Mission and objectives
Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization.

IOM supports migrants across the world, developing effective responses to the shifting dynamics of migration and, as such, is a key source of advice on migration policy and practice. The organization works in emergency situations, developing the resilience of all people on the move, and particularly those in situations of vulnerability, as well as building capacity within governments to manage all forms and impacts of mobility.

The Organization is guided by the principles enshrined in the Charter of the United Nations, including upholding human rights for all. Respect for the rights, dignity and well-being of migrants remains paramount.

Context
The Assisted Voluntary Return and Reintegration (AVRR) has been a core activity of the UN Migration Agency (IOM) in Turkey since 2009 and is integral to ensuring a comprehensive approach to migration management. The AVRR programme facilitates the orderly and humane
return and reintegration of migrants who are unable or unwilling to remain in host or transit countries and wish to return voluntarily to their countries of origin. For many migrants who need or want to return home but lack the means to do so, the AVRR programme provides a safe and
supportive pathway for them to return and rebuild their lives.The most important component to IOM’s AVRR scheme, is that it is a voluntary, informed decision
based on the free choice of the individual. This decision needs to be based on accurate information about the process, what will happen upon return and what the options are if someone would like to remain. The process is designed to both uphold the rights of the migrant
and respect state sovereignty.IOM aims to support individuals in the asylum process whose applications were rejected or
withdrawn, stranded migrants and victims of trafficking or other vulnerable individuals. Assistance is available during

• Pre-departure
• Return and transit
• Reception
• Reintegration
During and after the process, the progress of individuals is monitored, which contributes to research that can inform future action. IOM is working with the Presidency of Migration Management (PMM) to strengthen services offered to beneficiaries AVRR under the Assisted Voluntary & Return Programme and aims to
support the communication and referrals of AVRR beneficiaries throughout Turkiye, as well as strengthening referral and coordination protocols between all relevant stakeholders and enhancing monitoring and evaluation of assistance provided.

Task description
•Support implementation and monitoring of day-to-day activities and administrative processes of the AVRR project(s) implemented by IOM with PMM; report regularly on the challenges and progress recorded in realization of activities
• Support in the implementation of the AVRR project(s), which can include, but is not limited to, tasks ranging from assistance in organizing workshops, meeting and conferences, and liaison with national counterparts.
• Follow up on referrals of potential and actual AVRR beneficiaries
• Retrieve, compile, summarize, analyze, and present information/data on specific project topics.
• Provide regular feedback, on an as-needed basis, on additional needs/gaps in referral protocols and assistance measures for AVRR beneficiaries
• Liaise with relevant partners to ensure effective partnerships, resource sharing and flow of information (with full respect for the principle of confidentiality), and effective assistance measures in full accordance with national and international standards
• Participate in relevant trainings/workshops to learn from and contribute to strengthening capacity of relevant partners in identification, referral and assistance of AVRR beneficiaries.
• Contribute to the development of relevant tools and guidelines to support the effective identification, referral and assistance of AVRR beneficiaries in Turkey.
• Perform other duties as may be assigned

Eligibility criteria
Age
27 – 80

Nationality
Candidate must be a national or legal resident of the country of assignment.

Requirements
Required experience
3 years of experience in /at the national and/or international level in, or other.
•Advanced higher degree (Master’s or equivalent) in a relevant area, e.g. Public Administration, Political Sciences, International Relations, Social Services, Law, etc.; a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree; relevant programmes; experience in migration domain as well as with public institutions in Turkiyeis an asset, as is experience working in the UN or other international development organization;
• Excellent oral and written skills; excellent drafting, formulation, reporting skills both in Turkish and in English;
• Accuracy and professionalism in document production and editing;Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and
collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
• Sound security awareness;
• Have affinity with or interest in volunteerism in the field of migration as a mechanism for durable development, and the UN System

Living conditions and remarks
The UN Volunteer will live and work in Ankara, Türkiye. The national UN Volunteer may also be required to go on missions. Ankara is the capital of Türkiye and the country’s second-largest city following Istanbul, with a population of 4.5 million people. Centrally located in Ana-tolia, Ankara is an important commercial and industrial city. It is the seat of the Turkish gov-ernment and houses all foreign embassies. The city is strategically located at an important crossroads for trade in proximity to Türkiye’s highway and railway networks. Visas are re-quired for entry into Türkiye. It is therefore strongly recommended to check with the local Turk-ish Embassy or Consulate before traveling (http://www.mfa.gov.tr/visainformationforforeigners.en.mfa). Nationals of EU member states and a limited number of nations are eligible for visas-on-arrival at international air termini and certain border crossing points.

Security: The current security level in Ankara is minimal. Ankara is considered a generally safe city, where normal use of common sense and acting responsibly takes one a long way. Public transport is safe to use. There are no direct threats towards the United Nations and its staff in Türkiye.

Medical Services: No special vaccinations are required for travel to Ankara. Medical services available are of high quality, and health care services are available also in English.

Housing: Apartments and flats are easily available and generally in good condition, with well-working services (gas, electricity, water). The cost of housing is reasonable, although smaller apartments and certain locations close to foreign embassies and the UN Offices tend to be more expensive. Some UN Volunteers opt for house sharing. Upon arrival, UN Volunteers will reside in a hotel until they find permanent housing. UNV Field Unit can assist UN Volunteers in identifying suitable housing.

Cost of living and services: Housing is the largest monthly expense, and the cost of living is otherwise very affordable. Daily food and products are inexpensive, as are many services. Im-ported goods and many non-essential services and products tend to be more expensive. The provision of goods and services in general is very good. Local transportation ranges from bus-es, and minibuses called “dolmus” to taxis, which are all affordable. The subway lines are very limited in scope.

Weather: The city has a mean elevation of 938 meters. It has cold, often snowy winters due to its elevation and inland location, and hot, dry summers. Because of Ankara’s high altitude and its dry summers, nightly temperatures in the summer months can be cool.
Language: Turkish is the only official language. English is widely spoken in touristic areas, but less commonly in Ankara. In supermarkets and shops, few Turkish words are useful. There are Turkish language schools and tutors available in Ankara.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her housing and other living essentials.

UNV entitlements in a Nutshell: National UN Volunteers (Specialist):
Volunteer Living Allowance (per month): USD 1224, disbursing in Turkish Lira
Entry lump sum (one-time payment): USD 400
Exit allowance: USD 100 per contract service month (when successful completion of the assignment)

Annual leave: 2.5 days accrued per calendar month Uncertified sick leave: 7 days for 12 months and 4 days for shorter assignments
