Context

Anchored in the UNDP country program (2021-2025), and drawing on lessons from its SDG16+ portfolio (2018-2023), as well as an analysis of vulnerabilities, stakeholder dynamics and capacities, UNDP , in collaboration with its national partners, has developed a new portfolio, entitled, “Governance as a lever for socio-economic development in Tunisia”. It will engage institutions, civil society and the private sector to leverage accountable and effective governance to accelerate socio-economic development through an integrated area-based approach that places people at the center of local solutions . The portfolio’s intervention is based on the principle that a just society, free of corruption, and where vulnerable people are included in the search for solutions through partnerships between public institutions, civil society and the private sector, could accelerate progress. towards Tunisia’s Vision 2035 and its 2023-2025 National Development Plan.

In order to support the government’s efforts to implement planned reforms and to master the aforementioned challenges, the proposed portfolio aims to contribute to sustainable development in Tunisia, through support for the following expected results:

  • Outcome 1:  Transparency and accountability are effectively strengthened to prevent corruption at local and national levels and promote the equitable delivery of quality services to the population.
  • Outcome 2:  The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities.
  • Outcome 3:  People have access to their rights and increase their confidence in more responsive, people-centered and human rights-respecting security and justice services.
  • Outcome 4:  Data produced and analyzed to ensure adaptive management, quality programming and strengthening of program results.

In this context, UNDP intends to recruit an expert in local development  to support the execution of portfolio activities.

 

Duties and responsibilities

The local development expert will be responsible for supporting the execution of the UNDP portfolio, and more particularly the implementation of basic service and productive infrastructure projects identified participatively as part of the effect . 2 [The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities].

He/she will be responsible in particular for:

1)Provide technical assistance to identify basic service and productive infrastructure projects to be implemented.

  • Analyze Local Development Plans or any planning tool to identify the most appropriate projects to implement. Their intercommunal nature, the allocated budget, the size, the complexity of the studies, etc. will be taken into account.
  • Coordinate with partners at the local level [local authorities, private sector, civil society, residents] to identify their needs and ensure their ownership of identified projects. Without being exhaustive, this could involve the coordination, animation, documentation of prioritization meetings and/or workshops in the regions. 
  • Develop the necessary documentation [Functional program, terms of reference [TOR], presentation, information sheet etc.] to ensure advocacy and ownership of projects 

2) Technically support the preparation and implementation of basic services and infrastructure projects 

  • Provide technical support and facilitate the mobilization of funding, particularly from public and private stakeholders [contact, review of strategic documents, coordination, etc.]
  • Provide strategic advice to both local level partners and the UNDP team on legal and operational procedures to execute identified projects [ordering and awarding of concession contracts or partnership contracts, etc.] .
  • In close collaboration with portfolio engineers, support the recruitment processes of experts, design and control offices to implement projects [development of TOR, revision and quality assurance of deliverables [documents, technical studies , tender documents, contracts etc.] and coordinate their validation with partners
  • Develop project sheets and progress reports by detailing [i] their strategic aspects, [ii] their contribution to the SDGs [iii] their monitoring indicators, etc.

3)Ensure the monitoring and finalization of basic services and infrastructure projects according to the quality standards promoted by UNDP

  • Contribute to work meetings at local and regional level, including site meetings,
  • Support the engineering team in the implementation of projects and particularly in the event of programmatic change and necessary readjustment,

4) Support the valorization, capitalization and communication on basic services and infrastructure projects 

  • In collaboration with UNDP experts, support the development of communication products for impact projects [information sheets, videos, terms of reference, blog, any documents deemed necessary, etc.]
  • Support the design, organization and communication of valorization and capitalization activities for basic services and infrastructure projects [mission with technical and financial partners, UNDP experts, etc.]

5) Technically assist the implementation of activities related to local development of the UNDP portfolio

  • Advise and coordinate with members of the project team and UNDP in general to ensure the implementation of activities related to outcome 2 and the entire portfolio [participation in meetings, panels etc.]
  • Support the development of team documents [progress report, Work Plan, mission, purchasing etc.] 
  • Carry out other tasks requested by the CTP relating to both the operational and technical aspects as part of the implementation of UNDP portfolio activities

 The person will be called upon to perform other tasks falling within their functional profile and deemed necessary for the proper functioning of the Office and the Organization.

 

Institutional arrangements

The local development expert will carry out the tasks incumbent on him, in accordance with the description indicated above, under the supervision of the Principal Technical Advisor [CTP] of effect 2  and the Inclusive Growth and Human Development Team Leader in the event of interim CTP and in close collaboration with portfolio experts. According to the integrated approach of the portfolio, the local development expert will work in a transversal manner, in collaboration with all the teams responsible for implementing the Effects, as well as with the portfolio coordination team. on strategic issues related to learning, monitoring and evaluation and knowledge management.

Minimum Qualifications

Education
  • Advanced university degree in civil engineering, public administration, economics and management sciences, engineering or any field related to governance and/or local development OR
  • Completion of undergraduate degree supplemented by two additional years of relevant experience will be given due consideration in place of the Master’s degree.
Minimum years of professional experience 
  • Minimum 2 years (with a Master’s degree) or 4 years (with a Bachelor’s degree) of professional experience in local development or similar field is required
Required skills and competencies
  • Proficiency in IT tools is required
  • Good written and oral communication skills. 
 Desired Experiences and Skills
  • Experience with the United Nations and in particular UNDP would be an asset
  • Practical knowledge of management and monitoring tools
  • Experience in establishing performance standards and objectives, and assuming related responsibilities Partnership and Networking
  • Experience in the implementation of public projects and in the implementation of participatively identified local development projects. 
Required language[s]
  • Fluency in Arabic and French is required.
  • Knowledge of the English language is an advantage.
