Background

Under the guidance of the Program Coordinator of the African Girls Can Code Initiative (AGCCI), the Consultant will be responsible for writing a report on the “Final Evaluation of the AGCCI Programme Phase II” which involves review of the available zero draft report, undertake data analysis, and incorporate internal and external review inputs provided by UN Women  teams as well as external stakeholders based on which a revised version of the draft report will be produced. In addition, this assignment also involves making a presentation of the preliminary evaluation findings to relevant UN Women staff to solicit inputs and a final presentation of the findings to external stakeholders during the validation workshop which will be held on the 26th March2024. The consultant is expected to incorporate internal and external review inputs to produce and submit the final version of the evaluation report.

The consultant will work closely with the AGCCI Programme team and UN Women Country offices.

BACKGROUND AND CONTEXT

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

The UN Women Liaison Office to AU and ECA has a separate presence within UN Women Ethiopia with the aim to enhance UN Women’s strategic level engagement with the AU, UNECA and other key stakeholders, which has been fully operationalized since December 2022. The AULO has an upgraded leadership status, focused role/functions, strengthened capacity and a clear partnership strategy to advance gender equality and women’s empowerment at the continental level. The AULO Strategic Note is aligned with the 2030 Agenda for Sustainable Development, the global UN Women Strategic Plan (2023-2025), the AU GEWE Strategy (2018-2028), Agenda 2063 and other key GEWE, peace and development frameworks of Africa, among other relevant global and regional normative frameworks.

African Girls Can Code Initiative (AGCCI)

The African Girls Can Code Initiative (AGCCI) was commissioned by UN Women, the International Telecommunication Union (ITU) in collaboration with the African Union Commission (AUC) Department of Health, Humanitarian Affairs and Social Development and Department of Women, Gender and Youth Division. It aims to train and empower a minimum of 2000 young girls aged between 17-25, across Africa to become computer programmers, creators and designers, placing them on track to pursue studies and careers in Information Communication and Technology (ICT), coding among others. The initiative has four key pillars namely:  (i) Coding camps and (ii) Mainstreaming of ICT, gender and coding into the national curricula (iii) National media campaigns  involving role models such as women in ICT, female teachers in schools to inspire young girls to engage in the ICT sector and (iv) Use of the e-Learning platform established by ITU academy which provides young girls with continuous learning opportunities and networking.

Phase one of the AGCCI programme was supported by the Government of Denmark from 2018-2020 with funds amounting USD 1.6 million. During this phase, a total of 600 young girls from over twenty countries including Senegal, Burkina Faso, Burundi, Nigeria, Zimbabwe, Kenya, Ethiopia, Republic of Guinea, Egypt, Rwanda, etc.. were trained on the basics of coding and ICT both at national and regional level. The first regional coding camps took place in Addis Ababa, Ethiopia (2018) and second one in Pretoria, South Africa (2019). National level coding camps were also organized in Ethiopia involving girl participants from Addis Ababa, Hawassa and Adama.

The 2nd phase (2022-2023) of the AGCCI program targets five AU Member States namely Burundi, Niger, Mali, Tanzania and Mozambique with the generous funding mobilized from the Government of Belgium. Implementation has been coordinated by the UN Women Liaison Office to AU and UNECA in partnership with the African Union Commission (AUC) and the International Telecommunication Union (ITU), other UN agencies, UN Women Country Offices, and most importantly relevant government ministries at national level including ministry of Gender, Education, and ICT to ensure gender equality, diversity and inclusion are integral parts of the 2nd phase of AGCCI. The three ministries as key implementers have been engaged in the planning, coordination of national level activities and reporting on results and lessons learned throughout the duration of the project.

Accordingly, UN Women Liaison Office seeks to engage a ‘’National Consultant” to work on the write-up of the final a report of the “Final Evaluation of the AGCCI Phase II” implementation process and its results.

 

Duties and Responsibilities

Under the direct supervision of the AGCCI programme coordinator, the consultant is expected to lead finalization of the write-up process of the evaluation report of the AGGCI phase II program. This involves reviewing the primary and secondary data which has already been collected, summarized and fed into excel, analysis of certain data sets, undertaking review of the zero draft report and producing a revised version of the report by also incorporating inputs from the presentation of preliminary evaluation findings to internal and external stakeholders.

The consultant will be expected to perform the following specific duties:

  • Prepare a work plan for the duration of the assignment in consultation with the AGCCI team for the deliverables under each milestone.
  • Revise the zero draft report incorporating inputs from the available primary and secondary data sets and internal review inputs provided by UN Women team.
  • Present the preliminary evaluation findings from the report to UN Women team.
  • Submit the revised draft report incorporating all comments and feedback received during the internal UN Women presentation.
  • Prepare a presentation of the evaluation findings based on the draft evaluation report and make a presentation in the stakeholders’ validation workshop.
  • Make a final revision of the draft report incorporating inputs received from the validation workshop participants and submit the final evaluation report.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in demography, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with four additional  years  of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience and competencies:

  • At least 5 years of progressively responsible experience at national level in leading final evaluation of continental and multi-component programme interventions with regional partners, preferably programs focused on educating young women and Girls in the field of ICT and Coding.
  • Experience in conducting evaluation of development programmes and projects, including write-up of quality evaluation reports;
  • Previous experience working in the UN system is an asset.
  • Experience in leading/managing and collaborating with a diverse team is an asset.

Language Requirements:

  • English (Mandatory), Level – Fluent
  • Working knowledge of French language is an asset
