Job Description

UNODC technical assistance activities in the Middle East and North Africa (MENA) are undertaken under the broad framework of the Regional Framework for the Arab States (2023-2028) in line with the UNODC Strategy 2021-2025. The Regional Framework articulates six focus areas for guiding UNODC-implemented programming at the regional and national levels: 1) a balanced approach to drug control; 2) strengthening the response to organized crime; 3) combating trafficking in persons and smuggling of migrants (TIP/SOME); 4) action against corruption and financial crime; 5) preventing and countering terrorism and violence; and 6) strengthening crime/violence prevention and criminal justice.
Under the UNODC Strategy 2021-2025 and the Regional Framework for the Arab States (2023-2028), UNODC is implementing its Trafficking in Persons and Smuggling of Migrants (TIP/SOM) portfolio, “Preventing and Countering Trafficking in Persons and Smuggling of Migrants (TIP/SOM) in the MENA region 2024-2028” including South Sudan.
This position is under the framework of the regional project “Better Migration Management (BMM) programme Phase III” aimed at improving migration management in the region and specifically addressing the trafficking and smuggling of migrants within and from the Horn of Africa.
The incumbent will work under the direct supervision of the Regional Coordinator of the TIP/SOM portfolio located at the UNODC Regional Office in Cairo and the overall substantive guidance of the Deputy Regional Representative for the Middle East and North Africa.
The National Project Officer will work in collaboration with the operations, Programme and project staff in ROMENA to exchange information and ensure consistent services delivery in Juba, South Sudan.
Within the assigned authority, the National Project Officer will be in charge of the implementation of the TIP/SOM project in South Sudan:
- Coordinating the planning and implementation of the project activities as outlined in the project document/work plan.
- Prepare various written outputs, such as background papers, correspondence with governments, working papers, mission reports, presentations, and ad hoc reports, in the area of trafficking in persons and migrant smuggling.
- Provide regular briefings to the government on the ratification and accession process for the UN Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) Protocols and support the Government in its process of ratification of the UNTOC and its protocols.
- Support the legal analysis of various legislation to ensure harmonization and support the Government in developing a comprehensive law on trafficking in South Sudan.
- Coordinate the logistical and administrative arrangements related to the organization and delivery of technical assistance, prepare detailed work plans, and ensure timely project monitoring and completion of related reporting obligations in line with donor requirements and UNODC rules.
- Liaise with counterparts and partners at the working level, including government entities, UN agencies, and international organizations, to ensure the participation and contribution of the government to project activities and the coordination of activities among the various international partners to promote and strengthen at the working level collaborative initiatives between UNODC and other UN agencies.
- Participate in programming, needs assessment, and other technical missions where necessary to evaluate and elaborate technical assistance proposals with the government, international funding institutions (IFIs), UN agencies, non-governmental, and/or civil society organizations (NGOs/CSOs).
- Contribute to the timely delivery of relevant documents and reports required by the donors, the implementation of technical assistance, and internal reporting, including research analysis, annual/quarterly reports, activity reports, project and budget revisions, official correspondence, mission reports, presentations, policy proposals, progress reports, and terms of reference in the area of trafficking in persons and migrant smuggling.
- Organize all procurement of services as per project activities and in line with UN procurement regulations and financial rules and support the quality assurance of deliverables in coordination with the relevant UNODC, UNDP, and other UN teams.
- Perform other work-related duties as required.

Education:
An advanced university degree (Master’s degree or equivalent) in international or national law, political science, international relations, criminal justice, criminology, or other similar academic discipline.
A first-level university degree in combination with at least two years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 2 years with a Master’s degree and 4 years with a Bachelor’s degree in Lieu of Master’s Degree of relevant professional experience in the development, coordination, and/or administration of projects, including on human rights, criminal justice, international relations, law enforcement, migration, or related areas, is required.
Relevant working experience in providing technical assistance to government authorities in South Sudan is required.
Work experience with national law enforcement and judicial authorities is desirable.
Experience in facilitating training and mentoring activities in countering human trafficking and migrant smuggling is desirable.
Work experience with the United Nations is desirable.
