Mission and objectives
UNDP is the knowledge frontier organization for sustainable development in the UN Development System. It serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a continuous spectrum of in-depth local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

The United Nations Guiding Principles on Business and Human Rights (UN Guiding Principles) is widely recognized as the most authoritative, normative framework guiding efforts to reduce or eliminate the adverse impact of business operations on human rights. Experts have described it as the single most important innovation in promoting sustainable business practices in the last 25 years – a role that is reinforced by its inclusion as one of the Means of Implementation of the 2030 Agenda for Sustainable Development (2030 Agenda).

Context
Gender equality is a fundamental human right and crucial for achieving the Sustainable Development Goals. It is central to UNDP’s support to countries to achieve the 2030 Agenda and the Sustainable Development Goals (SDGs), the AU Agenda 2063 as well as other commitments agreed by UN Member States. Despite progress in Africa, women and girls face significant disparities in economic, social, and political opportunities. Major challenges include limited access to land, credit, education, and influence over resources. Women and girls continue to face gender-based violence, limited legal rights, and restricted access to healthcare and political participation.

The Regional Project on Advancing Gender Equality and Women’s Empowerment in Africa aims to enhance the capacity of regional partners including the African Union Commission (AUC), Regional Economic Communities (RECs) and Civil Society Organizations (CSOs) to have enhanced evidence-based knowledge and capacity to advocate and support their Member States to fulfill their gender equality and women’s empowerment commitments. It is in line with UNDP’s Strategic Plan 2022-2025, Gender Equality Strategy 2022-2025, Regional Program 2022-2025, and AUC’s Gender Equality Strategy (GES 2017-2027). It supports AU’s Agenda 2063 Aspirations to address these challenges. The project also contributes to SDG 2030 Goal 5 (Gender Equality) and related targets under several other goals, reinforcing its commitment to advancing gender equality and women’s empowerment.

The project specifically aims to contribute to the achievement of the four pillars of the AU-GES (2017- 2027) through i) economic empowerment and financial inclusion for women and girls; ii) reduction and criminalization of violence against women and girls, and their participation in peace processes; iii) protection of women’s rights through national laws and judicial systems, including property and inheritance rights, education, and civil liberties; and iv) equal participation of women and girls in leadership and decision-making positions.

Task description
Support towards the planning and implementation of the Gender Equality and Women’s Empowerment Regional Project:
• Support day-to-day planning, implementation, and monitoring aspects of the Gender Equality and Women’s Empowerment regional project.
• Assist in providing inputs to the preparation of monthly, quarterly, and annual progress reports (including donor reports where applicable).
• Assist in planning and organization of regional/country-based policy dialogue, capacity building, and training events.
• Support the organization of consultative and other meetings, and conferences including maintaining relevant databases, and follow-up with participants.

Assist in the collection and analysis of information on Gender Equality and Women’s Empowerment and provide gender-specific analytical support:
• Assist in collecting and analyzing information and provide gender-specific analytical support to the Gender team towards the development of strategies, policies, and country support.
• Assist in coordinating the review of country project proposals, policy briefs, and strategies to include gender.
• Contribute to research/assessment for analytical and communication products, including draft working papers, analysis, and inputs to presentations.
• Assist in the preparation and design of knowledge products and advocacy materials, brochures, newsletters etc.

Contribute to the development and implementation of the project monitoring and evaluation plan:

• Assist in designing data collection instruments (e.g., surveys, checklists, interview guides).
• Assist in preparing relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
• Support in identifying opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
• Perform other complementary duties as required, including a task necessary to ensure the complete, timely, and successful delivery of the Unit’s work plan.

This assignment is funded by the Government of Finland and therefore specific criteria apply.

ELIGIBILITY
– Candidates must be Finnish nationals and must have knowledge of Finnish or Swedish.
– Candidates must be between 18 and 29 years of age at the time of application (the above age range does not apply)
– Candidates who already served on a UN Youth Volunteer assignment funded by the Government of Finland are not eligible.

Requirements
Required experience
1 years of experience in or demonstrated interest in providing support to policy advice and program support in the general area of gender equality and women’s empowerment in different development contexts.
• Experience in liaising with external stakeholders and implementing projects in developing countries and multi-cultural settings.
• Skills required for the assignment: writing/documentation, measurement, and evaluation, capacity building, meeting planning. Excellent computer skills and strong analytical skills.
• Previous experience as a volunteer and/or experience in another culture (i.e. studies, volunteer work, internship) would be highly regarded.

Living conditions and remarks
Addis Ababa is the capital city of Ethiopia. The population is estimated at 5 million or so. Addis Ababa is located in the Ethiopian highlands at an altitude of 2,500-2,700 meters. The climate is sunny, but it can be very cold at night, with freezing temperatures at times. It is therefore advisable to bring warm clothing and foresee using heaters and/or log fires when necessary. Addis Ababa is the headquarters for the UN Economic Commission for Africa as well as the African Union. Thus, there is a very large community of expatriates from all over the world. There are some 80 embassies/diplomatic missions. Housing is most of the time readily available and the rents are, on average, reasonable. Most foodstuffs, beverages, household goods, furniture, and clothing, mostly imported from the Middle/Far East, South Africa and Europe, or local brands, can be found, although they can be expensive. Meat, fish, fresh fruits and vegetables are cheap and abundantly available.

The basic infrastructures – roads, utilities, and telecommunications – are below standard, as are medical facilities, which are still largely inadequate, although a few private clinics and hospitals provide reasonably good routine care. There are lots of tourist attractions to visit around the country, although the amenities are often poor to average. Several restaurants around the city serve local or international cuisine and there are numerous social and cultural events throughout the year organized by the international and local communities. Sports facilities (fitness, tennis, swimming, riding, golf, etc.) exist in the major hotels or different establishments around the city. There are no major or special security concerns within Addis Ababa city limits.
