JOB DESCRIPTION

The person in the position of Health and Safety Officer (HSS) will provide a series of professional or technical support regarding health and safety in the Area. 

This person will be responsible for ensuring the correct implementation – and monitoring – of both the NRC HSS Risk Management Policy and the HSS measures, plans, procedures, trackers and other documentation or processes related to HSS personnel. your Area. 

Under the direct supervision of the Area Management, and with the support and technical supervision of the HSS Management, whoever assumes the position of HSS Officer will also be responsible for providing strategic advice on health and safety matters to their colleagues. Area.      

RESPONSIBILITIES

General responsibilities:

  1. Apply NRC HSS policies at the area level. 
  2. Conduct regular security risk assessments to identify HSS needs. 
  3. Train staff on HSS and provide regular briefings and updates. 
  4. Immediately report all violations of HSS procedures and all threats to NRC personnel, project participants, activities or assets. 
  5. Facilitate the evacuation of personnel in emergency situations. 
  6. Supervise, train and develop contingent security staff at office level. 
  7. Liaise with United Nations agencies, other NGOs and other external actors to obtain security information. 
  8. Ensure monitoring of vehicle and personnel movements in accordance with procedures and that necessary safety equipment is available and in good condition. 
  9. Prepare security updates and reports as necessary

Specific responsibilities:

  1. With the leadership of the Area Management, guarantee the preparation and annual execution of the Security Risk Assessment (SRA) corresponding to your Area through holding a workshop with diverse personnel and writing the consequent report. . 
  2. Carry out the visits, inspections and evaluations corresponding to the properties that are already leased or that would be leased by the NRC in your Area, completing the current review list attached to the HSS Risk Management Policy. Also, monitor the implementation of the measures identified for said infrastructures. 
  3. Facilitate the planning and implementation of training known as Hostile Environment Individual Security Training (HEIST) and basic first aid or fire safety training on a periodic basis for personnel in your Area, and keep it up to date. the tracker corresponding to these training sessions, based on the established prioritization. 
  4. Prepare, guarantee and facilitate HSS induction spaces for new personnel in the Area, as well as briefings and debriefings with colleagues in the Area – or with those who are visiting it – based on the exchange of current and relevant information about the places where activities will be carried out, emphasizing HSS risk prevention or mitigation measures that are applicable, practical and relevant. 
  5. Request or generate the creation of users for people new to the Area in the current and online Travel Authorization Request (TAR) system. Also, verify and approve the TARs that are processed for carrying out activities and visits within the Area. 
  6. Keep the call chain corresponding to the personnel in your Area updated, and carry out test activations with the frequency required by the standard or specific measures of the Area, in accordance with current key documentation.
  7. Accompany visits made by Area colleagues, or conduct own visits, to places where a high level of risk has been identified, or where NRC personnel, programs, or assets have been identified as especially vulnerable, with the objective of facilitating the identification or application of applicable, practical and relevant measures to the equipment, enriching the evaluation of security risks, and preventing any action, behavior or practice that is considered unsafe or risky during the development of visits and activities. . 
  8. Promote and facilitate both the reporting and adequate documentation, as well as the due attention and management, of any security incident that occurs in the Area.
  9. Guarantee and facilitate the necessary training for the correct use of devices corresponding to alternative communication systems, in accordance with the mandatory or additional measures identified by and for the Area, and in constant coordination with Support. 
  10. Keep updated and available all the information necessary for documents such as the Safe Mission Planning (PSM), the Standard Operational Procedures (SOPs), the Hibernation, Relocation and Evacuation Plan (HRE), and the Medical Evacuation Plan (Medical Evacuation–MEDEVAC) are living and useful documents when required by colleagues in the Area. 
  11. Contribute with all the information corresponding to HSS that is required for the construction of project proposals presented to donors, as well as that which is necessary for internal or external audits, and any other that is requested from the Area Management or from the Management from HSS. 

QUALIFICATIONS

  • Experience working as an assistant or security officer in humanitarian organizations. 
  • Previous experience working in complex and volatile contexts. 
  • Documented results related to the responsibilities of the position.
  • Knowledge between medium and high (A2–B1) of the English language will be positively valued. 
  • We value those who demonstrate skills in information analysis, including:
  • Analytical Competency: The ability to understand and process complex security data effectively, using appropriate statistical techniques and analysis tools.
  • Precision and Rigor: The commitment to precision and integrity in the analysis of security and context data, ensuring that conclusions are based on solid evidence and are reliable.
  • Effective Communication: The ability to communicate clearly and persuasively the results of information analysis, facilitating informed decision making at the levels involved in the organization.

Specific skills, knowledge and experience of the context : 

  • Undergraduate studies or professional degree in areas relevant to HSS work at the NRC.
  • Total work experience of three (3) years or more in security or related positions in humanitarian organizations in Colombia/Ecuador/Panama. 
  • Demonstrable knowledge of the context and security situation in Norte de Santander and Arauca especially.

LEGAL NATURE OF THE CONTRACT AND METHOD OF PAYMENT

The link between NRC and the person to be Hired will be established through a fixed-term employment contract, in accordance with Colombian labor legislation, with monthly payment in accordance with the NRC Colombia scale.
