Job Description
Context
Anchored in the UNDP country program (2021-2025), and drawing on lessons from its SDG16+ portfolio (2018-2023), as well as an analysis of vulnerabilities, stakeholder dynamics and capacities, UNDP , in collaboration with its national partners, has developed a new portfolio, entitled, “Governance as a lever for socio-economic development in Tunisia”. It will engage institutions, civil society and the private sector to leverage accountable and effective governance to accelerate socio-economic development through an integrated area-based approach that places people at the center of local solutions . The portfolio’s intervention is based on the principle that a just society, free of corruption, and where vulnerable people are included in the search for solutions through partnerships between public institutions, civil society and the private sector, could accelerate progress. towards Tunisia’s Vision 2035 and its 2023-2025 National Development Plan.
In order to support the government’s efforts to implement planned reforms and to master the aforementioned challenges, the proposed portfolio aims to contribute to sustainable development in Tunisia, through support for the following expected results:
- Outcome 1: Transparency and accountability are effectively strengthened to prevent corruption at local and national levels and promote the equitable delivery of quality services to the population.
- Outcome 2: The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities.
- Outcome 3: People have access to their rights and increase their confidence in more responsive, people-centered and human rights-respecting security and justice services.
- Outcome 4: Data produced and analyzed to ensure adaptive management, quality programming and strengthening of program results.
Duties and responsibilities
The Portfolio purchasing analyst will be responsible for:
1.Support the proper implementation of the purchasing and contracting processes of portfolio activities by coordinating with dedicated teams and focusing on achieving the following results:
- Carry out the purchasing and contracting processes for portfolio activities, ensuring compliance with UNDP procedures and standards . This concerns in particular complex procurement, subsidies, services, supplies, works, etc.
- Provide strategic advice to project teams in the development of Terms of Reference, identification of procurement processes. This could involve carrying out a market study, identifying selection criteria, etc.
- Develop, ensure quality, and distribute technical documentation related to the purchasing and contracting process in collaboration with dedicated teams [purchasing department and project team]. This concerns in particular the guidelines, calls for tenders, submission documents, terms of reference relating to services, purchase of equipment, service providers, consultants, etc.
- Evaluate applications and proper implementation of selection processes [participation in the panel, review of documents, preparation of Minutes etc.] by mobilizing UNDP tools and procedures [Quantum etc.].
2.Ensure proper contractualization and coordination with suppliers and service providers for portfolio activities
- Support the identification of suppliers and service providers based in the South according to UNDP standards and procedures
- Support suppliers and service providers to master and respect UNDP standards and procedures to apply and be contracted [training on the Quantum tool, explanation of documentation to be provided, contractual obligation, etc.]
- Lead contract negotiations and contribute to the preparation of agreements and contracts and ensure timely signing and start-up.
- Support coordination with service providers to ensure deadlines or any other inherent tasks are met
- Monitor risks, anticipate changes, resolve problems and manage portfolio activities [analyze the market, the offer, the service providers, recommend extensions or/finalization of contracts etc.]
- Support the monitoring of contractual commitments of service providers, including ensuring completion of services, evaluating performance with relevant UNDP services
3.Support portfolio planning and implementation
- Monitor the progress of projects, calls for tenders, current contracts in collaboration with dedicated teams
- Participate, if necessary, in the development of annual purchasing plans, progress reports, taming or any documentation deemed relevant
- Coordinate closely with the Coordination and Planning Specialist, CTPs, Engineers and Program Funding Manager, ensuring alignment of budget/donor balance and monitoring of activities.
- Support portfolio audit and due diligence preparations as appropriate.
4. Support the capacity building of the UNDP Tunisia office in terms of procurement processes, purchasing or any associated area
- Collaborate very closely with effects administrative assistants, members of the purchasing department, project teams, and program associates in the preparation of files and compliance with procedures in the implementation implementing activities,
- Participate and/or lead training/work sessions for the benefit of the UNDP team and, where applicable, partners on the procurement and purchasing processes
- Contribute to the mapping of the liaison office’s purchasing and contracting processes and the implementation of internal standard operating procedures.
- Conduct market research to keep abreast of its developments, research and analyze statistical data and market reports on commodities worldwide.
- Participate, where applicable, in committees created to play an advisory, expert or observer role in the field of public procurement;
The Portfolio Procurement Analyst will be called upon to perform other tasks falling within their functional profile and deemed necessary for the proper functioning of the Office and the Organization.
Institutional arrangements
In this context, and in order to support the purchasing and procurement processes for portfolio activities, UNDP Tunisia intends to recruit a portfolio purchasing analyst. He/she will act under the strategic direction and the advice of the Deputy Resident Representative and under the daily supervision of the Coordination and Planning Specialist. He[she] will also work in collaboration with the technical teams and CTPs of Effects 1,2 and 3.

CIPS level 3 is required for this position. If certification is not available at the time of recruitment, it must be obtained within one year.
