Mission and objectives
The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).
Context
The East and Horn of Africa has long been centre stage for conflict and forced displacement with Kenya currently hosting 676, 332 refugees and asylum-seekers. Established in 1991and situated in Garissa County, the Dadaab Refugee camps are now home to 373,256 individuals (76, 540 households).
Somali refugees are the majority, representing more than 96% of the population. Figures as of October 2023.
Refugees and asylum-seekers have been living in extremely challenging conditions for more than three decades. Between March 2022 and April 2023, a total of 135,967 individuals/31,432 households of new arrivals were profiled with 70,451 individuals/16,487 households profiled pending registration.
Positive steps are being taken. The Garissa Integrated Socio-Economic Development Plan (GISEDP) launched on 28 September 2023 and the Shirika Plan will be launched in December 2023. These are pioneering approaches, led by the Government of Kenya and will benefit refugees and asylum-seekers and host communities alike, transitioning from refugee camps to integrated settlements.
The volatile security situation in Dadaab continues to hinder smooth access to asylum and mobility for refugees. Exacerbated by the encampment policy, refugees face restrictions freedom of movements, as well as access to business and livelihood opportunities.
Under the direct supervision of the Head of Sub-Office, the Associate Information Management Officer (AIMO) is responsible to support data and information management and related activities at the UNHCR Sub-Office in Dadaab. The incumbent supports the Registration Officer and other data management staff with information management and data analyses for the operation. S/he assists in ensuring coordination, proper planning, and delivering on data and information management activities in liaison with the Representation Office in Nairobi. S/he also works closely with PoCs in terms of data collection and support all units including, inter-alia, the Executive Office, Protection, Programme, Field, WASH, Shelter/CRIs and Supply within the Operation with empirical and analytical data. The data shared is aimed at facilitating evidenced-based planning and programming in favor of PoCs.
Information and data management covers the assessment, design, implementation and evaluation of data and statistical related activities. This includes assessment of the information landscape; definition of information and data needs; design of data and information activities, including data collection, analysis, storage, and dissemination; implementation of data and information management activities; monitoring and evaluating data management activities. The focus is largely on operational data along with financial and human resource; data related to assessment, planning, monitoring and evaluation. These are the data, information and analysis needed to deliver robust and comprehensive assessments and evaluations, and support results-based planning, monitoring, and reporting implemented by UNHCR and its partners.
Data management activities also include indicator definition and guidance, statistical analysis, data collection methods including survey design, geographical and geospatial analysis, estimation and triangulation, data anonymization and storage, production and dissemination of data and information products, use of specialized tools, and capacity building of staff, partners, and relevant national authorities.
Task description
Within the delegated authority and under the supervision of Head of Sub Office or his/her designated mandated representative(s), the UN Volunteer Associate Information Management Officer will:
• Support data collection through the UNHCR Corporate registration tool, proGres v4;
• Where indispensable, design/develop supplementary data collection tools/templates that are in synchrony or compatible with the corporate tool;
• Monitor data-related activities, information systems including data synchronization;
• Support the registration of PoCs including enrollment in BIMS;
• Administer/trouble shoot applications and field server machines and/or related devices;
• Monitor PRIMES user management, user accounts, and access permissions;
• Closely monitor to ensure quality data collection, data accuracy and consistency;
• Analyze data and produce various standard reports and dynamic dashboards;
• Produce statistical reports for various units aimed at evidenced-based decision making;
• Assist with capacity building on the use of new tools/templates on mobile devices i.e., tablets, smartphones, etc., developed for specific purposes based on need and conduct other IMO related trainings;
• Assist with configuration of data tools as appropriate;
• Conduct data clean up and related activities to ensure data credibility;
• Assist with the production of maps to facilitate operational activities including volrep;
• Assist with data transfer from Dadaab Business Unit to destination country units;
• Support in creating assistance plans and generate manifest for Global Distribution Tool (GDT);
• Prepare monthly statistical reports/dashboards for the Dadaab Operation;
• Undertake other duties/responsibilities that may be assigned by Supervisor or snr. management.

Required experience
3 years of experience in data or statistical field, 2 years in international context, 2 years in humanitarian or development situation;
• Experience with data sharing, data management and data analysis to support policy formulation and implementation;
• Excellent oral and written skills; good drafting/reporting skills;
• Excellent inter-personal skills, culturally and socially sensitive; ability to work inclusively and collaboratively with a range of staff including from various units;
• Organizational commitment

Other information
Living conditions and remarks
Dadaab town is in the North-Eastern Province of Kenya. It is in a semi-arid area and is mostly dry and hot all year round with some rains during specific periods. Due to the isolation of the duty station and ongoing security concerns, the duty station is categorized as hardship category ‘E and substantial security level. The UN compound is surrounded by Hesco fences, and there is a curfew in place from 6 pm to 6 am, when the external gate is closed.
All movements outside the UN compound to and within the refugee camps requires armed police escort.
To mitigate the effects of hardship and psychosocial stress and to allow reunion with family members, the International recruited personnel are granted 5 consecutive calendar days of Rest and Recuperation after every 6 weeks plus actual travel time.
Banking facilities are available through a local bank, such as Equity Bank and ATMs are also operational in Dadaab town in which staff may open an account and withdraw cash with certain debit/credit cards.
Internet and communications networks are available at the compound. Remoteness, isolation and lack of entertainment in social life are the factors to also be considered prior to applying. There is, however, a gym and a tennis court available, as well as space around the compound for exercising.
Security Considerations:
The security situation continues to be a challenge in Sub Office Dadaab, and the candidate needs to undergone proper security training including the mandatoty SSAFE training. Meanwhile, staff movements in the Dadaab Operation are restricted, and all staff are obliged to adhere to security advisories. Staying in the office compound is regulated by a curfew in effect during the night and the requirement to answer daily radio checks.
Dadaab is at UN security level (SLS) 4 as a duty station.
Kenya is a unique country and UNHCR is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
