Water resources management is a pressing issue in Yemen due to its arid climate and limited water availability. Yemen faces significant challenges in this regard, including limited agricultural productivity, high levels of malnutrition, and vulnerability to natural disasters.

With BMZ funding through the German Development Bank (KFW), UNDP Yemen and KfW have established a partnership focused on enhancing water resources management and food security in the country. These collaboration aims to address the critical challenges faced by Yemen in these areas and contribute to sustainable development.

In addition, KFW and UNDP Yemen acknowledge the importance of addressing food security concerns in the country. To tackle these issues, the KFW-UNDP partnership focuses on promoting sustainable agricultural practices, supporting small-scale farmers, and strengthening local food systems. By enhancing agricultural productivity and ensuring access to nutritious food, these initiatives contribute to reducing hunger and poverty in Yemen.

Recognizing the urgent need to address these challenges, KfW and UNDP have joined forces to implement an integrated water resources management project that aims to enhance the resilience of agriculture and food security in Yemen. The project (Integrated Water Resources Management to Enhance Resilience of Agriculture (ERA) and Food Security) includes the construction and rehabilitation of water infrastructure to increase agricultural production, promoting access to markets, and empowering women in agriculture value chain in Yemen.

The overall objective of the project to enhance the livelihood resilience of poor Yemenis who depend on primary water sources for productive uses. This objective of this 3 year-project will be achieved by investing in new water harvesting infrastructure aimed to augment existing supplies to efficiently capture surface water as well as sustainable groundwater such as small to medium surface and subsurface dams, dykes, weirs, etc. The objective will also be achieved by rehabilitating existing damaged or unmaintained infrastructure which could include community cisterns, shallow wells, canals, soil erosion control measures, bank protection, low-tech agricultural infrastructure, flood protection structures (gabions, terraces, and embankments).

UNDP Yemen seeks to hire an NPSA 11 National Project Manager to provide results-based project management for the project described above.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the National Project Manager will be responsible for the overall coordination of the project activities. He/She will supervise the community mobilizers and the responsible parties.

Summary of Key Functions:

  1. Support project management, implementation and coordination.
  2. Support building strategic partnerships and resources mobilization.
  3. Results based management monitoring and evaluation and reporting.
  4. Assist in Knowledge Building and management.
  1. Advise on project management, implementation and coordination:
  • Support the development of the work plan, activities, targets, budget, standards for measuring progress and results and determine the processes, tools and methodologies to be used to ensure effective and efficient project implementation and operations.
  • Coordinate with relevant stakeholders to ensure effective implementation of project activities.
  • Ensure accurate and timely submission of project reports to the funding agency and other relevant stakeholders.
  • Support monitoring of the project progress and make necessary adjustments to ensure successful completion within the set timeframe.
  • Prepare regular reports on project status, achievements, challenges, and recommendations for improvement.
  • Ensure the achievement of outputs in line with the approved Annual Work Plan through the day-to-day planning, management and implementation of activities.
  • Ensure full coordination, liaison, and communication between the contracted Responsible Parties for coherent design and complementary execution of projects at the community level.
  1. Participate in building strategic partnerships and resources mobilization:
  • Engage in a constructive dialogue with partners in Yemen, KfW, and other stakeholders, especially to maximize consistency and synergy between the various support components, as informed by the priorities of the project document.
  • Maintain dialogue with government officials, both local and national, civil society, partners, donors and communities to provide knowledge and understanding while ensuring accurate interpretation of the project objectives.
  • Support the creation of tools and communications materials to promote project objectives, establish contact as a focal person for project in support to the UNDP CO cooperation with the KfW and other donors.
  • Maintain relationships between the project and the donors through the Project Board and present a clear analysis of how their financial support has contributed to the results they requested and promote the institutional development efforts to new donors.
  • Fosters an open and transparent communication within the project team.
  • Ensures the substantive quality of all knowledge products, reports and services, and their effective integration and compatibility with other practice areas.
  • Prepares professional articles and papers.
  • Expands outreach to the UN, national governments, regional development agencies, private sector, non-government, and international development organizations.
  • Ensures that development results are communicated; conducts monitoring missions to inform reporting and updates, including reports to donors and partners.
  • Provides quality assurance of monthly reports, accountability reports, engagement reports, and advocacy documents with stakeholders, including quarterly, annual, and final progress reports.
  1. Results based management monitoring and evaluation and reporting:
  • Provide support to the project team and the Responsible Parties on the achievement of specific results of the project as per the AWP.
  • Coordinate the preparation of concept notes, project proposals, work plans, regular donor progress and impact reports for the project.
  • Participate in all internal and external (coordination) meetings representing the project.
  • Maintain proper documentation of project activities, including meeting minutes, financial records, and project communication.
  • Manage and monitor identified project risks and issues and update the status of these risks and issue in Quantum.
  • Plan and prioritize work activities to meet organizational goals; and organize and oversee work processes efficiently to achieve quality results.
  • Ensure proper monitoring and evaluation procedures are instituted in all project activities and proper monitoring of project progress against annual and quarterly work plans and budgets.
  • Facilitate proper monitoring of project inventory, attendance records, filing system.
  • Undertake any other duties as may be required by the Project Manager.
  1. Assist in Knowledge Building and management:
  • Promote cross-unit teamwork and skills development for the project team members through coaching and mentoring.
  • Capture and disseminate lesson’s learned and best practices to contribute to learning on the project.
  • Participate in international knowledge networks and other fora to draw on best practice and lessons learned in other similar contexts to apply to Yemen.
  1. Gender Equality and Women’s Empowerment:
  • Supporting gender mainstreaming throughout the project life cycle including design, planning, implementation, monitoring and evaluation.
  • Ensure coordination and partnership with national gender mechanisms, women-led organizations, academies, networks, forums, etc.
  • Support the institutional and technical capacity of the project team and stakeholders on gender equality and women’s empowerment as well as social safeguards aspects.
  • Support the implementation and reporting of gender-responsive actions and allocating the required resources.
  • Contribute to the country office communication, and knowledge management system on gender equality and women’s empowerment.

Institutional Arrangement

  • The National Project Manager will be based in UNDP’s sub-office in Aden.

Required Skills and Experience
Education requirements
  • Advanced university degree (master’s degree or equivalent) in Public Administration, Development Studies, or Social Sciences is required.
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience
  • Minimum of 7 years with master’s degree or 9 years with bachelor’s degree of relevant experience in managing projects in the field of community engagement, conflict management, and infrastructure rehabilitation and development.
Required Skills

 

  • Proven experience in peacebuilding, water resource management, and capacity development is required.
  • Demonstrated strong understanding and experience of planning and consensus building, strong analytical skills combined with good judgment is an asset.
