OBJECTIVES OF THE PROGRAMME
The mission of the Division of WHO Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain all hazard emergencies, as described under the IHR (2005) and to provide effective relief and recovery to affected populations.
The WHE Division brings together and enhances WHO’s operational, technical and normative capacities in health emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.
The European Centre for Preparedness for Humanitarian and Health Emergencies (PHHE) aims at strengthening WHO/Europe Member States’ capacities in preparedness for humanitarian and health emergencies through innovative, collaborative and sustainable approaches to capacity building, including through the development and implementation of training opportunities in emergency and disaster risk reduction, the provision of tailored country support in sustainable capacity building, and the facilitation of access to capacity building resources in the Region.
DESCRIPTION OF DUTIES
The position will oversee the development and implementation of Geographic Information Systems (GIS) technologies and digital health strategies tailored for use in health emergencies, in line with the Regional digital health action plan for the WHO European Region 2023–2030. This role is integral in enhancing the capabilities of the World Health Organization (WHO) and its Member States within the European region, aiming to improve emergency preparedness and response. The role primarily focuses on leading the development and deployment of innovative digital health solutions and geospatial strategies, specifically designed to address the unique challenges of emergency contexts in the European region.
Generic duties:
- Provide technical leadership and managerial support within the Division, in the area of GIS and digital health for emergencies ensuring that activities in this area are carried out efficiently and effectively.
- Develop and proposes technical health policies and strategies for implementation through collaboration with WHO Headquarters, Regional and Country Offices and provides advice in developing further the Geospatial and digital health technologies for strengthening and improving technical capacity of target clienteles.
- Manage the programme area in delivering its objectives through efficient managing a small team of technical staff, financial resources and effective work planning to optimize the programme’s deliverables in line with the mandate of the Organization.
- Lead and conduct research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.
- Manage the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.
- Serve as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.
- Liaise with and utilizes partnerships in other UN Agencies, Donor, or research institutions in the Geospatial and digital health technologies area to position the technical area of work and implementation into Global and/or National policies.
- Represent the programme area of work at various meetings to advocate for GIS and digital health technologies.
- Perform all other related duties as assigned.
Specific duties:
- In collaboration with WHE Europe Programmes, lead the development of the Regional Digital Health Architecture for emergencies
- Provide expert guidance on policy, procedures, and best practices related to digital health in emergencies and geospatial information management and supervising the respective functional areas and teams involved in these initiatives.
- Establish a comprehensive geospatial hub, serving as a central point for collating, analyzing, and disseminating geospatial data, essential for risk analysis, strategic planning, and decision-making
- Oversee the activities of the geospatial hub and the digital health teams, develop the workplan, coordinate the work and coach the team members.
- Collaboratively participate in and support the development and implementation of new concepts, tools, and strategies to enhance digital health in emergencies.
- Map existing resources (human resources, approaches, tools) related to digital health and GIS-based technologies within WHO, Member States, and partners in the WHO/Europe Region and assess the needs
- Improve data use, information sharing, and visualization for informed planning and decision-making in emergencies.
- Contribute to assessing health information systems advising on emergency response data management workflows.
- Oversee the design and conduct training courses on digital health for emergencies and GIS for diverse audiences.
- Contribute to the development of the strategy of the Centre for Preparedness for Humanitarian and Health Emergencies
- Perform any other related duties, as required by the functional supervisor
REQUIRED QUALIFICATIONS
Education
Essential: An advanced university degree (Master’s level or above) in Information Management, Business or Public Administration, Public Health, Epidemiology or in a related field.
Desirable: Additional degree(s) at postgraduate level or higher in one of the above fields. Specialization in planning and/or information management systems. Specific training GIS and Geospatial Analysis or emergency information management.
Experience
Essential: A minimum of 7 years of professional experience, at an international level, in designing complex Health Information Systems, the use of GIS in public health and advanced Geospatial Analysis, data management and information dissemination in the public health sector or health development sector. Demonstrated experience in the use of business analytics tools and information management software, such as Power-Bi, Activity Info, or DHIS2. Experience in developing and promoting collaborative partnerships.
Desirable: Experience in project management. Knowledge and understanding of WHO mandate, policies and processes. Experience of work in international organizations. Demonstrated knowledge in preparedness for humanitarian and health emergencies and emerging diseases in international context.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2551 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
