  1. ABOUT WFP

  1. ORGANIZATIONAL CONTEXT

This position is based in the WFP office in Antananarivo. At this level, the incumbent must demonstrate responsibility and initiative to independently respond to general policy questions. Judgment is required to deal with unforeseen problems on a daily basis. The post holder must have a level of expertise and knowledge to adapt and contribute to the development of systems and processes to continually improve the level of support provided. The incumbent must be able to manage resources, train and coordinate a support team.

 

  1. Description of tasks

 

Under the direct supervision of the National Finance Officer of the WFP Madagascar Country Office and/or the Head of the Finance and Administration Unit, the Finance Associate will perform various technical functions within the finance unit, and will be responsible for the compliance with IPSAS accounting principles as well as the reduction of financial risks related to the finances of the WFP Country Office in Madagascar. He will be specifically responsible for the following tasks:

  1. Ensure that the management, recording and reporting of financial transactions are done well and of quality;
  2. Record all WFP accounting and financial operations using WINGS software and verifying the accuracy and compliance of supporting documents;
  3. Respond to requests from all Units, related to accounting, budget or financial matters of the entire Country Program;
  4. Certify advances and payments;
  5. Review and regularize advances made to partners and/or staff (Program, Administration and Supply Chain) in the WINGS system;
  6. Ensure that bailouts are done on time and that WFP financial rules and procedures are respected in a transparent and efficient manner;
  7. Submit appropriate accounting of expenses and deposits;
  8. Monitor and invoice monthly the use of WFP staff;
  9. Work in collaboration with the Country Office (Program and Finance) on partner payments and related PR/PO issues;
  10. Acknowledge, before submission for signature to the Head of Unit, all payment requests and other approvals and related issues;
  11. Clear all these records and transactions in WINGS;
  12. Prepare bank reconciliations and conduct account analysis;
  13. Assist in the preparation of salaries by running validity checks on monthly salary payroll results;
  14. Maintain control over various files such as commitments and expenses compared to budgeted amounts; 
  15. Initiate actions related to the following: general financial reporting, travel-related expenses and procurement operations;
  16. Verify vendor claims for accuracy and compliance with WFP financial regulations: perform claims checks against existing documents to ensure purchases/services are duly authorized and received or services have been rendered : and ensure the recording and processing of supplier invoices in the program information system in a timely manner;
  17. Monitor advances made to suppliers and other receivables and ensure that major supplier transactions are approved on time, taking corrective action where necessary;
  18. Prepare the necessary receipts and supporting documents;
  19. Regular communication with the Bank to respond and resolve various requests regarding the desired services;
  20. Write routine correspondence related to unit work and enter a variety of documents such as correspondence and reports;
  21. Provide information related to financial transactions, including the calculation of staff entitlements and proration;
  22. Assist in the preparation of budget, accounting, financial reports, statistical reports and other required reports;
  23. Provide assistance in all services requested by staff such as travel, reimbursement requests, document collection, etc.
  24. Ensure the management of petty cash, the recording and control of related payments;
  25. Qualification, Experience & Languages ​​required:
  26. Education:

High school diploma or Bachelor’s degree in Business Administration or a related field; 

 

  1. Professional experience

Relevant professional experience of 6 years is required for this SC-6 position

Extensive experience in financial and accounting grant management; experience in an auditing and accounting firm and in financial statement reporting would be an asset

Demonstrated experience in performing complex financial reconciliations and transaction analyzes and producing financial reports for management explaining various budgetary and financial statements;

Ability to identify data discrepancies and correct issues requiring attention;

Extensive experience with an accounting system, enterprise risk management software e.g. SAP or other accounting systems such as SUN System will be an added advantage.

Supervisory experience and employee training with technical experiences at different levels and under development;

Ability to work well in a team, under pressure and to meet multiple deadlines within tight deadlines.

Ability to work well with colleagues from other units with the attitude of providing customer service.

  1. Language :

Mastery of oral and written French and average knowledge (level B) of English.
