes d’appui administratif au sein de l’OMS ou dans une autre agence des Nations Unies est un atout. • Une experience dans les systemes bases sur Oracle ou un autre systeme similaire a ERP est un atout• Bonne connaissance de la problematique du genre, equite et droits humains• Connaissances avancees de MS Office et connexes (Word, Excel, PowerPoint, etc

Skills

– Solides connaissances et competences dans l’elaboration et la gestion de programmes de sante reproductive et maternelle- Une connaissance des guides et des outils de sante reproductive et maternelle est souhaitable.- Des connaissances et une experience en matiere de sante reproductive et maternelle et de droits reproductifs des adolescents et des jeunes seraient un atout.- Une aptitude a travailler au sein d’equipes techniques multidisciplinaires- Une maitrise des logiciels standards MS Office et d’Internet

REMUNERATION

Remuneration comprises an annual base salary starting at XOF 33,181,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
