OBJECTIVES OF THE PROGRAM

The mission of the WHO Health Emergencies Program is to support countries and coordinate international action to prevent, prepare for, rapidly detect, respond to and recover from epidemics and other public health emergencies.

PURPOSE OF CONSULTANCY

The main objective of this position is to support the hub in the generation and use of the most up-to-date scientific knowledge to strengthen the capacities for preparedness and response to health emergencies in the countries covered by the regional health hub. emergencies in Dakar. The expert recruited for this position will regularly carry out an analysis of scientific and gray literature as well as WHO normative documents as well as those of partners to support and accompany the implementation of the actions of the regional emergency hub of the WHO. WHO in Dakar. The expert will coordinate the design and development of the various training and capacity building activities of WHO member states covered by the Dakar hub. Finally, he will coordinate scientific efforts and activities relating to the design and publication of WHO work carried out at the WHO regional emergency hub in Dakar.

DESCRIPTION  OF DUTIES

Under the supervision of the Dakar Hub coordinator and in collaboration with the lead teams of the various programs, the incumbent will support the areas of work of these programs in terms of design and publication of scientific work and strengthening the technical capacities of states. members covered by the WHO regional emergency hub in Dakar. The incumbent will work closely with all programs (EMR, EMP, OSL, HIR and STS) in identifying and responding to operational challenges.

On this basis, the person recruited for this position will be responsible for the tasks listed below:

o    Analyze and monitor information from scientific and gray literature that can accompany and support the hub’s actions

o    Coordinate and monitor actions related to the design and publication of the hub’s various scientific publications

o    Coordinate and monitor training and capacity building activities initiated by the hub and its various program entities

o    Support and work in close collaboration with the emergency teams of the WHO country offices covered by the Dakar hub in building capacities for public health research

o    Contribute to the analysis and dissemination of best practices and lessons learned in the management of public health emergencies to WHO offices, member states and partners.

o    Liaising with the various program managers, support and work with the communications team in providing the updated data and information needed for media briefs, Regional Director talking points, etc.

o    Support various programs of the Dakar Hub in the organization of support interventions to the country offices in West and Central Africa, particularly in terms of research, training, capacity building, etc.

o    Perform any other related tasks required by the functional supervisor​​.

REQUIRED QUALIFICATIONS

EDUCATION

*Essential

o   University degree in public health, epidemiology or a related field.

Desirable

o   Having a PhD will be an asset

EXPERIENCE

Essential

A minimum of 2 years of related experience, nationally and internationally, in healthcare operations management, with proven experience in research, training in an academic environment

Related experience in learning processes, publications, strategic thinking and analysis.

Proven experience in designing and publishing scientific articles in high-impact journals

 * Desirable

Relevant professional experience in epidemics and/or management of health emergencies, humanitarian crises, or in complex organizations.

Experience in academic, teaching and research environments for the design and implementation of teaching and coaching programs. Similar experience within relevant humanitarian, UN or non-governmental organizations would be an asset.

Voyage:

All official travel carried out by staff during the exercise of their mission will be the responsibility of the WHO.

Remuneration 

XOF 1,405,000 per month or 16,860,000 per year.
