Job Description

Context

Anchored in the UNDP country program (2021-2025), and drawing on lessons from its SDG16+ portfolio (2018-2023), as well as an analysis of vulnerabilities, stakeholder dynamics and capacities, UNDP , in collaboration with its national partners, has developed a new portfolio, entitled, “Governance as a lever for socio-economic development in Tunisia”. It will engage institutions, civil society and the private sector to leverage accountable and effective governance to accelerate socio-economic development through an integrated area-based approach that places people at the center of local solutions . The portfolio’s intervention is based on the principle that a just society, free of corruption, and where vulnerable people are included in the search for solutions through partnerships between public institutions, civil society and the private sector, could accelerate progress. towards Tunisia’s Vision 2035 and its National Development Plan 2023-2025.

In order to support the government’s efforts to implement planned reforms and to master the aforementioned challenges, the proposed portfolio aims to contribute to sustainable development in Tunisia, through support for the following expected results:

  • Outcome 1: Transparency and accountability are effectively strengthened to prevent corruption at local and national levels and promote the equitable delivery of quality services to the population.
  • Outcome 2: The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities.
  • Outcome 3: People have access to their rights and increase their confidence in more responsive, people-centered and human rights-respecting security and justice services.
  • Outcome 4: Data produced and analyzed to ensure adaptive management, quality programming and strengthening of program results.

In this context, UNDP is recruiting a national justice and human rights analyst to supervise the execution of justice and human rights activities under Effect 3 of the portfolio. This effect revolves around interventions aimed at improving citizens’ access to security and justice services, through interventions targeting the local level, as well as interventions promoting the accountability of said sectors. Regarding the actions planned in the field of justice and human rights, UNDP is launching a Project Initiation Plan (PIP) entitled “People have access to their rights and have confidence in responsive justice services, person-centered and respectful of human rights. Overall, this PIP, lasting 12 months, aims to clarify the support that UNDP will provide to access to rights and justice allowing the strengthening of the rule of law in Tunisia, as well as in the contribution to strengthen the population’s confidence in institutions. 

 

Duties and responsibilities

Under the general direction and supervision of the Country Office management, with daily supervision from the Senior Technical Advisor in Justice and Human Rights, the National Justice and Human Rights Analyst will provide overall technical support in order to ensure the quality and timeliness of UNDP activities in accordance with the UNDP program and project documents. The mission defined by these terms of reference aims to support the project in the planning and management of the activities of the “justice” component of Effect 3 of the aforementioned portfolio, which is currently being implemented through a PIP. Specifically, his/her mission will be to manage the project in close collaboration with national state and non-state partners.

The main responsibilities of the national justice and human rights analyst are:

  1. Provide advisory support on themes related to access to rights, access to justice in particular, and the promotion and protection of human rights.
  2. Ensure the development and implementation of work plans (multi-annual and annual) as well as the analysis and adaptation of the intervention strategy.
  3. Ensure implementation of activities in accordance with work plans and budgets, including supervision of responsible parties, consultants and any other UNDP partners to ensure timely delivery of results and ensure coherence and synergy between all project activities. 
  4. Ensure, effective and efficient management of the project’s financial resources and optimize their use with a view to achieving the set results, including budgetary monitoring and supervision of the development and execution of purchasing and recruitment plans .
  5. Produce terms of reference and concept notes for planned activities.
  6. Support the preparation of Project Steering Committee sessions and preparatory technical meetings.
  7. Contribute to the coherence of the project with other interventions carried out within the portfolio, and advise the CTPs and the coordination team to promote the integration and capitalization of results within the program. 
  8. Participate in multi-stakeholder technical coordination meetings as well as strategic decision-making mechanisms to guide and advise on programmatic portfolio planning.
  9. Exercise project manager rights in the UNDP enterprise resource management platform (Quantum) and ensure the integrity of the financial management of resources allocated to your unit, according to consistent application of UNDP rules and procedures .
  10. Prepare relevant analyzes and reports requested by UNDP, government, donors and other stakeholders, as required.
  11. Ensure the proper functioning of monitoring and evaluation systems, in coordination with the Effect 4 team on all aspects related to learning, data production and analysis, monitoring and evaluation as well as communication ,, including updating indicators, targets and tools to monitor and measure progress against the portfolio results framework.
  12. Regularly monitor programmatic and financial risk reporting, proposing proactive management and mitigation measures, and informing Country Office management when necessary.
  13. Establish and maintain excellent relationships and effective dialogue with institutional and organizational partners by sharing information and coordinating implementation to ensure the positive impact of, and mobilize additional resources for, the program.
  14. Provide high-level technical advice to government entities, as well as Country Office management, in the areas of justice and human rights.
  15. Ensure the coherence of the project with other interventions carried out within the portfolio, and work actively with other CTPs and the coordination team to promote the integration and capitalization of results within the program.
  16. Any other task required by the direct supervisor.

 

Institutional arrangements

Under the direct supervision of the Senior Justice Coordinator and the Governance Team Leader in the event of interim CTP, the national justice and human rights analyst will act in close collaboration with the national justice and human rights analyst (based in an implementation region), the Project Analyst and the Administrative Assistant, as well as the Senior Technical Advisors (CTP), as well as with the portfolio coordination team on issues related to monitoring and evaluation and knowledge management. Monitoring of program coherence and quality will be ensured by the UNDP governance cluster team (quality assurance). In addition, the analyst will work closely with the Effect 4 team on all aspects related to learning, data production and analysis, monitoring and evaluation as well as communication.

Minimum Qualifications
Minimum education requirements
  • A higher university degree (Master’s degree or equivalent) in law, social and political sciences or equivalent is required Or
  • An undergraduate university degree (bachelor’s degree) combined with two (2) additional years of qualifying experience will be duly taken into consideration in lieu of the Master’s degree.
Minimum years of relevant professional experience 
  • At least 2 years (with a Master’s degree) or 4 years (with a Bachelor’s degree) of relevant experience in the field of law, political science, or any other relevant field, including experience as a program manager or project at a senior level, with responsibilities of similar size and complexity to the position.
Required Skills 
  • Expertise in the area of ​​rule of law, including governance and administration of the justice system.
  • Solid experience/knowledge of the challenges of reforming the judicial and penitentiary sector in Tunisia, and good knowledge of comparative experiences in this area.
  • Proven expertise in results-based management to plan, execute and report on development projects.
  • Proven skills/experience in networking, team building, organization and communication.
  • Proven skills/experience in oral and written communication, with different types of stakeholders and contexts.
  • Good knowledge of IT tools (Word, Excel, PowerPoint, Email in Microsoft environment).
